MS. KIM LANGILLE (Legislative Committee Clerk): I'd like to call the meeting to order. We have a bit of an unusual situation here today in that both the chairman and the vice-chairman of the committee are not present. Therefore, I'm going to request that a motion be put forth to designate a member to act as the chairman of the meeting today. Mr. Maguire.
MR. BRENDAN MAGUIRE: I move that Mr. Rankin chair the meeting today.
MS. LANGILLE: Is there any discussion? Would all those in favour of the motion please say Aye. Contrary minded, Nay.

MR. IAIN RANKIN (Chairman): Okay, we'll call this meeting to order again and ask that phones be put on silent or turned off. We'll begin by asking the committee members to introduce themselves.

MR. CHAIRMAN: We'll go to Committee Business - the first thing is Agency, Board and Commission Appointments. It looks like the first area is the Department of Economic and Rural Development and Tourism. Would anyone like to put a motion forward to assign members? Mr. Farrell.
MR. TERRY FARRELL: Mr. Chairman, I move that Wayne Crawley be appointed to the Trade Centre Limited Board of Directors as vice-chair and member.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

Moving on to the Department of Environment, does anyone have a motion? Mr. Jessome.
MR. BEN JESSOME: Mr. Chairman, would you like me to do them together?
MR. CHAIRMAN: I'd say to do them together.
MR. JESSOME: Mr. Chairman, I move that the following be appointed to the Round Table on Environment and Sustainable Prosperity: Mr. John Crace, board member representing Environmental Industries Community; Chris Morrissey, board member representing Clean Nova Scotia; Keith Phinney, board member representing the Mining Association of Nova Scotia; and finally, Henry Vissers, board member representing the Nova Scotia Federation of Agriculture.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.
The motion is carried.
Moving on to the Department of Finance and Treasury Board, does anyone have a motion? Mr. Maguire.
MR. MAGUIRE: Mr. Chairman, I move that Sherry Porter be appointed to the Nova Scotia Liquor Corporation as member and chair.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.
The motion is carried.
The Department of Health and Wellness, Ms. Miller.
MS. MARGARET MILLER: Mr. Chairman, I move that Melissa Langlais be appointed to the Midwifery Regulatory Council of Nova Scotia as council member.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.
The motion is carried.
The Department of Justice, Mr. Farrell.
MR. FARRELL: Mr. Chairman, I move that Vishal Bhardwaj and Deepak Prasad be appointed to the Nova Scotia Human Rights Commission as Commissioners.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

Do you want to continue on with the Legal Aid Commission, Mr. Farrell?
MR. FARRELL: Mr. Chairman, I move that Donald G. Harding be appointed to the Nova Scotia Legal Aid Commission as part-time director and chairman.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

The last board there, Mr. Farrell.
MR. FARRELL: Mr. Chairman, I move that Stephen W. Graham be appointed to the Municipal Boards of Police Commissioners as a member.
MR. CHAIRMAN: Would all those in favour of the motion please say Aye. Contrary minded, Nay.

That concludes the agency, board and commission appointments. We have a few letters of correspondence here. The first one is from the Department of Labour and Advanced Education, which is a response to this committee's request for information from the December meeting. You should have that.
There's also correspondence from the Minister of Health and Wellness and Deborah MacKenzie, which are really surrounding the same topic; Deborah MacKenzie did request to appear and we, as a committee, deferred her to speak to the Minister of Health and Wellness. He responded to her and she has then responded back to him.
Are there any motions on this matter, or discussion? Mr. Maguire.
MR. MAGUIRE: I'd like to put a motion forward denying the request by Deborah MacKenzie, as it has already been dealt with by the minister and it's now an MLA/ constituency issue.
