MR. SPEAKER: Order, please. We will begin the daily routine.
The honourable Minister of Economic Development.
HON. CECIL CLARKE: Mr. Speaker, I just want to rise and table some information, a question that came forward by the member for Cole Harbour-Eastern Passage during Question Period on Wednesday, about our government's investment in the Team Canada Atlantic Trade Mission and the reservations that were made by ACOA for the Marriott Marquis in New York. I did say that I would present the bill as the question alluded to a $500 U.S. to $800 U.S. per night bill, it was $195. As a result of that, I table that as well as an article of interest, I think, to this House about one Dartmouth firm, Trailblazer. That one deal alone was $150,000 U.S. and I would be pleased to report more on this. It speaks to it. I would welcome questions on the substance and the outcome of this Team Canada trade mission to New York. (Interruptions) Okay, and I will expect some very good, sensible questions from the Liberal caucus on our outcome.

TABLING REPORTS, REGULATIONS AND OTHER PAPERS
STATEMENTS BY MINISTERS
MR. SPEAKER: The honourable Minister of Health.
HON. JAMES MUIR: Mr. Speaker, I rise this morning to welcome and thank the members of the Association of Women's Health, Obstetrical and Neonatal Nurses (AWHONN), who are in Nova Scotia to attend their national conference.
This is an association that works to meet the needs of nurses who specialize in the care of women and newborns. Its membership includes: neo-natal nurses; obstetric-gynecologic nurses; labour and delivery nurses; nurse scientists; women's health nurses; childbirth educators; and nurse practitioners. These are exciting and challenging roles for nurses.
I want to thank each and every nurse who works in these unique fields, for their professional and personal commitment to patients and their families. Their roles in helping to give infants and new mothers the start they need will prove invaluable later, as part of the foundation that will enable both baby and mother to live happy, healthy, productive lives.
Today, it is also my pleasure to acknowledge the members of AWHONN and to thank them for their role in taking care of the needs of these nurses as they, in turn, take care of others. We are grateful to these AWHONN members and to all nurses who, on a daily basis, are meeting the challenge of providing top-quality health care to women, mothers and babies across Nova Scotia and Canada.
Mr. Speaker, before I take my seat, I would like your permission to make an introduction of some of the members of this organization who have joined us today. Four members who are partaking in the conference are here today, two of them are Nova Scotians. They are visiting with us in the east gallery: Ann Fraser, from Halifax, is the incoming Secretary/Treasurer; Judith Hockney, Program Director for Women's Health at IWK and a keynote speaker at the conference, also from Halifax; Marion Clauson, the incoming Chairman, is from Vancouver; and Sandy Kluka, the outgoing Secretary/Treasurer, who is from Winnipeg. They are joined in the gallery by Barb Oake, our nurse policy advisor. I would like all members to rise and give these people a very warm welcome. (Applause)

MS. MAUREEN MACDONALD: Mr. Speaker, I would like to thank the minister for providing me with a copy of this statement in advance. I, too, on behalf of the NDP caucus, join with the minister in welcoming the guests in our gallery, wishing them every success at their conference. Particularly for our out-of-province guests, I would like to say that we're all very proud in Nova Scotia of our IWK Hospital and the fine services that it provides to families in Nova Scotia. I hope you have an opportunity, while you're here, to really learn a bit more about some of the unique programs that that health centre provides to families in our communities. I hope you get to take in some of Halifax's unique opportunities as well as a centre in our province.
MR. SPEAKER: The honourable member for Dartmouth East.
DR. JAMES SMITH: Mr. Speaker, I would like to thank you for the opportunity to welcome our guests to Nova Scotia, and recognize Judith and all the others who are local and play such a great role in reproductive care, perinatal and all of the events surrounding the birthing of children and the care of children. These are challenges right across our country. In Nova Scotia, we've been very proud of our reproductive care that was in place in this province many years ago and has continued the high standard. We've witnessed the development of care, both in the preventative and in the direct care of services to women, particularly the neonatal, the fetus and neonatal care that has so much involvement in the
nursing profession. As we recognize the very specialities that are meeting here, nationally, in our area, recognizing the expanded role of the nurse and the specialist care that they're able to deliver, also the science and the research that's still needed in this area.
There are many challenges across this country. High-risk obstetrics are often linked so much to poverty. We see the statistics coming out of Manitoba, Saskatchewan and other parts of Canada that we realize there are many challenges here, and this is an expanded role. The Minister of Health recognizes this, and we do everything we can as an Opposition Liberal Party to support any initiatives of the minister and his department to support this group of specialists in obstetrics and gynecology, particularly with children. We know the high risk of neonatal care, the low birth weight, the long-term care and the follow-up that is required by those children and those families.
I welcome our guests to this area. We're proud of the service that we're delivering in this province, but we also recognize the challenges and support that is needed from both the department and from this government and I thank the minister for sharing his statement this morning.

