An Act to Re-introduce School Boards
1 This Act may be cited as the School Boards Re-introduction Act.
"committee" means the committee established under subsection 3(1);
"Minister" means the Minister of Education and Early Childhood Development.
3 (1) Subject to Section 5, the Minister shall, no later than December 1, 2024, establish a committee to design the re-introduction of the school board model of public school administration throughout the Province.
(2) The committee must include educators, parents of students and school community members from each school region, former members of school boards and representatives from regional centres of education.
(3) The committee shall consider and make findings respecting
(a) the locations and boundaries of school boards;
(b) the composition of school boards, including representation from diverse communities and equity-seeking groups;
(c) the responsibilities of school boards;
(d) accountability measures; and
(e) other matters the committee considers advisable.
(4) The committee shall provide a report to the Minister on its findings no later than January 31, 2025.
4 (1) The Minister shall introduce legislation to implement the report of the committee in the next sitting of the Legislature after receiving the report of the committee.
(2) Legislation introduced under subsection (1) must provide that
(a) elections for school boards be held no later than July 1, 2025; and
(b) school boards be in place no later than September 1, 2025.
5 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
