MR. DONALD DOWNE: Mr. Speaker, I beg leave to table a petition signed in excess of 120 people. The operative clause is, "We the undersigned support the residents of the communities of Italy Cross, Middlewood, Crousetown, Petite Riviere, Broad Cove, Cherry Hill and Voglers Cove who oppose the proposed boundary changes in the final report of the Nova Scotia Electoral Boundaries Commission Report dated August 2002 and request they go back to the original boundaries set forth by the Nova Scotia Legislature Assembly (1992) or allow a plebiscite to be carried out in the communities, similar to the one the Premiere approved for the residence of the Village of Chester after the Board of Public Utilities submitted their report approving chester with town statics." I beg leave to table this today.

Provincial Government take immediate action to pave the complete Trunk 2 highway from Leamington to Southampton in the County of Cumberland, Nova Scotia"
Mr. Speaker, I can't help but note that you have signed this petition and endorsed it and I, likewise, have affixed my signature to the petition.

HON. JOHN HAMM (The Premier): Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Nova Scotia farmers donated over 2,000 bales of hay to Western farmers, worth almost $20,000; and
Whereas the success of the Hay West program was based on the generosity of Nova Scotia farmers, the cooperation of the federal government in providing some transportation assistance, as well as corporate and private donations of money, equipment, transportation and time; and
Whereas the only barrier to Nova Scotia farmers giving more hay was the cost of transportation;
Therefore be it resolved that this House congratulate the Nova Scotia Federation of Agriculture and all farmers for helping their Western colleagues in a time of need.

HON. JANE PURVES: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas distinguished educator and retired Department of Education employee, Sister Dorothy Moore, received an honourary degree from Mount Saint Vincent University at its Fall convocation; and
Whereas Sister Moore worked as a teacher for 22 years, as principal of the Eskasoni elementary and junior high schools and as Native Education Coordinator, Native Studies counsellor, advisor and lecturer at the University College of Cape Breton; and
Whereas Sister Moore led the development of new courses such as Mi'kmaq Studies and Mi'kmaq language for non-Mi'kmaq speakers in her work with the Department of Education;
Therefore be it resolved that this House congratulate Sister Dorothy Moore on receiving this honorary degree which recognizes the important contributions she has made to Nova Scotia.

Whereas PBS Television recently aired a special featuring Aselin Debison and her album, Sweet is the Melody; and
Whereas this program spoke volumes to the beautiful culture and talent that thrives on Cape Breton Island; and
Whereas the people of Glace Bay, Cape Breton and all of Nova Scotia can be proud of Aselin and their own representation of their town and of their province on this special;
Therefore be it resolved that this House, on behalf of all Nova Scotians, congratulate Aselin Debison and her family for their support, in this recent accomplishment which puts Nova Scotian music and culture on the international stage.

Whereas greater Halifax has the highest-rated health care service in Canada and the fifth highest-rated health care service in North America, according to Places Rated Almanac; and
Whereas greater Halifax is home to one of the largest concentrations of health care facilities and highest-calibre specialists in Canada as well as some of the best educators and researchers; and
Whereas greater Halifax is one part of our overall provincial health care system that is bringing quality health care to people throughout Nova Scotia;
Therefore be it resolved that this House recognize the calibre of our health care system, the many improvements achieved over the years and the nurses, doctors, lab technicians, administrators and others, who work hard each and every day to respond to Nova Scotians' health needs.

Whereas the Halifax Regional School Board passed a motion at its October 29th meeting to create a seat for a non-voting student advisor; and
Whereas the seat will provide students a direct link to the board and allow their voice to be heard on issues regarding their education; and
Whereas the board will ensure that a democratic process is created to elect the student representative;
Therefore be it resolved that the Halifax Regional School Board be recognized and congratulated for demonstrating leadership by becoming the first regional school board in Nova Scotia to create a dedicated position for students.

MR. DARRELL DEXTER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Nova Scotia seniors have worked hard all their lives, raised families, paid their taxes and helped build our province; and
Whereas when these seniors need our help the most, the provincial government makes them hand over their savings, turn over the value of their farms, gifts and virtually everything else they own; and
Whereas this government has turned aside every request to end this unfair treatment and now offers vague promises of future improvement only in the face of concerted public opinion;
Therefore be it resolved that the Premier should act now so there is not one more day when nursing home residents are driven deeper into poverty by this government simply because they require health care in a nursing home.

Whereas the future of rail service to the Cape Breton Regional Municipality is still up in the air waiting for a decision from the URB; and
Whereas despite the seriousness of this matter, both Cape Breton Cabinet Ministers and the Premier remain silent in their defence of this vital link; and
Whereas the people of Cape Breton deserve better than the stone-cold silence offered by this government;
Therefore be it resolved that the members of this House urge the Premier and his Cabinet to make rail service to Cape Breton a priority instead of taking a "que sera sera" approach to government leadership.