HON. JAMES MUIR: Mr. Speaker, I would like to make another introduction at this time with your permission. One of the other people who is up in the east gallery with the group is Dawn O'Connor. She is one of the public relations interns who comes on a regular basis to the Department of Health, and I think to other departments in government - Dawn, if you would stand - and she's with us I think until the end of December, is that correct? Anyway, welcome to the House. (Applause)

MR. DARRELL DEXTER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas on November 14th the member for Dartmouth East resolved in this House that Liberals are not responsible for the provincial policy adopted by their government that takes seniors' savings to pay for long-term health care; and
Whereas on November 1st the Liberal Leader said it was a mistake when the former Liberal Government adopted the province-wide policy of confiscating the savings and assets of nursing home residents;
Therefore be it resolved that the Liberals should spend some time to figure out whether their Leader was right to admit it when a former Liberal Government made mistakes, or their MLAs are right when they assert that Liberals cannot make mistakes.

Whereas security from harm is one of the most important jobs a government can provide for its citizens; and
Whereas despite our questioning the Premier has not assured Nova Scotians that everything that can be done to ensure safety is being done; and
Whereas Nova Scotians need to know that security and disaster planning is a priority of this government;
Therefore be it resolved that the members of this House urge the Premier and his senior ministers to reassure Nova Scotians that the government is taking security seriously.

RESOLUTION NO. 4768
HON. JAMES MUIR: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Dr. Ivar Mendez, head of neurosurgery at the QE II Health Sciences Centre, and his colleague, Dr. David Clarke, made medical history in September by performing the world's first brain telesurgery, whereby the robotics are the "eyes and hands of the neurosurgeon"; and
Whereas two Halifax neurosurgeons operated on a cancerous tumour in the brain of a patient in New Brunswick that was almost nine centimetres in diameter, using a robotic arm that controlled the delicate operation instruments assisting two Saint John neurosurgeons; and
Whereas this type of innovation right here in Nova Scotia on such a delicate procedure will only enhance our already tremendous reputation as a leader in neurosurgery;
Therefore be it resolved that the members of this House applaud the contributions Drs. Mendez and Clarke have made to the advancement of neurosurgery and on the honour of being the first neurosurgeons to perform this advanced telesurgery.

RESOLUTION NO. 4769
MS. MAUREEN MACDONALD: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas MRI equipment has become an invaluable diagnostic tool in modern medicine and the Minister of Health has declared that Nova Scotians have adequate MRI access; and
Whereas a recent reply by the Department of Health to an NDP freedom of information request produced a report that identified that rural mainland Nova Scotia needs an MRI machine to meet acceptable standards of public access to health care; and
Whereas this government has chosen not to meet that identified need for the proper provision of health care for rural mainland Nova Scotians;
Therefore be it resolved that the Minister of Health explain to rural mainland Nova Scotians why he has failed to provide them proper access to MRI equipment in spite of his own department's identified need for this diagnostic tool in outlying areas.

RESOLUTION NO. 4770
MR. WAYNE GAUDET: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas on Saturday, November 16, 2002, the Digby Chapter of Mothers Against Drunk Driving will launch their annual Red Ribbon Campaign; and
Whereas this Red Ribbon Campaign will raise monies in Digby County so that the Digby chapter may continue to provide victim services, educate the public and work with the community to prevent the violent crime of drunk driving; and
Whereas the Red Ribbon has become a well-recognized symbol which serves not only as a tribute to those who have lost their lives in impaired driving crashes, but also as a reminder to drive safe and sober over the holiday season;
Therefore be it resolved that all members of this Legislature extend their best wishes to Mrs. Helena Winchester, President of the MADD Digby County Chapter, and all of the volunteers as they begin their Red Ribbon Campaign.

RESOLUTION NO. 4771
MR. ROBERT CHISHOLM: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the J.L. Ilsley family of schools and community members in Spryfield have agreed on the urgent need for the development of a cultural space in Spryfield for young performers in the arts. As studies show, a strong arts experience has a very positive outcome, especially for youth at risk; and
Whereas the community, under the direction of Ms. Willie Reid, Arts Express Co-ordinator for the group of schools, has initiated a funding campaign aimed at providing a cultural centre to serve all local youth; and
Whereas a community forum, supported by the Department of Justice Canada, has been planned for November 28th and 29th in order to develop a collective plan among artists, community members, educators and advocates for youth aged 12-16;
Therefore be it resolved that this House congratulate the initiators of the project to provide a cultural centre for youth and offer support in the endeavour undertaken by the schools in Spryfield.

