An Act to Increase Access to Addictions Services

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Addictions Services Access Act.

2 The purpose of this Act is to expand the availability of and services offered at Outpatient Withdrawal Management clinics.

3 In this Act, "holistic treatment" means a treatment that

(a) considers individual health need; and

(b) treats an individual's spiritual, mental and physical health;

"Minister" means the Minister of Addictions and Mental Health.

4 (1) The Minister shall assess the locations of and people served at the Outpatient Withdrawal Management clinics and determine whether further locations are needed.

(2) The Minister shall make public the results of the assessment undertaken under subsection (1) on or before September 1, 2024.

5 Subject to Section 7, the Minister shall ensure that current and future Outpatient Withdrawal Management clinics are open and available to provide in-person service to the public 24 hours a day, seven days a week.

6 Subject to Section 7, the Minister shall add counselling and holistic treatments to the services offered at Outpatient Withdrawal Management clinics.

7 The money required for the purpose of this Act shall be paid out of money appropriated for that purpose by the Legislature.