Whereas the show's professionalism and popularity was rewarded this week at CBC's National Internal Awards by presenting the show's hosts with the title "The Best Regional Daily News Program" for all of Canada; and
Whereas once again Nova Scotian talent and hard work rises to the top of the national stage;

Whereas a truly comprehensive public health care system provides necessary medical care for citizens throughout their lives; and
Whereas citizens of Nova Scotia are not insulated against the cost of their health care requirements in the long-term care system;
Therefore be it resolved that this government commit at once to seniors in long-term care that it will provide full coverage for their medical care during its current mandate.

MR. DONALD DOWNE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas after over three years of Tory Government the Finance Minister is still borrowing money despite election promises which indicated Tories would not; and
Whereas on June 26, 2001, the Premier stated, "Over our first four-year mandate we will ensure the debt . . .", that being the true debt that includes all on-book and off-book borrowing, ". . . will not increase."; and
Whereas the borrowing continues which means this government is truly living on borrowed time;
Therefore be it resolved that the members of this House recognize that the Premier is failing to live up to his commitment to stop borrowing which will continue to place undue hardship on future generations;

RESOLUTION NO. 4337
MR. MARK PARENT: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the Aldershot Elementary School has become the first school in Nova Scotia to implement a program entitled Risk Watch; and
Whereas this program was developed by the National Fire Protection Association in conjunction with a number of safety and injury prevention experts to give children and families the skills and knowledge required for the creation of safer homes and communities; and
Whereas Risk Watch was launched in late September at the school with representatives from the Nova Scotia Firefighters Burn Treatment Society, the Department of Environment and Labour - including the minister - the RCMP and the Kentville Fire Department, making Nova Scotia only the second Canadian province to implement it into the school curriculum;
Therefore be it resolved that MLAs wish Principal Sarah Tessier, all teachers and students at Aldershot Elementary, every success as they participate in this pilot program that will assist local communities in becoming safer places to live.

MR. JOHN MACDONELL: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas forests are a vital part of the ecology and economy of this province; and
Whereas good woodlot management is necessary in order to maintain healthy forests; and
Whereas Mr. Les Corkum of Falmouth has been chosen provincial Woodlot Owner of the Year for 2002 by the Department of Natural Resources for his excellent stewardship of a renewable resource;

Whereas Valerie Miller grew up in Whitney Pier, where her father, Tom Miller, served for many years as an Alderman with the City of Sydney and her mother, Ethel Miller, served as Returning Officer for the constituency of Cape Breton Nova; and
Whereas Valerie Miller graduated from Sydney Academy in 1961 - the same year I did, Mr. Speaker - and after completing her education took up a long and productive career of legal service;

Whereas student debt continues to increase at unprecedented levels, pushing more and more students into perilous financial situations and mortgaging their futures; and
Whereas the Minister of Education will have added an additional $9,500 to the debtloads of 3,150 students in Nova Scotia by the end of this fiscal year;
Therefore be it resolved that the Education Department immediately reinstate the Loan Remission Program and use the $30 million that has been saved at the expense of students over the past two years to reduce the debtloads of students in Nova Scotia.

Whereas the history of McNabs and Lawlor Islands, along with the ecological and recreational importance of the islands will be preserved as the islands are dedicated as a provincial park;

Whereas Constable Nagy will be receiving a bravery medal from Governor General Adrienne Clarkson for risking his life in April 2000 in saving a fellow UN police officer;

Whereas on September 13, 1977, the advisory council on the Status of Women Act was proclaimed; and
Whereas for 25 years, the advisory council has conducted research, provided information and links in communities, and has advised provincial governments on issues impacting women; and
Whereas to recognize achievement and identify future direction, a special forum was held September 13, 2002, in Halifax;
Therefore be it resolved that the members of this Legislature extend their appreciation and congratulations to the Advisory Council on the Status of Women, both past and present, for 25 years of commitment to advancing equality, fairness and dignity for all women in Nova Scotia.

Whereas the Dartmouth Boys and Girls Club held their third annual Candlelight Vigil Against Crime and Violence in our community; and
Whereas over 250 citizens from various organizations and throughout the whole community participated; and
Whereas this action best exemplifies their resolve to take back the community and make it a better place to live;
Therefore be it resolved that this Legislative Assembly congratulate the Dartmouth Boys and Girls Club, and all others who participated in the third annual Candlelight Vigil Against Crime and Violence, for their worthy community involvement.

Whereas the sixth annual Celtic Colours International Festival took place in Cape Breton from October 11th to October 19th; and
Whereas this festival continues to grow year after year, adding greatly to the local economy of Cape Breton, with estimated revenues of over $5.5 million; and
Whereas Celtic Colours attracts entertainers from many countries outside Canada including Spain, United Kingdom, Australia and the U.S.A.;
Therefore be it resolved that all members of the House of Assembly recognize the value of Celtic Colours International by congratulating the organizers, sponsors and volunteers so this event can continue to grow.

Whereas it is generally recognized that children and youth are healthier and less likely to adopt bad habits when they are active in recreational, sports and social activities; and
Whereas many children and youth in Nova Scotia want to participate in sports or recreational activities but are unable to as a result of the cost of registration and the cost of the rental of facilities; and
Whereas the cost of facility rentals has increased dramatically in the past few years;
Therefore be it resolved that this House recognize the need to reduce registration fees and facility rental fees as a means of supporting healthier communities and, in particular, healthier children and youth.

