MR. SPEAKER: Order, please. Before beginning with the daily routine, I would like to start with a matter that has been troubling me as Speaker - a matter that I have deemed to be a very serious one before this House.

As many of you will know, there was a Speaker's press conference about an allegation brought forward affecting the conduct and behaviour of members within this Chamber and, as a result of that, I undertook a review. As a result of that, I then had a statement and for the record I'd like to read into Hansard the statement I made on Wednesday, January 17th, in the lower foyer of Province House, reading as follows:

I'm responding today to allegations made in a public forum of racism and discrimination by the member for Waverley-Fall River-Beaver Bank against members of the House of Assembly. As a result, I have undertaken a review of Hansard, video and audio associated with the allegations which have been received by me through media reports.

Allegations of racism are taken extremely seriously by me as Speaker. Racism is an insidious cancer which attacks the very fabric of civilized society. If present in the House of Assembly, racism, whatever else it may do, attacks as well the ability of a member to discharge his or her duties as a member. In essence, it then becomes a matter of privilege and not, I repeat, not to be taken lightly.

I had extended an invitation to the member for Waverley-Fall River-Beaver Bank to discuss the matter with me, and a meeting was held shortly after 1:00 p.m. today. I have also reviewed the recordings, as I have indicated, of our most recent completed sitting of the House. I can advise that there is nothing disclosed by those recordings to, in my opinion, support an allegation of racism or discrimination.

I might point out that the House may be an intimidating experience for new members. It takes time before a comfort level is reached. If, indeed, a member wishes to deal with the matter further, he certainly has the right to raise the matter in the House when it next meets and so, too, do any other members of the House of Assembly.

I have taken the time, as I have said to review the matter with the member for Waverley-Fall River-Beaver Bank, as well as this House Leader. I have reviewed all of the media reports associated with this and I have done my best to undertake a full and thorough review. As indicated, I have listened intently and extensively to the audio from the House of Assembly.

That was the core of the text, again, on Wednesday, January 17th, at a Speaker's news conference here in the lower foyer of Province House. As I've said, the matter was very troubling for me and it is a matter, if there is conduct within this House that has to be dealt with, the only forum to properly deal with that conduct is within the realm of this House, by members.

Again, given that subsequent news reports suggested that there was not a finality to the undertaking I had done and because an allegation was made outside of the House and a review was conducted by myself outside of this Chamber, I felt it incumbent upon myself to bring the matter before the House, given the serious nature of the allegation of the day.

Again, on this matter or any other matter that affects the rights and privileges of any member of this Assembly, it is essential that those rights and privileges be brought

forward and respected and represented in this Chamber, which is the only authority to deal with such matters in the fullness of the attention it would well deserve.

I would note that, and if there are any other comments at this time, I would be pleased to entertain them, but I felt it was a very important matter, because of the severity, to raise this before the House today.

MR. FRANK CORBETT: Mr. Speaker, on behalf of my Leader and my Party, I would like to thank you for bringing this forward. I think it is an issue that is of importance to all Nova Scotians and again I wish to thank you for bringing it forward.

PREYRA: Danielle Sampson, who is a Maritime organizer for the Canadian Federation of Students; Chris Parsons, Nova Scotia representative for the Canadian Federation of Students; and from the King's Students' Union, Coren Pulleyblank, President; Kaley Kennedy, Vice-President External; Laura Haines Love, Vice-President Finance; Judy Booth, Vice-President Internal; and from the Students' Union at NSCAD, Nova Scotia College of Art and Design, Lyndall Musselman, President; Stephan Hancherow, incoming President; Noah Logan, incoming Vice-President External; and Mike Peters, Vice-President External. I thank them for coming and I would like to note their presence. (Applause)

Mr. Speaker, I beg leave to table three sets of petitions, approximately 300 in total, signed by students in my constituency at King's College and the Nova Scotia College of Art and Design and also students at Mount Saint Vincent University. All three petitions urge the Premier and the Minister of Education to keep their election promise to reduce the tuition fees of students in post-secondary institutions. I am happy to attach my signature to these petitions and to table them.

