Explanatory Note

This Bill sets out the procedure to be followed by a standing committee of the House of Assembly to which a bill is referred following second reading.

An Act to Amend Chapter 1
(1992 Supplement)
of the Revised Statutes, 1989,
the House of Assembly Act

Be it enacted by the Governor and Assembly as follows:

1 Chapter 1 (1992 Supplement) of the Revised Statutes, 1989, the House of Assembly Act, is amended by adding immediately after Section 36 the following Section:

36A (1) Where a bill is referred to a standing committee of the House following second reading, the mandate of the committee to which the bill is referred includes seeking the widest possible public input on the bill and giving the public an opportunity to appear before the committee and to comment on the bill and suggest amendments to the bill, if necessary.

(2) The standing committee to which a bill is referred shall give the public at least seven days notice following second reading of the bill of the time and place where the committee will hold public hearings on the bill.

(3) After the public hearings on a bill have been completed by the standing committee, at least twenty-four hours must pass before the committee may meet to discuss the bill further and vote on any proposed amendments to the bill.

(4) Subsections (1) to (3) apply to every bill referred to a standing committee unless the committee unanimously determines otherwise.
