An Act to Secure Family Physicians for Nova Scotia

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Securing Family Physicians for Nova Scotia Act.

2 In this Act,

"home region" means a region in the Province a medical student resided in for at least four years prior to commencing medical school;

"medical student" means a resident of the Province who attends a medical school in the Province;

"Minister" means the Minister of Health and Wellness;

"region" means a management zone established under the Health Authorities Act General Regulations for the delivery of health services on a regional level by the provincial health authority;

"tuition" means fees paid by a medical student to a medical school to attend a medical school program in the Province.

3 (1) The Minister shall allocate seats in a medical school in the Province to medical students who agree to engage in the practice of family medicine in the student's home region for a period of four years after the student's residency in family medicine is completed.

(2) The allocation of seats to each region under subsection (1) must be based on

(a) the projected needs that have been determined through a Family Physician Human Resource Plan for the Province; and

(b) the population of the region.

4 Subject to Section 6, the Minister shall pay

(a) the annual tuition of; and

(b) an annual wage of $30,000 to,

a medical student who is in a seat allocated under subsection 3(1).

5 Where a medical student who receives a payment under Section 4 does not fulfill the obligation to

(a) complete a family medicine residency; and

(b) provide four years of practice in family medicine in the student's home region,

the student shall repay the full amount of tuition and wages received from the Minister plus interest of 10%.

6 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
