Whereas sports fishing in Nova Scotia boasts over 100,000 licensed anglers and contributes $82 million to our economy;
Therefore be it resolved that all members of this House applaud the efforts of the organizers to promote sports fishing by encouraging hundreds of Nova Scotians to discover or rediscover the great enjoyment of fishing this past weekend.

Whereas in an ironic twist of fate the IWK-Grace held its annual telethon this weekend past; and
Whereas as the Minister of Health continues his devastating cuts in health, Nova Scotians, New Brunswickers and Prince Edward Islanders dug deep into their pockets to fund this vital hospital and its many programs; and
Whereas 3,000 volunteers worked four telethon sites in Halifax, Cape Breton, Prince Edward Island and New Brunswick for a 24 hour period;
Therefore be it resolved that this House congratulate the volunteers, performers and behind the scenes people for raising $3.6 million for the IWK-Grace and thank all the donors for their generosity.

DR. JAMES SMITH: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the IWK-Grace Hospital raised a record-breaking $3.6 million this weekend, thanks to numerous volunteers and the generous support of the community; and
Whereas on Friday the MLA for Preston shamefully accused the IWK-Grace hospital of playing politics to generate more pledges for its annual telethon; and
Whereas in response to his backbencher's odd comment, the Health Minister proudly declared that he had already made a pledge to the IWK-Grace;
Therefore be it resolved that the Health Minister be encouraged to honour his pledge to the IWK-Grace - I am sure he will - unlike the pledge to protect health care, which has been broken countless times since the last election.

Whereas many other supporters of the Roseway Hospital expressed similar concerns about repeal of a law that symbolizes their community's role in establishing that hospital; and
Whereas the Minister of Health and his colleagues have agreed that any such repeal of a local hospital Act should be done with only one year's advance notice;
Therefore be it resolved that Liberal MLAs should explain to Mayor Huskilson and other Shelburne residents why the Liberal caucus refused to let that amendment come before the Committee of the Whole House on Bills.
Mr. Speaker, I request waiver.

MS. EILEEN O'CONNELL: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas a new United Nations report states "violence against women and girls continues to be a global epidemic that kills, tortures and maims - physically, psychologically, sexually and economically"; and
Whereas this report also points out that "domestic violence is most pernicious because it is carried out by people in positions of trust"; and
Whereas violence against women and girls is often viewed by authorities as a private matter in which they are unwilling to get involved;
[12:15 p.m.]
Therefore be it resolved that all members of this House recognize the problem of violence against women and girls even in our own country and province, and agree to work towards eradicating it wherever it is found.

Whereas the history of these and other Black Loyalist communities is featured in a travelling exhibition on display at the Black Cultural Centre for Nova Scotia in Dartmouth between May 2nd and July 12th of this year;

Whereas just when you thought some Tory backbenchers couldn't sink any lower, the MLA for Preston has accused the IWK-Grace of using children to raise more money for the IWK telethon; and
Whereas thankfully the telethon was not hurt by the member after the telethon raised $3.7 million this past weekend; and
Whereas the reality facing the IWK-Grace is that Tory budget cuts are hurting the facility and the children who need it most;
Therefore be it resolved that members of this House condemn the member for Preston for his inability to recognize that his government is to blame for health cut backs and admonish him for accusing staff of the IWK-Grace of using children to raise money for what is inherently a worthy cause.

Whereas instead of allowing people on welfare to train for a career, the Minister of Community Services wants to throw these people into low-paying jobs; and
Whereas forcing people off welfare into low-paying jobs in this manner will perpetuate the cycle of poverty; and
Whereas post-secondary education is the best option for many people and is almost a prerequisite to secure employment and cutting it will only save money in the short term;
Therefore be it resolved that the Minister of Community Services reconsider this harsh measure and allow people on welfare to receive post-secondary training in order to find long-term, sustainable, good paying jobs.

Whereas at a weekend pep-rally Premier Hamm tried to present himself as a worthy successor to Robert Stanfield; and
Whereas to truly follow in Stanfield's footsteps, this government would have to tell the truth, be honest with Nova Scotians, not make promises they can't keep and live up to their commitments; and
Whereas at this rate, the current crop of Tories are not even qualified to wear the underwear, let alone live up to the Stanfield legacy;
Therefore be it resolved that Premier Hamm may think he is some sort of latter day Bob Stanfield but, in fact, he is more like a modern day Mike Harris, Jr.

Whereas the previous Liberal Government recognized that health care needed a strategic investment to control costs and provide a sustainable system for the new century; and
Whereas in a recent Maclean's Magazine report, Halifax slipped from a 3rd to 11th- place ranking of major Canadian centres with medical schools; and
Whereas terrible Tory budget cuts will ensure that Nova Scotia's health care system will fall even further behind the level of services provided in other provinces;
Therefore be it resolved that the evidence continues to mount, proving that the Tories have no plan for Health, and our health care system is suffering because of the gross negligence of this government.

Whereas since August 17th, this Tory Government's first full day in office, 1,736 children have been born into poverty; and

MR. DAVID WILSON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas a recent poll shows that nationally, the Tories have dropped below the NDP in popular support; and
Whereas this may explain why the provincial NDP are trying to curry favour with the Tories on health legislation in the House, perhaps in some faint hope that defecting Tories may jump to the NDP; and
Whereas the NDP should recognize that their failure to support last June's Health budget will cause irreparable harm to the health system in Nova Scotia, and nothing they do now will repair that damage;
Therefore be it resolved that the NDP be condemned for jumping into bed with the government and, while the Conservative Party may disappear nationally, Nova Scotians are stuck with a government bent on destroying health care for a few more years at least.