MR. PAUL MACEWAN: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas indications are that veterans of Nova Scotia are not impressed by this government's response to the idea of making Remembrance Day a statutory holiday, as delivered in "Morse code"; and
Whereas despite the never-ending blather delivered in Morse code, this government could still address this matter, and all members of the House could, through the Standing Committee on Veterans Affairs; and
Whereas this government has been prone to take credit for the recommendations of the Standing Committee on Veterans Affairs with respect to the naming of highways and otherwise has shown its disregard for this all-Party committee of the House;
Therefore be it resolved that it is never too late to go straight and that this House should refer the Remembrance Day issue to the all-Party Veterans Affairs Committee for examination and recommendation back to the House.

MR. DAVID HENDSBEE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Larry Uteck of Halifax was invested with the Order of Canada by Governor General Adrienne Clarkson in a ceremony held at Pier 21 on October 26, 2002; and
Whereas Mr. Uteck has had a distinguished and diverse career highlighted by his work as head football coach and athletic director at Saint Mary's University and he has always instilled the ethics of good sportsmanship and importance of academic excellence in his players; and
Whereas he has also served as Deputy Mayor of Halifax Regional Municipality, he has made an outstanding contribution to his community and the Province of Nova Scotia;
Therefore be it resolved that the members of this House congratulate Larry Uteck on his investiture as a member into the Order of Canada.

MR. JERRY PYE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the United Nations General Assembly proclaimed in 1992, that December 3rd be observed every year as the International Day of Disabled Persons; and
Whereas the UN intends this as a time to promote understanding about disabled issues and increased awareness of the good achieved by integrating disabled persons in every aspect of political, social, economic and cultural life; and
Whereas disabled persons deserve the opportunity for recognition of their potential and a clear statement by their government that they support the spirit and purpose of this day;
Therefore be it resolved that this House, in recognition of the need for disabled persons to reach their full potential, declare its full support and recognition of December 3rd
as the International Day of Disabled Persons.

RESOLUTION NO. 4775
DR. JAMES SMITH: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas in 1999 the now Premier of this province stated that $1.5 billion was more than enough money for the health care system; and
Whereas to date, this Premier and his government's so-called plan for health care comes with a $2 billion price tag that includes increased wait times and lineups with emergency room closures, communities without physicians and a population with increasing health needs; and
Whereas this Premier will try to fool Nova Scotians by saying that he has fixed the health care system by installing CAT scanners, bone scanners, and MRI machines, all of which are courtesy of the federal government;
Therefore be it resolved that this House recognize the Premier's plan for health care for what it is, one devoid of priorities or vision and not providing the value for dollar that Nova Scotians deserve.

RESOLUTION NO. 4776
MR. JAMES DEWOLFE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the Westville Town Police Force and its officers are highly respected for their community involvement in the town while also providing 24-hour around-the-clock protection; and
Whereas 23-year veteran Constable Howard Dunbar was recently presented with a Governor-General's Medal known as the Exemplary Police Service Medal; and
Whereas 23 years of exemplary police service to one community is a commendable achievement and one that truly deserves the official recognition given to Constable Dunbar;
Therefore be it resolved that MLAs commend Constable Howard Dunbar of the Westville Town Police for his 23 years of extraordinary service to the residents of Westville, and wish him continued success in the profession of law enforcement.

MR. WILLIAM ESTABROOKS: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the growing communities of Beechville, Lakeside and Timberlea are serviced by numerous volunteer organizations; and
Whereas on Sunday, October 6th, a Community Awareness Day was held at the BLT Recreation Centre; and
Whereas this event was greatly appreciated by area residents as they were made much more fully aware of the services available in our community;

Whereas this government recently announced new provincial parks within Nova Scotia while failing to maintain the ones they already own; and
Whereas local residents from Long Point have voiced their frustrations with me because they are not being heard by their own elected representative; and

Whereas this is shown by the conditions of Long Point Provincial Park by the fact that trees have fallen and have been left to rot, there are no garbage cans for the people to dispose of their garbage, and the grass has not been mowed over the past year;
Therefore be it resolved that the Minister of Natural Resources assist his colleague, the member for Inverness, and make a commitment to local residents that this park will be properly maintained for the next year's season.

Whereas the Province of Nova Scotia has created the Municipal InNOVAward to recognize innovative approaches to delivering municipal programs and services; and
Whereas the District of Guysborough will be the first municipality to win this award, recognizing its design of a sewer project to solve Little Dover's long-standing sewage disposal problem; and
Whereas Little Dover is built mostly on rock, creating unique problems with regard to the safe disposal of waste products, leading the municipality to seek untraditional means of dealing with this problem;
Therefore be it resolved that the members of this House congratulate the District of Guysborough on winning the InNOVAward and for their innovative and creative approach to solving the community's water and sewage disposal problem.

