MADAM CHAIRMAN: Good afternoon; thank you for coming. I will ask that we start, so if someone would make the first motion, please.

MR. KENNETH MACASKILL: Madam Chairman, I so move for the Department of Agriculture, the Nova Scotia Crop and Livestock Arbitration Board, Joseph MacDonell as Chairman, and Suzanne Corkum and Lambert Vissers as members. To the Natural Products Marketing Council, I so move Leta Ells and Linda Grant as members.

MR. GEORGE ARCHIBALD: May I make a comment? I wish to address, and I want it on the record of this committee regarding the Crop and Livestock Arbitration Board, that the board resigned recently. It is actually the Nova Scotia Crop and Livestock Insurance Arbitration Board and Insurance has been left out on the pink sheet, so you really wouldn't know what board you were appointing.

MADAM CHAIRMAN: Okay, but if you look on your Form "A", it is the Nova Scotia Crop and Livestock Insurance Arbitration Board.

MR. ARCHIBALD: I see that. These appointments are being made today because the entire board resigned. They were a board all appointed since 1993; they resigned en masse because they could not get a meeting with the Minister of Agriculture, nor could they get any response from their discussions and their written letters to the Minister of Agriculture. They wrote him several letters and their concerns were not addressed at all. The concerns of the Fruit and Vegetable Growers Association, the Federation of Agriculture were not listened to and with no other option, the Crop and Livestock Insurance Arbitration Board resigned.

One of the members having been a member of the board since the inception of the Act, which was in 1968, was appointed in 1970 and he was continuously on the board and chairman. He is totally against the changes that this government is making to the Crop and Livestock Insurance Commission and they feel it is not to the best advantage of the farmers of Nova Scotia to have the government making the changes they are making, so the board resigned en masse. The minister has chosen to reappoint these people; these people are all very good Nova Scotians, and I am sure they will carry out the wishes of the government rather than the wishes of the farmers and the people they are supposed to be representing.

The Department of Business and Consumer Services.

MR. GERALD FOGARTY: Madam Chairman, I so move that the following be appointed as members to the Residential Tenancies Board in the Department of Business and Consumer Services, the Regional Municipality: Joan Cunningham and A.B. (Bud) Inglis.

Whitfield Best as Vice-Chairman; and Dorothy Brocklehurst, Anna Caverzan, Robert Jardine, Rev. Ralph Johnston, Lloyd Lewis, Arthur MacKenzie and John (Daniel) Morrison as members.

Our next meeting will be Tuesday, June 17th and it is in the afternoon, but we are not exactly sure if it will be 2:00 p.m. or 2:30 p.m.; it will depend on the names. We have a community college coming before us as witnesses. As I say, it will be in the afternoon; I am just not sure if it will be 2:00 p.m. or 2:30 p.m. It will depend on the number of names we have. That is the only date that the community college can come before us and we thought we would combine the two. If we have a lot of names, it will be at 2:00 p.m.; if we only have a few names, it will be at 2:30 p.m. They are coming at 3:00 p.m. But you can plan on June 17th.