RESOLUTION NO. 1831

HON. RODNEY MACDONALD (The Premier): Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the people of this province were deeply saddened after learning of the sudden loss of a 25-year-old Canadian soldier in Afghanistan just two weeks ago; and

Whereas Corporal Kevin Megeney of Stellarton was a reserve member of the 1st Battalion Nova Scotia Highlanders while serving at Kandahar Airfield; and

Whereas while fully aware of the dangers of being part of the NATO mission, Corporal Megeney bravely set forth to join his comrades, the men and women of the Canadian Forces, to help the people of Afghanistan;

Therefore be it resolved that all members of this House stand for a moment of silence to salute the young but full life of this brave Nova Scotian and offer our condolences to his grieving family, friends and close-knit community as they continue to mourn this devastating loss.

RESOLUTION NO. 1832

THE PREMIER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the member for the beautiful constituency of Colchester-Musquodoboit Valley announced in January that he would require time away from his work to receive surgery to address prostate cancer; and

Whereas the member has been a faithful servant of this Legislature and of our province, and a devoted representative to the people of his constituency for over 13 years; and

Whereas the member is currently recuperating from surgery and hopefully resting comfortably so that he heals completely;

Therefore be it resolved that all members of this House send our best wishes to our colleague, and pray for his speedy recovery, so our friend can return to his seat to resume his work as minister and return to his normal pace as MLA.

Whereas at the outset of this month, a former colleague of this House, Kevin Deveaux, began a new chapter in his life; and

Whereas Kevin has begun work with the United Nations as a senior technical advisor to the Vietnamese National Assembly; and

Whereas Kevin was a valuable member within the NDP caucus, but also contributed positively and effectively to this Legislature in his roll as House Leader for his Party;

Therefore be it resolved that all members of the House congratulate Kevin on his exciting new opportunity, thank him for his work as an MLA since 1998, and wish he, his wife and son all the best as they embark on this new challenge in Vietnam.

Whereas Team Nova Scotia athletes made our province proud in their tremendous showing in the 2007 Canada Winter Games in the Yukon; and

Whereas, while the Games concluded on March 10th, the spirit raised within the citizens of the province with our athletes bringing home one gold, three silver and four bronze; and

Whereas these young athletes remind us of the tremendous talent we have in Nova Scotia and give us great hope for the future;

Therefore be it resolved that all members of this House congratulate our medal winners and all athletes, coaches and volunteers associated with the 2007 Canada Winter Games in the Yukon.

Whereas March is Red Cross Month, and the Canadian Red Cross Society has been engaged in preventing and alleviating human suffering across Canada and around the world; and

Whereas the Canadian Red Cross Society has helped thousands of Canadians through its disaster relief and community services, including our own citizens of Nova Scotia; and

Whereas the Canadian Red Cross Society is a reflection of the Canadian spirit of generosity and caring for others;

Therefore be it resolved that we urge all citizens of Nova Scotia to continue their support of the Canadian Red Cross Society and our communities by regularly volunteering their time or by financially supporting Red Cross programs.

Attendu Que demain 20 mars est la Journée internationale de la Francophonie - journée importante pour les Acadiens et les francophones, qui se rassemblent pour célébrer leur langue et leur culture; et

Attendu Que cette journée - qui fait également partie des Rendez-vous de la francophonie du Canada - met également l'emphase sur une communauté qui, au Canada, compte 9 millions de personnes; et

Attendu Que cette journée est une bonne occasion, en reconnaissance de la contribution que les Acadiens ont apportée au développement de notre province, de souligner le travail accompli au fil des ans par la Fédération acadienne de la Nouvelle-Écosse, qui représente les intérêts de tous les Acadiens et citoyens de langue française de la Nouvelle-Écosse depuis 1968;

In English, Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas tomorrow, March 20th, is La Journée internationale de la Francophonie, International day for la Francophonie - an important day for Acadians and francophones as they join together to celebrate their language and culture; and

Whereas this day, which is also part of Canada's Rendez-vous de la francophonie, puts an emphasis on a community that in Canada alone is nine million people strong; and

Whereas in recognition of the contribution the Acadians have made to the development of our province, this occasion is an opportune time to take stock of the work done over the years by La Federation Acadienne de la Nouvelle-Écosse, who has been representing the interests of all Nova Scotian Acadians and French-speaking citizens since 1968;

Therefore be it resolved that all members of this House join me in wishing to all our province's French-speaking individuals a wonderful day tomorrow as they celebrate, and we take time to recognize and share their contributions to our society.

