(We do support quality schools built and owned, when and where needed, by the taxpayers of Nova Scotia)". I have affixed my signature to the document.

Whereas, this would allow miners to continue living in and contributing to our communities and our economy;
WE, the undersigned, request that the Provincial Government not transfer any coal leases until such time that the Federal Government negotiates a strategy for the future of employees of the Cape Breton Development Corporation that provides satisfactory benefits to said employees, their families and our communities at large.". Whereas despite an agreement by all three Parties to return to the Legislature to deal with Bill No. 90 yesterday, the NDP refuse to deal with the bill; and
Whereas in a letter to the Speaker, dated March 3rd, the NDP House Leader urged the House resume on March 22nd in order to deal with Bill No. 90; and
Whereas this is just yet another indication of the kind of politics the NDP like to play at every turn;
Therefore be it resolved that the NDP admit that they have broken their agreement with the House, broken faith with injured workers and, despite their public pronouncements, have never been truly committed to making this Legislature work in the interests of Nova Scotians.

MR. JOHN HOLM: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Maritimes & Northeast Pipeline has filed an amendment to its application before the NEB requesting permission to delay its delivery of natural gas to the metro area by almost a full year; and
Whereas Maritimes & Northeast blamed the delay on the lateness of the scheduled NEB hearings while the NEB says hearings couldn't be held sooner because all supporting information for the application has not been filed; and
Whereas at the same time Maritimes & Northeast say they cannot meet their commitments to Nova Scotians, they say they are on schedule insofar as exporting our natural gas to the United States and New Brunswick;
Therefore be it resolved this House formally go on record as opposing a delay in delivering natural gas to mainland Nova Scotia that would, in effect, place most Nova Scotians in a disadvantaged position compared to our American and New Brunswick competitors who will have access to our natural gas in almost another full year ahead of us.

Whereas the spouses of Devco miners in this House yesterday made it clear they view the Premier to be hiding on the dark side of himself by playing politics with their future;
Therefore be it resolved that the Premier turn on his light-sabre so that he may better see who is really wearing the black cape and mask that hides his true self-serving political intentions.

MR. JAMES DEWOLFE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas a number of questions pertaining to the level of ambulance service presently being provided in Pictou County need answering; and
Whereas recent examples of why this Liberal Government's multimillion-dollar-enhanced ambulance performance system is not working include an ambulance having to be brought from Bedford to deliver an elderly patient to a senior citizens' complex located 10 minutes from the Aberdeen Hospital; and
Whereas the ratio of ambulances to population served in Pictou County has grown from 1 for every 10,000 people in 1993 to 1 for every 12,500 in 1999;
Therefore be it resolved that the Minister of Health take his head out of the sand and come to understand that problems exist with the level of ambulance services being delivered in Pictou County and move immediately to invoke corrective measures so Pictonians can depend on a fast and timely response from an ambulance in the event of an emergency.

Whereas yesterday, inside this House, miners, their families, and community saw this government has no specific proposals, yet it finds fault with everyone else; and
Whereas the Premier has also demonstrated that on Devco issues he can always sink to the lowest political levels;
Therefore be it resolved that this House urge the Premier to worry a little less about his own political neck and start worrying about how to work with others to gain credible transition plans for the thousands of Cape Bretoners who face the loss of their jobs and businesses.

Whereas he has recently retired as Deputy Fire Chief in the Oyster Pond and Area Volunteer Fire Department and will be given the title of Honorary Deputy Fire Chief;
Therefore be it resolved that members of this House recognize Mr. Carson Baxter for his many years of dedicated service in his role as a volunteer firefighter and wish him well in his retirement.

Whereas the three winners, who include Rosyn Atuanya, a Grade 6 student at Ross Road School; Sori Han, a Grade 4 student at Duc d'Anville Elementary School; and Stephanie Rogers, a Grade 5 student at Duc d'Anville Elementary School; were presented with awards of recognition at the fourth annual harmony brunch held Sunday at the East Preston Recreation Centre;

Whereas the Halifax Regional School Board at its Tuesday, February 23rd meeting decided that Sir John A. Macdonald High School was its top priority for much-needed renovations; and
Whereas this high school with its infamous air quality problems has served western Halifax County for 32 years; and
Whereas this high school now faces more and more students, the result of overcrowded elementary and junior high schools in the area;
Therefore be it resolved that the Minister of Education immediately take the appropriate steps to ensure the necessary support for the Halifax Regional School Board's decision and the important renovations at Sir John A. Macdonald High School.

