An Act to Provide for a Committee
on Fundamental Tax Reform

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Fundamental Tax Reform Committee Act.

2 In this Act, "Committee" means the Committee on Fundamental Tax Reform.

3 (1) Within seven days of this Act receiving Royal Assent, the Minister of Finance shall establish a committee to be called the "Committee on Fundamental Tax Reform".

(2) The Committee shall consist of six persons representing each of the following:

(a) the Progressive Conservative Caucus;

(b) the NDP Caucus;

(c) the Liberal Caucus;

(d) trade unions;

(e) the business community as represented by the chambers of commerce;

(f) the Office of the Auditor General.

(3) The members of the Committee referred to in clauses (2)(a), (b) and (c) are to be appointed by the respective caucuses.

(4) The member of the Committee referred to in clause (2)(d) is to be appointed by the Auditor General;

(5) The remaining two members are to be appointed by the members of the Committee appointed pursuant to clauses (2)(a), (b), (c) and (d).

4 From among its members, the Committee shall elect a Chair and a Vice-chair.

5 A majority of the members of the Committee constitutes a quorum.

6 The absence of any member of the Committee does not impair the right of the remaining members of the Committee to act.

7 (1) The mandate of the Committee is to

(a) gather information on tax reform within the Province;

(b) compile a report based on that information; and

(c) table or file the report with the House of Assembly no later than November 30, 2001.

(2) No recommendation of the Committee may increase the amount of tax paid by Nova Scotians.

8 Upon the report of the Committee being tabled or filed with the House, the Committee ceases to exist.
