Whereas Saturday, June 3rd and Sunday, June 4th marked the 6th Annual Nova Scotia Sports Fishing Weekend, an event promoting sport fishing as one of life's greatest joys; and
Whereas the weekend, co-sponsored by the Department of Fisheries and Aquaculture and the Nova Scotia Salmon Association allowed all Nova Scotians to join in the thrill of catching freshwater fish at no charge; and
Whereas sports fishing in Nova Scotia boasts over 100,000 licensed anglers and contributes $82 million to our economy;
Therefore be it resolved that all members of this House applaud the efforts of the organizers to promote sports fishing by encouraging hundreds of Nova Scotians to discover or rediscover the great enjoyment of fishing this past weekend.

Whereas the Junior Achievement of Cape Breton hosted its year end banquet at UCCB on Sunday for the 100 students, volunteers and sponsors in attendance; and
Whereas the 110 students who took part in the program honed their business skills over 26 weeks by producing, marketing and selling a wide variety of items; and
Whereas Memorial 2000 Incorporated was one of the many award recipients earning Company of the Year, Best Shareholders Report and Highest Net Profit Company;
Therefore be it resolved that the members of this House congratulate all the recipients of the Junior Achievement banquet in Sydney for their initiative and entrepreneurial spirit.

Whereas in an ironic twist of fate the IWK-Grace held its annual telethon this weekend past; and
Whereas as the Minister of Health continues his devastating cuts in health, Nova Scotians, New Brunswickers and Prince Edward Islanders dug deep into their pockets to fund this vital hospital and its many programs; and
Whereas 3,000 volunteers worked four telethon sites in Halifax, Cape Breton, Prince Edward Island and New Brunswick for a 24 hour period;
Therefore be it resolved that this House congratulate the volunteers, performers and behind the scenes people for raising $3.6 million for the IWK-Grace and thank all the donors for their generosity.

Whereas this year's telethon reached a new record by receiving over $3.6 million in pledges; and
Whereas thousands of Maritimers volunteered their time to ensure this year's telethon would be a great success, and millions more demonstrated great generosity by making financial pledges;
Therefore be it resolved that this House take the opportunity to thank and congratulate the staff, volunteers and donors who made this year's telethon the best ever, and encourage all those who called in pledges to honour them.

Whereas the IWK-Grace Hospital raised a record-breaking $3.6 million this weekend, thanks to numerous volunteers and the generous support of the community; and
Whereas on Friday the MLA for Preston shamefully accused the IWK-Grace hospital of playing politics to generate more pledges for its annual telethon; and
Whereas in response to his backbencher's odd comment, the Health Minister proudly declared that he had already made a pledge to the IWK-Grace;
Therefore be it resolved that the Health Minister be encouraged to honour his pledge to the IWK-Grace - I am sure he will - unlike the pledge to protect health care, which has been broken countless times since the last election.

Whereas the Mayor of Lockeport raised serious concerns about repeal of the Roseway Hospital legislation without a year's advance notice; and
Whereas many other supporters of the Roseway Hospital expressed similar concerns about repeal of a law that symbolizes their community's role in establishing that hospital; and
Whereas the Minister of Health and his colleagues have agreed that any such repeal of a local hospital Act should be done with only one year's advance notice;
Therefore be it resolved that Liberal MLAs should explain to Mayor Huskilson and other Shelburne residents why the Liberal caucus refused to let that amendment come before the Committee of the Whole House on Bills.

Whereas the Canadian Cancer Society commemorated 50 years of faithful service to the people of Dartmouth yesterday with the dedication of a park bench at Sullivan's Pond; and
Whereas Sunday also marked National Cancer Survivors Day, an occasion for us all to value and reflect on the gift of life;
Therefore be it resolved that all members of this House recognize the contribution of the Canadian Cancer Society to each of our communities, and thank its volunteers and organizers for assisting the community of Dartmouth in the battle against cancer for the last half century, and for their work in promoting a healthy lifestyle for all.

Whereas Helix Digital was established with the help of $625,000 payroll rebate provided under the previous government by the Department of Economic Development and Tourism; and
Whereas Helix Digital is one of a number of new economy initiatives that have sprouted and continue to grow in Cape Breton;
Therefore be it resolved that the members of this House congratulate Helix Digital on its continued success, and recognize that Cape Breton has the potential to develop a strong and diversified new economy.