RESOLUTION NO. 1837

HON. RONALD CHISHOLM: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas farm family members and workers are injured, permanently disabled or killed each year while working on the farm, which can impact the sustainability of the farming operation; and

Whereas the Canadian Agricultural Safety Association and the Canadian Federation of Agriculture organize an annual farm safety awareness campaign across Canada that is aimed at improving safety on the farm; and

Whereas the theme for the 2007 Agricultural Safety Week is Protect Your Moving Parts, a campaign that focuses on farmers regularly checking and repairing farm machinery to reduce the risk of death or injury;

Therefore be it resolved that members of this Legislature recognize the efforts of our local farm safety committee to promote farm safety in Nova Scotia throughout the year, particularly during Agricultural Safety Week from March 14 to March 20, 2007.

HON. JUDY STREATCH: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas Bea LeBlanc, the Executive Director of the Transition House in Sydney for all of its 26 years is the recipient of this year's Carl (Campy) Crawford Award for her service to the community; and

Whereas this award is named for the first Black officer on the Sydney Police Force and is presented each year to a person who exemplifies leadership and commitment to justice, fairness, volunteerism, sportsmanship and equality in their community; and

Whereas Ms. LeBlanc's persistent dedication in helping women and children in abusive situations has provided much needed support for more than a quarter of a century;

Therefore be it resolved that all members of this House recognize Bea LeBlanc and her efforts to contend against family violence in her community and congratulate her on receiving the Carl (Campy) Crawford Award.

RESOLUTION NO. 1839

HON. DAVID MORSE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the province is committed to increasing its Crown land base by acquiring more coastal lands and wilderness areas and to conserve and protect it from development; and

Whereas Bowater Mersey Paper Company has agreed to sell to the Crown some of its landholdings in western Nova Scotia; and

Whereas these Bowater lands have ecological, recreational, wildlife habitat, coastal and inland waterways, and archaeological values that the province wishes to retain in the public domain;

Therefore be it resolved that members of the House thank Bowater Mersey Paper Company Limited for helping to conserve and protect these lands for future generations of Nova Scotians.

Whereas in April of 2001 the United States Government initiated duty investigations concerning Canadian softwood lumber shipments and soon after applied unwarranted anti-dumping duties against lumber producers in the Maritimes, including Nova Scotia; and

Whereas it was not until October 12, 2006, that a Softwood Lumber Agreement between Canada and the United States settled the dispute and ended the collection of such duties, reinstating the historic Maritime exemption; and

Whereas throughout this entire five-year period the interests of the province, the lumber producers in Nova Scotia and all of Atlantic Canada, have been steadfastly defended by the Maritime Lumber Bureau, and the international agreement even incorporated and depends upon services to be provided by the Maritime Lumber Bureau for its future implementation;

Therefore be it resolved that all members of this House and all Nova Scotians recognize the contributions and efforts of the Maritime Lumber Bureau - its President and CEO Mrs. Diana Blenkhorn, its staff, officers and members - for successfully defending the interests and economic well-being of our lumber industry and all its employees, and the wood suppliers who depend on it.

Whereas the leadership of the Women's Institute's Buy Local Challenge received a strong, positive response when some 300 people turned out to discuss it at a community forum in Port William on March 15th;

Therefore be it resolved that this House of Assembly congratulate the Women's Institute for its leadership and urges the government to launch a Buy Nova Scotia campaign to promote Nova Scotia food products, identify those products for consumers, and set a time line for maximum use of local products by the broad public sector itself.

Whereas despite finishing their round robin schedule with a record of two and nine, one of Team Kehoe's wins came against Olympic Gold medalist Brad Gushue,

Whereas Mrs. Roberts was born, brought up, married to her first husband, Ryland Roberts, and to her second husband, Burton Roberts, all the while living her whole life in Argyle; and

Whereas she has had four children - Roberta, Myron, Iva and Bessie - and at last count has 17 grandchildren, 19 great-grandchildren and 10 great-great grandchildren;

Whereas Grant Ferguson and Keith Fuller spearheaded a drive resulting in the formation of an eight - member board, raising $25,000 from the corporate community and $90,000 through the three levels of government for the creation of two squash courts in the Town of Kentville; and

Whereas board member and coach Janet MacDonald says the club has promoted extensively and with current success the membership continues to grow at the 24-hour-a-day facility;
