MR. SPEAKER: The honourable member for Cape Breton West.
MR. ALFIE MACLEOD: Mr. Speaker, I beg leave to present a petition. The operative clause being:
"We, the undersigned residents of the communities of Grand River, Grand River Falls, Loch Lomond, Framboise, Stirling, Fourchu, Gabarus, & Marion Bridge, urge the Province of Nova Scotia to make improvements to the roads listed above. The present condition of these roads is deplorable, dangerous and damaging to motor vehicles. Your attention to this petition will be much appreciated. We are pleased with recent improvements to the Marion Bridge to Sydney highway and sections of highway 4 from St. Peters to Sydney."
It is signed by 250-plus people and I have attached my name, Mr. Speaker.

HON. DARRELL DEXTER (The Premier): Mr. Speaker, I wonder if I might make an introduction before I read my resolution.
MR. SPEAKER: Certainly.
THE PREMIER: Mr. Speaker, in your gallery we're joined today by Dwight Bishop who is the Ombudsman for the Province of Nova Scotia and with him are some staff from the office: Janet McKinnon, Christine Brennan and Lois Smith. I would like the House to welcome them here this morning. (Applause)

RESOLUTION NO. 364
THE PREMIER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the Nova Scotia Ombudsman as an officer of the House of Assembly has provided independent, unbiased investigations into complaints against provincial and municipal government departments, agencies, boards and commissions since 1971; and
Whereas Fairness Week is a celebration of the world's first parliamentary ombudsman, appointed 200 years ago to protect public interests and promote good governments; and
Whereas the Nova Scotia Office of the Ombudsman is reaching out to communities across the province to promote their services and their role in investigating complaints;
Therefore be it resolved that this House commend the Ombudsman and the members of his office on the occasion of Fairness Week, October 12-16, 2009, in Nova Scotia.
Mr. Speaker, I request waiver of notice.
MR. SPEAKER: There has been a request for waiver.

NOTICES OF MOTION UNDER RULE 32(3)
RESOLUTION NO. 365
By: Hon. Darrell Dexter (Premier)
I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas on October 23, 1969, HMCS Kootenay, en route from Plymouth, England to Halifax, experienced an engine room explosion and fire whereby nine sailors perished and 55 were seriously injured; and
Whereas this weekend, survivors of the devastating engine room fire are travelling to England to attend the 40th commemorative ceremony at the Brookwood Cemetery in Surrey; and
Whereas the ship's motto "We are as one" still holds true to these sailors as they make the long journey together to remember the shipmates they lost and reunite with old friends who lived through the traumatic event;
Therefore be it resolved that all members of the Nova Scotia Legislative Assembly recognize the sacrifices made by the crew members of the HMCS Kootenay and join with the Kootenays and their families, in spirit, as they travel to England to attend the 40th commemorative ceremony remembering their fallen comrades.
