Whereas the week of November 20th has been proclaimed as College Week in Nova Scotia; and
Whereas the Nova Scotia Community College, Collège de l'Acadie and Nova Scotia's private career colleges are producing highly skilled and knowledgeable individuals ready for the labour market; and
Whereas access to relevant, accessible and affordable post-secondary education is necessary to meet the training needs of students and employers in the knowledge economy;
Therefore be it resolved that the members of this Legislature recognize that Nova Scotia's community colleges are fulfilling their mandates to meet the diverse needs of the community, businesses and industry.

Whereas Eastern Consolidated Elementary School in Moser River is part of a national campaign to reduce family poverty; and
Whereas Eastern Consolidated Elementary School is 1 of only 10 schools across the country involved in a pilot project sponsored by the Canadian School Boards Association; and
Whereas this two room school with 40 students is receiving a $6,000 grant this year to develop literacy programs for children and adults;
Therefore be it resolved that the members of this Legislature recognize that Eastern Consolidated will become a model for other schools wanting to offer programs for children and their families.

MR. RUSSELL MACKINNON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas in a recent Annapolis Valley radio interview, the woman who spoke with the member for Kings South recounted on how she was told by that member to shut up; and
Whereas it is certainly unbecoming of a member of the Legislature to tell his or her constituents to shut up; and
Whereas the member for Kings South obviously has a problem with receiving criticism, so amply demonstrated when he believed he had to tell someone to shut up;
Therefore be it resolved that the member for Kings South should immediately apologize for his acts, attend an anger management session and most of all, he must think twice, pause and count to 10 before telling anyone else to shut up.

MR. JOHN MACDONELL: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas in the spring sitting of this Legislature the Minister of Health indicated there was no plan to tax 911 services; and
Whereas the Minister of Health has now changed his mind in proposing a tax on all phones, Internet lines and cell phones, all which will amount to a large revenue generator; and
Whereas the Minister of Health would have us all believe that this tax will only generate enough revenue to cover 911 services;
Therefore be it resolved that the Minister of Health come clean with Nova Scotians and tell the truth, that this tax will generate more than $2.5 million for his government.

Whereas the Cobequid Educational Centre Cougars won the 2000 Nova Scotia Athletic Federation Division 1 Football Championship on November 19th; and
Whereas this was the second straight football championship for the Cougars, their fourth in the past five years and the twelfth in the school's 31 year history; and
Whereas the Cobequid Educational Centre, in addition to having an excellent academic program, places a high priority on having an outstanding extra-curricular program;
Therefore be it resolved that this House congratulate the CEC Football Cougars on winning the 2000 Nova Scotia School Athletic Federation Division 1 championship and recognize CEC for the excellent quality of both its academic and extra-curricular programs.

Whereas any new charge for government services, that is not strictly a cost-recovery fee, is called a tax; and
Whereas despite a blue book promise to reduce taxes, this Tory Government has imposed a tax on 911 services; and
Whereas this new tax will gouge Nova Scotians by over $3 million a year, which is far in excess of the $745,000 the Tories predicted when they first introduced the idea last fall;
Therefore be it resolved that this government should be ashamed for trying to pass off this 911 cash grab as anything but a tax.

Whereas that voter described Liberal majority governments by saying, "they campaigned as a centre-left alternative, but govern as a centre-right governing party"; and
Whereas prayers and Liberal votes have proven equally ineffective to curb that Liberal arrogance and to end Liberal betrayals;
Therefore be it resolved that Nova Scotians hit with the hard sell by Liberals who are afraid they may have to listen to Nova Scotians should remember Kevin Little and recognize that "a Liberal majority is good for Liberals but it's not good for you and your family".

Whereas Onslow, Colchester County native and Saint Mary's Huskie Bruce Nelson in his first year of university football was named the 2000 Conference Rookie of the Year at the Atlantic Universities Football Conference awards dinner late last week; and
Whereas Nelson remains in contention for the Peter Gorman Trophy, symbolizing Canada's most outstanding university rookie football player, an award which will be presented on November 30th in Toronto; and
Whereas Nelson recorded a number of impressive statistics this year, including 13 solo tackles, 7 assisted tackles, 5 sacks and a fumble recovery;
Therefore be it resolved that Bruce Nelson be congratulated by all members of the Nova Scotia House of Assembly for his tremendous athletic prowess, for winning the AUFC Rookie of the Year and wish him the very best at the upcoming CIAU awards dinner in Toronto.

Whereas in electoral desperation, provincial employee, present Sydney-Victoria Tory candidate and twice past provincial Tory candidate in Victoria and Cape Breton South, Anna Curtis-Steele is attacking the Hamm Government for its work-to-welfare proposals; and
Whereas with friends like Anna Curtis-Steel, the Premier would be well advised to plan for his retirement after being a one-term wonder;
Therefore be it resolved that the members of this House recognize that the Progressive Conservative Party is in disarray both federally and provincially, and that John Hamm may not survive internal attacks long enough to make it to the next election.

Whereas over 750 children in Grades P to 6 from Mill Village, Gorham and Milton Centennial Schools joined students at Dr. John C. Wickwire Academy today to enjoy the performances of the Young Neptune Theatre Company; and
Whereas these performances were made possible due to the generous corporate sponsorship of Bowater Mersey Paper Company Ltd.;
Therefore be it resolved that members of this House thank both Bowater for its generosity and commend the players of the Young Neptune Theatre Company who, through their combined efforts, have helped to open the eyes of our young people to the fascinating world of live theatre.