MR. SPEAKER: The Chairman of the Committee of the Whole House on Bills reports:
THE CLERK: That the committee has met and made some progress and begs leave to sit again.
MR. SPEAKER: Is it agreed?
It is agreed.
The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, would you please call the order of business, Private and Local Bills for Second Reading.
PRIVATE AND LOCAL BILLS FOR SECOND READING
MR. SPEAKER: The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, would you please call Bill No. 56.
Bill No. 56 - The Anglican Church Act.
MR. SPEAKER: The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, on behalf of the Premier, the honourable member for Pictou Centre, I move second reading of Bill No. 56, which is The Anglican Church Act. Essentially the purpose of this bill is explained in the explanatory notes that come with the bill. It simply changes the Diocese of Nova Scotia to the Diocese of Nova Scotia and Prince Edward Island. It changes the name of the body corporate known as the Lord Bishop of Nova Scotia to the Bishop of Nova Scotia and Prince Edward Island; and it changes the name of the Diocesan Synod of Nova Scotia to the Diocesan Synod of Nova Scotia and Prince Edward Island.
Mr. Speaker, I move second reading.
MR. SPEAKER: The honourable member for Sackville-Cobequid.
MR. JOHN HOLM: Mr. Speaker, I would just indicate that we are in support of this legislation moving forward.
MR. SPEAKER: Is the House ready for the question? The motion is for second reading of Bill No. 56. Would all those in favour of the motion please say Aye. Contrary minded, Nay.
The motion is carried.
Ordered that this bill be referred to the Committee on Private and Local Bills.
The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, would you please call the order of business, Public Bills for Second Reading.
PUBLIC BILLS FOR SECOND READING
MR. SPEAKER: The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, would you please call Bill No. 28.
Bill No. 28 - Motor Vehicle Act.
MR. SPEAKER: The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, by agreement with both Opposition Parties, this bill is going to be split. There is another bill that has been prepared to simply put into effect the first part of this amendment to the Motor Vehicle Act and that deals with the so-called jake brakes. The second part of the Act, the seizure and forfeiture of vehicles in prostitution-related offences will be the subject of a separate piece of legislation, which will be reintroduced into this House in the fall.
So, Mr. Speaker, I move that Bill No. 28 now be read for second time and that it be referred to the Committee on Law Amendments where the split bill will be provided to members.
MR. SPEAKER: The honourable member for Sackville-Cobequid.
MR. JOHN HOLM: Before the Government House Leader concludes, I wonder if he would entertain just a brief question. He said yes, Mr. Speaker. It was my understanding - because, of course, we in here can do whatever we want by unanimous consent - that by unanimous consent, the minister was going to ask to do that splitting here so that the only part of the bill that was actually going to go forward was the amendment that he was going to be moving. That was my understanding of the agreement when the member originally, quite honestly, for Colchester-Musquodoboit Valley approached me and when I was talking to the Government House Leader. Certainly, on that basis, by unanimous consent, I think that is very reasonable and we would be happy to do that.
MR. SPEAKER: The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, if I get to my feet and speak to the bill, of course I am going to close the debate and I don't want to do that. I just want to answer the question. If it is the wish of the House, then we will refer Clause 1 to the Law Amendments Committee for approbation.
MR. SPEAKER: Just so I am clear then, is that a motion that would require unanimous consent of the House, that only Clause 1 of Bill No. 28 be sent? So the motion is, and we need unanimous consent, that Clause 1 of Bill No. 28 be sent to the Law Amendments Committee.
Is it agreed?
It is agreed.
So, we still need second reading on that, though. Are there any further interventions on Bill No. 28?
The honourable member for Sackville-Cobequid.
MR. JOHN HOLM: Mr. Speaker, the only intervention is that now that that issue has been resolved and what we really have is an amended clause, or we really have a new bill here. We will be supporting the new bill, in effect, going forward to the Law Amendments Committee.
MR. SPEAKER: Would all those in favour of second reading of Bill No. 28 as unanimously revised, please say Aye. Contrary minded, Nay.
The motion is carried.
Ordered that this bill, as read, be referred to the Committee on Law Amendments.
The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, would you please call the order of business, Private Members' Public Bills for Second Reading.
PRIVATE MEMBERS' PUBLIC BILLS FOR SECOND READING
MR. SPEAKER: The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, would you please call Bill No. 37.
Bill No. 37 - Preston Area Housing Act.
MR. SPEAKER: The debate was adjourned by the member for Eastern Shore.
The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, on behalf of the member for Eastern Shore, he has finished his remarks on the bill.
MR. SPEAKER: The honourable member for Sackville-Cobequid.
MR. JOHN HOLM: Mr. Speaker, we are pleased that the bill is here and ready to go forward. This is a bill that was actually introduced by the previous member for Preston, Yvonne Atwell. It didn't get through under the last government before things came to an end. Our caucus certainly is in support of this bill going on to the next stage.
MR. SPEAKER: Would all those in favour of second reading of Bill No. 37 please say Aye. Contrary minded, Nay.
The motion is carried.
Ordered that this bill be referred to the Committee on Law Amendments.
The honourable Government House Leader.
HON. RONALD RUSSELL: Mr. Speaker, I move that the House do now rise to meet again on the morrow at the hour of 10:00 a.m. The House will sit from 10:00 a.m. until 12:00 midnight tomorrow night. The order of business will be continuation with bills in committee and at the completion of all bills that are on the order paper in committee, we will proceed to third reading of all bills that would be available for third reading.
Mr. Speaker, I move the House do now rise.
MR. SPEAKER: There is a motion to adjourn.
Is it agreed?
It is agreed.
The motion is carried.
The House is adjourned until tomorrow.
[The House rose at 11:39 p.m.]