Whereas there has been much complaining of late from the NDP as to how bad the Hamm Government is and what distress it has created for the people; and
Whereas the NDP conveniently forgets its own role in bringing John Hamm to power and how in 1999 they forced a second costly election on this province just 15 months after the previous one; and
Whereas the NDP did this because their advisers told them that the planets were in proper alignment to put the Tories back in if a second provincial election was held just at that time;
Therefore be it resolved that Nova Scotian voters will not be so impressed by the current ferryboating of the NDP when they contemplate what critical favour this group played the Hammites back at square one.

MR. JOHN MACDONELL: Mr. Speaker, I would like to take back my support for the resolution read earlier by the honourable member for Clare.
Mr. Speaker, on behalf of the honourable member for Timberlea-Prospect, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the new Minister of Natural Resources wants Nova Scotians to believe that he is the saviour of public land in this province; and
Whereas Mary and John Ray of Yarmouthport, Massachusetts, offered the province an exclusive piece of property in Antigonish County at no cost to this province; and
Whereas all the Rays asked was that the minister and this government safeguard this gift for the recreational use of the public;
Therefore be it resolved that the Minister of Natural Resources explain why this government refused this gift of property in Antigonish County with a list of embarrassing excuses, frustrating delays and bureaucratic red tape.

Whereas the Hamm Government claims to be listening to the concerns of Nova Scotians; and
Whereas officials from the Department of Transportation and Public Works have unilaterally made considerable alterations to the off-ramps of Highway No. 125 at Mira Road and Prime Brook without any study as to whether they were required; and
Whereas these alterations are causing considerable consternation and concern over safety in these respective communities;
Therefore be it resolved that the Minister of Transportation and Public Works investigate and respond to this unprecedented action by officials within his department.

Whereas the Woodens River Watershed Environmental Organization (WRWEO) is inaugurating its lake aeration project at Sheldrake Lake in Hubley on Saturday, November 2, 2002; and
Whereas this aeration system is designed to return Sheldrake Lake to the normalcy of a healthy state; and
Whereas this project's success is the result of countless hours of work by the community volunteers involved;
Therefore be it resolved that the House of Assembly thank and congratulate the Woodens River Watershed Environmental Organization for its dedication and best wishes for its aeration project at Sheldrake Lake.

Whereas charging $16,000 can hardly be seen as providing Nova Scotians with an open and accountable government;
Therefore be it resolved that the Conservative Government has yet again broken a promise to the people of Nova Scotia.

Whereas our province's vehicle compliance officers are a vital link in transportation safety for Nova Scotia; and
Whereas this government does not recognize their importance to the health and safety of all Nova Scotians travelling on our highway system; and
Whereas even though the federal government will not allow the RCMP to take over this service, this government continues to let vehicle compliance officers dangle without any word as to their future status;
Therefore be it resolved that the members of this House recognize the importance of our vehicle compliance officers to the safety of Nova Scotians and that the government finally put to rest any plan to transfer these services to another organization.

MR. DAVID WILSON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas on October 14, 1942 at 2:40 a.m., 136 people, passengers and crew, died when the ferry Caribou was attacked and sunk by German submarine U69 in the Cabot Strait between Nova Scotia and Newfoundland. Caribou was on the regular run from North Sydney to Port-aux-Basques; and
Whereas this past October, hundreds of veterans and dignitaries attended a service aboard the modern-day Caribou to mark the 50th Anniversary of that tragic event; and
Whereas unfortunately there were no representatives of this current government at those ceremonies;
Therefore be it resolved that the members of this House urge the government to ensure that our province is represented at such important events by elected officials from the government side of this House.

Whereas each year, the Reg L. Perkin Award is presented by the College of Family Physicians of Canada to 10 family physicians from across the country who provide exceptional care to their patients; and
Whereas this year's recipient from Nova Scotia is Dr. Louise Cloutier, Past President of the Medical Society of Nova Scotia, who practises in the Woodlawn Medical Centre, Dartmouth; and
Whereas Dr. Cloutier, a former registered nurse, has spent her entire working career providing exceptional care to her patients and making outstanding contributions to the health care system throughout our province;
Therefore be it resolved that this House of Assembly congratulate Dr. Louise Cloutier, Nova Scotia's recipient of the Reg L. Perkin Award, for her outstanding commitment to her patients, her chosen profession, and to her community and our province.

RESOLUTION NO. 4376

I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas starting April 1, 2003, the Nova Scotia Government will increase funding to the DHAs by 7 per cent for the next three fiscal years in an amount totalling $63.5 million to be shared among the 9 DHAs and the IWK Children's Hospital; and
Whereas a prestigious publication entitled the "Places Rated Almanac" recently acknowledged that Greater Halifax has the best rated health care system in Canada and the fifth-highest rated health care service anywhere in North America; and
Whereas another plus for Nova Scotia's health care system was the recent recruitment of a fourth radiologist to the Yarmouth Regional Hospital, resulting in the performance of procedures that could conceivably cut down on surgeries;
Therefore be it resolved that MLAs recognize the many positive improvements in Nova Scotia's health care system.