Whereas a new United Nations report states "violence against women and girls continues to be a global epidemic that kills, tortures and maims - physically, psychologically, sexually and economically"; and
Whereas this report also points out that "domestic violence is most pernicious because it is carried out by people in positions of trust"; and
Whereas violence against women and girls is often viewed by authorities as a private matter in which they are unwilling to get involved;

Therefore be it resolved that all members of this House recognize the problem of violence against women and girls even in our own country and province, and agree to work towards eradicating it wherever it is found.

Whereas under grey skies with a cool wind Kings-Edgehill School of Windsor won the Nova Scotia High School Girls Provincial Rugby Championship in Cole Harbour on Saturday; and
Whereas Saturday's win over Auburn Drive Eagles for the Kings-Edgehill girls finish their 2000 year rugby season with a perfect 16-0 record which includes exhibition games; and
Whereas Kings-Edgehill 7-0 victory was a turn-around from 1999 when Kings lost in the provincial championship game by a score of 12-0 to the same Auburn Drive Eagles who were then three-time defending provincial champions;
Therefore be it resolved that this House extend our congratulations through this resolution to the Kings-Edgehill girls for winning the 2000 Nova Scotia High School Girls Provincial Rugby Championship.

Whereas beef farmers from around Atlantic Canada gathered this past weekend for the Beef Expo in Nappan; and
Whereas approximately 300 producers attended the three day event which featured demonstrations on technology and farming techniques; and
Whereas the main topic was how to avoid livestock contamination of the water supply;
Therefore be it resolved that this House congratulate the organizers of the Beef Expo for their continuing efforts to educate farmers on the latest techniques.

Whereas Nova Scotian Tories had the benefit of direct and indirect help from the Harris Government of Ontario in the 1999 election campaign; and
Whereas Tory MLAs in this House praised Mike Harris as an example of the great de-regulator who knew how to eliminate needless environmental and safety regulations from Ontario; and
Whereas today, after the Walkerton tragedy, Ontario is rushing to adopt water safety regulations;
Therefore be it resolved that the Nova Scotia Tories should learn from Mike Harris' mistakes and drop their leisurely approach toward regulation and other protection of Nova Scotians' drinking water.

MR. DAVID HENDSBEE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas more than 2,700 Black Loyalists settled in Nova Scotia in the years following the outbreak of the American Revolution, survivors of war, slavery and other forms of persecution; and
Whereas two of the Black Loyalist communities founded in Nova Scotia were Birchtown, Shelburne County, and the Tracadie area of eastern Antigonish and Guysborough Counties; and
Whereas the history of these and other Black Loyalist communities is featured in a travelling exhibition on display at the Black Cultural Centre for Nova Scotia in Dartmouth between May 2nd and July 12th of this year;
Therefore be it resolved that all members recognize the contribution made by Black Loyalists to the history of Nova Scotia, and thank the Black Cultural Centre for promoting such an important part of our provincial heritage.

Whereas Marg Forbes of Bridgewater has recently completed her term as president of the Nova Scotia School Boards Association; and
Whereas Ms. Forbes during her term as president has shown strong, effective, and visionary educational leadership; and
Whereas Ms. Forbes helped to keep the association involved in promoting quality education in our schools, despite the ruthless attempt by this government to destroy our education system;
Therefore be it resolved that the members of this House express their thanks to Marg Forbes for her leadership in education and wish her well in her new endeavours.

Whereas a baby dragon boat was launched in Mahone Bay by a group of breast cancer survivors; and
Whereas the group called Bosom Buddies ordered a custom built dragon boat from a local builder to show that women who have gone through breast cancer can do strenuous upper body exercise; and
Whereas the boat was tested Sunday in Mahone Bay with the goal of making people aware of breast cancer and of asking the crew questions about breast cancer;
Therefore be it resolved that this House congratulate the members of Bosom Buddies and wish them well in their attempt to raise awareness of breast cancer.

Whereas Jeff Rose has retired after 37 years of service with the Royal Bank of Canada and served for 10 years at the Royal Bank in New Glasgow; and
Whereas Jeff began his career with the Royal Bank in 1963 in New Glasgow before stops in Sherbrooke, Sydney, and New Glasgow again, Summerside, Montreal and Halifax; and
Whereas Jeff is a well respected individual and has served his community very well in a wide array of volunteer projects;
Therefore be it resolved that all members of the House of Assembly commend Jeff for his community-minded work while serving 37 years with the Royal Bank of Canada.

