MR. JOHN LOHR: Perry Wallace wrote that he is concerned about the government's plan to restructure the bottle deposit system to allow for increases. So I'll ask Mr. Wallace's question directly to the minister, will the government give the average Nova Scotian worker a break on this?

MR. SPEAKER: I'd like to remind the honourable member for Kings North that it's not proper to bring forth a question from a member of the public. Could you rephrase it in your own words for a matter of record?

MR. MACMASTER: Mr. Speaker, Barry Sutherland is a survivor of sexual abuse who doesn't understand the Minister of Justice's logic. He doesn't understand why the minister would deprive him of the same rights she is willing to give others in civil law that may be sexually assaulted in the future. Will the minister explain to Mr. Sutherland why she will treat him differently than any present victim of sexual abuse?

HON. JAMIE BAILLIE: Mr. Speaker, my question is to the Minister of Justice. The minister in a previous answer said that new information has come to light about what legislation might exist in other provinces or, in fact, does exist in other provinces to allow for unlimited action by past victims of sexual assault.

MAUREEN MACDONALD: And I want to say something as a member of this Legislature for 17 years, from a personal experience - I have never, never been so offended as a member of this House by the level of security that has been imposed on myself and other members of this Legislature in the last four days, including this morning when I arrived here to find that I could not get onto grounds of this Legislature, as I have every time I've arrived here for the past 17 years. Mr. Speaker, this is the people's House. This House does not belong to any one Party.

HON. LENA DIAB: Mr. Speaker, I rise to bring attention to all members of the House, as well as the public, and to congratulate what we formally knew as Immigration Settlement and Immigration Services. Today is the launch of their new name, and I want to congratulate them on the new name they have chosen and that is going to be Immigrant Services Association of Nova Scotia (ISANS).

HOUSE OF ASSEMBLY: PARKING LOT - DESIGNATED SPACES

HON. STERLING BELLIVEAU: Mr. Speaker, the snowbanks are disappearing and Spring is underway. However, those who try - and I repeat, try - to park within the properly marked designated parking spaces in the House of Assembly parking lot cannot continue to blame ice and snow for their violation in having their vehicles over the lined space allowed for them.