MR. JAMES DEWOLFE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas this Liberal Government, as has been the case so many times over the past six years, has been advised, this time by the forest council of western Nova Scotia, that the forest industry could collapse unless a sustainable forest management plan is implemented; and
Whereas private woodlot owners simply want some input into the designing of such a forest management plan, instead of having a plan imposed upon them; and
Whereas the industry is valued at between $1.3 billion and $1.8 billion, while employing upwards of 30,000 people, both directly and indirectly, on an annual basis;
Therefore be it resolved that the Minister of Natural Resources commit to some serious discussions with woodlot owners across Nova Scotia and develop a plan that will ensure the sustainability of Nova Scotia's forest industry well into the new century.

Whereas the NDP caucus travelled to communities across the province to talk with Nova Scotians about our health care system; and
Whereas Nova Scotians in all communities expressed serious concerns about the current government's mismanagement of the health care system; and
Whereas it is clear to all Nova Scotians that health care reform has stalled under this government, leaving communities with virtually no control over health care decisions;
Therefore be it resolved that to start the process of healing our health care system, government adopt and publicize clear health care priorities which reflect the needs and concerns of communities.

Whereas the Nova Scotia Minister of Transportation and Public Works continues to blame Ottawa as the culprit for not having money to fix Nova Scotia roads;

Whereas more than one year later, government promises about the establishment of the Secure Treatment Centre on the campus of the former Nova Scotia Residential Centre, ring empty, hollow and broken;
Therefore be it resolved that this government honour its commitment to the young people of Nova Scotia who need to be served by a Secure Treatment Facility and immediately make public its timetable for the development of a Secure Treatment Facility on the campus of the former Nova Scotia Residential Centre.

Whereas an April 1999 transfer of lighthouses to Crown asset disposal will make it much more difficult for Nova Scotians to work with the Coast Guard on a plan to maximize navigational safety and to protect these symbols of our seagoing heritage;
Therefore be it resolved that this House urges the federal government not to begin divestiture, sale or destruction of these historic beacons until Nova Scotians are fully consulted about how to preserve the safety and heritage that our lighthouses offer.

MR. GEORGE ARCHIBALD: Mr. Speaker, on a point of order. It has been a tradition of the House for many years, as far as I know, that the wearing of pins of any description, no matter how supportive you may be of them, is not to be displayed in the Chamber. However, I have noticed for the last couple of days the presence of a pin on somebody's lapel and I am just wondering, have the rules been changed or is that still unacceptable to be wearing pins in the House?
MR. SPEAKER: It is unacceptable to wear pins in the House if they are of a political nature. Unfortunately, what the honourable member brings forward is a very interesting point because at one time you were not permitted to wear any pins whatsoever. However, we have, as the member I am sure is well aware, a number of ribbon days and different kinds of things of that nature and it has grown into the custom that people can wear those kinds of things that demonstrate an affiliation with a certain cause. I do not know what the pin is defining that the honourable member is talking about but, however, I will ask the honourable member for Cape Breton Nova.

MR. PAUL MACEWAN: I believe that the lapel pin the honourable member refers to is the one that I have on which I received from my good friend, Stephen Drake, President of the United Mine Workers of America, earlier today. I wore it to demonstrate my support of the United Mine Workers. If that is offensive to the honourable members across the way, so be it, but I thought they were supporting that cause and so I did not think they would find any offence in my wearing a UMW pin here today.

MR. NEIL LEBLANC: Mr. Speaker, I in no way mean dishonour to any cause; however, the practice of the House has been not to display pins and we have always followed the protocol. I in no sense mean disrespect to any organization, but we follow the rules and we respect that and, as such, I brought it to the attention of the Speaker, that is all. I would like to have a ruling, then all members will follow the protocol as determined by the Speaker.

MR. JOHN HOLM: Mr. Speaker, I very much appreciate this matter being brought to the floor. I very much appreciate this. I was under the understanding that we were not permitted to do that. If the rules are that we actually can do that now, I am pleased to know that because I would be only too proud to be wearing a pin in support of the Devco miners, the families and the communities. I have not had mine on because I did not think I was permitted to. So if the understanding is that we are permitted to wear them for causes that
we believe in, I think that that is great. Our caucus will, therefore, be able to show our support more publicly.
MR. SPEAKER: I do not think I need any more interventions. I think I have made up my mind on this because, as I said previously - and when I say previously, I mean going back a few years - it was indeed not permitted to wear pins in the House and henceforth pins will not be worn in the House.