Whereas just when you thought some Tory backbenchers couldn't sink any lower, the MLA for Preston has accused the IWK-Grace of using children to raise more money for the IWK telethon; and
Whereas thankfully the telethon was not hurt by the member after the telethon raised $3.7 million this past weekend; and
Whereas the reality facing the IWK-Grace is that Tory budget cuts are hurting the facility and the children who need it most;
Therefore be it resolved that members of this House condemn the member for Preston for his inability to recognize that his government is to blame for health cut backs and admonish him for accusing staff of the IWK-Grace of using children to raise money for what is inherently a worthy cause.

Whereas instead of allowing people on welfare to train for a career, the Minister of Community Services wants to throw these people into low-paying jobs; and
Whereas forcing people off welfare into low-paying jobs in this manner will perpetuate the cycle of poverty; and
Whereas post-secondary education is the best option for many people and is almost a prerequisite to secure employment and cutting it will only save money in the short term;
Therefore be it resolved that the Minister of Community Services reconsider this harsh measure and allow people on welfare to receive post-secondary training in order to find long-term, sustainable, good paying jobs.

Whereas most people admitted to hospital in Cape Breton have some form of heart disease; and
Whereas the 3rd annual cardiology symposium was held in Sydney on Friday and features presentations of many heart-related topics; and
Whereas 150 health care workers attended the conference which becomes more popular each year;

Whereas the council is particularly worried about the loss of Black teachers, student support workers, educational support staff and race relations officers;
Therefore be it resolved that the Minister of Education act immediately to address the concerns of the Council on African Canadian Education and the Metro Coalition for a Non-Racist Society.

Whereas as a direct result of the Minister of Health's budget the IWK-Grace hospital must cut school services to ill children at the hospital by 55 per cent, cut formula to sick children of needy families, and cut a transportation allowance for children to attend mental health programs;
Therefore be it resolved that the Minister of Health does have the power to increase funding to the IWK-Grace and save vital programs and should do so immediately.

Whereas the cost of each of these dogs and the training of its owner is in excess of $6,000; and
Whereas on Saturday, June 3, 2000, at its annual road toll at the entrance to the Hubley Centre Shopping Centre in Tantallon, the St. Margarets Bay Lions raised, through the generous donations of area communities, $3,464 towards the cost of the club's fifth seeing eye dog;
Therefore be it resolved that this House offer its congratulations to the members of the St. Margarets Bay Lions Club for their continuing good work and its gratitude to local citizens for their help.

Essentially the purpose of this bill is explained in the explanatory notes that come with the bill. It simply changes the Diocese of Nova Scotia to the Diocese of Nova Scotia and Prince Edward Island. It changes the name of the body corporate known as the Lord Bishop of Nova Scotia to the Bishop of Nova Scotia and Prince Edward Island; and it changes the name of the Diocesan Synod of Nova Scotia to the Diocesan Synod of Nova Scotia and Prince Edward Island.

Bill No. 28 - Motor Vehicle Act.

HON. RONALD RUSSELL: Mr. Speaker, by agreement with both Opposition Parties, this bill is going to be split. There is another bill that has been prepared to simply put into effect the first part of this amendment to the Motor Vehicle Act and that deals with the so-called jake brakes. The second part of the Act, the seizure and forfeiture of vehicles in prostitution-related offences will be the subject of a separate piece of legislation, which will be reintroduced into this House in the fall.
So, Mr. Speaker, I move that Bill No. 28 now be read for second time and that it be referred to the Committee on Law Amendments where the split bill will be provided to members.
MR. SPEAKER: The honourable member for Sackville-Cobequid.
MR. JOHN HOLM: Before the Government House Leader concludes, I wonder if he would entertain just a brief question. He said yes, Mr. Speaker. It was my understanding - because, of course, we in here can do whatever we want by unanimous consent - that by unanimous consent, the minister was going to ask to do that splitting here so that the only part of the bill that was actually going to go forward was the amendment that he was going to be moving. That was my understanding of the agreement when the member originally, quite honestly, for Colchester-Musquodoboit Valley approached me and when I was talking to the Government House Leader. Certainly, on that basis, by unanimous consent, I think that is very reasonable and we would be happy to do that.

HON. RONALD RUSSELL: Mr. Speaker, if I get to my feet and speak to the bill, of course I am going to close the debate and I don't want to do that. I just want to answer the question. If it is the wish of the House, then we will refer Clause 1 to the Law Amendments Committee for approbation.
MR. SPEAKER: Just so I am clear then, is that a motion that would require unanimous consent of the House, that only Clause 1 of Bill No. 28 be sent? So the motion is, and we need unanimous consent, that Clause 1 of Bill No. 28 be sent to the Law Amendments Committee.