Whereas Doris Eaton, founder of the Rug Hooking Guild in Nova Scotia, learned the craft from her grandmother over four decades ago, and has been teaching others to make hand-hooked rugs for over 20 years; and
Whereas Mrs. Eaton, who has been included in the Philadelphia Celebration of Hand Hooked Rugs on many occasions, was invited to present her hooked rugs at the prestigious International Exhibition of Hand Hooked Rugs at the Yamawaki Art College Gallery in Tokyo, Japan; and
Whereas Mrs. Eaton brought three of her cherished mats - the Red Trillium, Cactus Zinnias and the Sea Strand - when she left October 24, 2002, with one of her students, Jan Moir, who brought her own mats made of recycled wool to show her host;
Therefore be it resolved that the members of this House congratulate Mrs. Eaton for the exceptional honour of being invited to the esteemed International Exhibition of Hand Hooked Rugs in Tokyo.

Whereas a recent Hallowe'en fundraiser held by Acadia University students entitled Carve for the Cure raised $6,000 for the Canadian Cancer Society; and
Whereas the fundraiser, designed to assist cancer research, included a variety of events, from students shaving their heads for donations, a pumpkin carving contest, to the sale of pumpkins; and
Whereas campus newspaper editor, Caroline Skelton, said the fundraiser came about from a desire by the student union to increase community spirit while having fun raising money for a worthwhile organization;
Therefore be it resolved that MLAs acknowledge the tremendous accomplishments of students at Acadia University in their Carve for the Cure fundraiser and wish them continued success in their studies.

Whereas Elmer Fraser of Edwardsville has had a love of music and dance from a very young age. In 1988 Elmer began to organize dances at the Women's Institute in Edwardsville and later at the Holy Rosary Hall in Westmount as a means to raise funds for the parish; and
Whereas with entertainment provided by many fiddlers from Howie MacDonald, Natalie MacMaster, the late Lee Cremo, Ashley MacIsaac, and our own Minister of Tourism and Culture, along with a variety of piano players and vocalists as well, people have been enjoying these dances for many years; and
Whereas to thank Elmer for his many years of commitment to Celtic music and to celebrate his love of music, a testimonial is to be held in his honour by friends and family alike;

Whereas the Gaelic Development Steering Committee has developed a vision that describes Nova Scotia as a place where Gaelic language and culture are understood and valued; and
Whereas according to a study commissioned by the committee, the Gaelic economy, at a baseline level, generates approximately $23 million per year into the economy;
Therefore be it resolved that members of this House recognize the work of the Gaelic Development Steering Committee and the social and economic value of the Gaelic language and its cultural identity to this province.

Whereas the Minister of Education's deputy minister gave approval to the Chignecto-Central Regional School Board to pay $175,000 for the taxes of 40 employees who had taken board vehicles home at night; and
Whereas the Minister of Education considers implementing procedures that inform employees of their obligations towards Canada Customs and Revenue Agency while using government vehicles; and
Whereas the Minister of Education considers formulating a best practices document for school board employees to avoid such incidences in the future;
Therefore be it resolved that the Minister of Education take immediate action to ensure that other school boards are not in jeopardy of being reviewed by the Canada Customs and Revenue Agency and, if so, take the appropriate action to alleviate the problem.

Whereas the Minister of Education is well overdue to deal with the promise that the government would be addressing the issue of student debt load; and
Whereas her excuse has been that the budget had to be balanced first, even though departments like Health get to spend hundreds of millions of dollars more than the Tories thought were necessary; and
Whereas the Minister of Transportation and Public Works has been allowed to borrow more money for capital assets while the Minister of Education refuses or is not allowed to spend money on people assets;
Therefore be it resolved that the members of this House recognize that in the Orwellian-like Animal Farm also known as the Tory Cabinet, some ministers are indeed more equal than others and some Nova Scotians have to bear a larger portion of a balanced budget than others.

Whereas over the last three years this Premier and government have continued to dismiss our young people and their needs; and
Whereas even though this government stated in the March 22, 2001 Speech from the Throne that in the weeks and months ahead they will focus more of their energies and more of their resources on building eager, young minds and healthy, active bodies, their actions prove this to be inaccurate; and
Whereas this can be witnessed by this government's failure to implement a much- needed student debt relief program, youth centre delays across the province, total indecision on what will happen with the MacDonald High School in Dominion, lack of financial support to the Active Kids, Healthy Kids program and the early election promises made to our educational system that will not take effect until next year;
Therefore be it resolved that this government review their Speech from the Throne and begin to live up to the commitments made to our youth instead of following along their well-worn path of broken promises.