Whereas today is Universal Children's Day, which has been designated by the United Nations to recognize the needs of children around the globe; and
Whereas the issue of child care has been practically ignored by this Tory Government in its plan to force social assistance recipients into the workforce; and
Whereas this issue is made more critical by the difficulty in attracting and retaining trained and dedicated child care professionals to work in day-care centres across Nova Scotia;
Therefore be it resolved that this government make a commitment to treating child care workers with respect while recognizing their valuable contribution to the development of our most precious resource, our children.

Whereas in the latest poverty report card it is reported that the rate of poverty in Nova Scotia is up by 18.6 per cent; and
Whereas the total number of children living in poverty in Nova Scotia has risen from 36,000 to 40,000; and
Whereas almost 1 in 5 children, or 19.1 per cent of children in Nova Scotia now experience poverty compared with 1 in 6 in 1989, making Nova Scotia the fourth highest poverty rate;
Therefore be it resolved that the Premier and the Minister of Community Services explain to this House, and to all Nova Scotians, how cutting rates to the poor will help these children born into poverty.

Whereas the 39th annual Atlantic Bowl was played this past weekend in the cool autumn air and sunny skies at Huskies Stadium in Halifax; and
Whereas the hometown Saint Mary's Huskies, ranked number one in Canada throughout most of the season, battled a spirited Regina Rams team, coming up just short of advancing to the Vanier Cup; and
Whereas Saint Mary's marched to this year's Atlantic Bowl after dominating the Atlantic Conference, compiling a perfect 8 and 0 record in the regular season, before defeating the Acadia Axemen in the conference final;
Therefore be it resolved that all members of this House extend their appreciation and congratulations to the players, coaches, trainers and all involved with the Saint Mary's Huskies football team for another exciting season of university football and wish the Regina Rams all the best at the Vanier Cup.

Whereas this Premier has tried to blame everyone else for his failures including school boards, health boards, the Civil Service, the federal government and the media;
Therefore be it resolved that this Premier and his Progressive Conservative Government have shown no leadership in this province and have driven Nova Scotia off course.

Whereas Liberal candidate Kevin Little has written that the Liberals, "pledged to work at creating jobs . . . Instead, Paul Martin has done precisely the opposite"; and
Whereas, "it was all a complete farce" is how candidate Little describes the difference between Liberal promises and Liberal performance;
Therefore be it resolved that Senator Boudreau should tell Nova Scotians why his literature features a Liberal Finance Minister who did the precise opposite of what the Liberals promised.

Whereas the Leadership Team of the Sisters of Charity, Halifax, have expressed their deep concern over the cutbacks which are part of the restructuring of the Nova Scotia Assistance Program; and
Whereas the Leadership Team of the Sisters of Charity, Halifax, finds plans to reduce benefits to persons with disabilities and single persons, mostly women with children, as totally unacceptable; and
Whereas the Leadership Team of the Sisters of Charity, Halifax, questions how the Nova Scotia Government can continue to cut social assistance benefits, which are among the lowest in Canada at 30 per cent below the poverty level;
Therefore be it resolved that this House commends the Leadership Team of the Sisters of Charity, Halifax, for displaying true leadership in addressing these concerns.

Whereas the communique's objective is to promote early childhood development so that, to their fullest potential, children will be physically and emotionally healthy, safe and secure, ready to learn, and socially engaged and responsible; and
Whereas from the years 2001 to 2006, the federal government has committed $66 million;
Therefore be it resolved that the Premier rise today in this House and inform the people of Nova Scotia how much his government will be committing to the National Children's Agenda here in Nova Scotia.

Whereas this is another example of how the Health Minister makes policy decisions based on public pressure, not evidence;
Therefore be it resolved that the residents of Pictou be congratulated for making their health care concerns heard, and the Health Minister should be encouraged to make a positive statement today about the fate of Sutherland-Harris Memorial Hospital's outpatient department.

Whereas this is the same minister who cut $50,000 in funding from the Gaelic College this year and will probably cut another $50,000 next year;
Therefore be it resolved that this minister put his money where his mouth is and restore all funding to the Gaelic College before he begins his study of the state of the Gaelic language.

Whereas Sir John A. Macdonald High School has 1,100 students enrolled in a 35 year old building designed for between 800 to 900 students;
Therefore be it resolved that this House offer its thanks and congratulations to Martha Norris for her typical, forthright approach to this important educational topic.

Therefore be it resolved that the John Hamm blue book, Strong Leadership . . . . a clear course, should more properly be called, women and children last.

Whereas John Alderson, an employee of Corrections Services Canada in Springhill, just recently returned from participating in a program with the Department of Foreign Affairs and International Trade in Kosovo; and
Whereas Mr. Alderson was in Kosovo representing the Corrections Services of Canada in the reconstruction of the corrections system there; and
Whereas Mr. Alderson was chosen as the team leader of four CSC staff members with a deployment of three months, mandated working within the areas of policy development, planning recruitment and training within the Kosovo corrections service;
Therefore be it resolved that all members of this Legislature congratulate Mr. Alderson and the other members of the Corrections Services Canada team who worked with international corrections experts from the United Kingdom, Northern Ireland, Holland, France, Finland, Italy and New Zealand, and wish them all the very best in the future.

Whereas Barry himself placed sixth in the 100 metre sprint against 16 other international athletes;
Therefore be it resolved that all members of this Legislature congratulate Barry Patriquin on his fine showing at the Paralympic Games in Sydney, Australia, and wish him all the very best in the future.
