Explanatory Note

This Bill amends the Health Authorities Act to

(a) give regional hospitals control and management of the recruitment and hiring of medical, nursing and allied health-care professionals and hospital staff; and

(b) require regional hospitals to submit a clinical health-services plan to the Minister of Health and Wellness.

An Act to Amend Chapter 32
of the Acts of 2014,
the Health Authorities Act,
Respecting Local Decision-making

Be it enacted by the Governor and Assembly as follows:

1 Chapter 32 of the Acts of 2014, the Health Authorities Act, is amended by adding immediately after Section 60 the following Section:

    60A (1) In this Section, "regional hospital" means a hospital governed by the provincial health authority that

    (a) acts as a regional referral centre; or

    (b) is designated as a regional hospital by the Minister.

    (2) Each regional hospital has control and management of the recruitment and hiring of medical, nursing and allied health-care professionals and hospital staff for positions in the hospital.

    (3) Each regional hospital shall submit a clinical health-services plan for the hospital to the Minister for approval.

    (4) A clinical health-services plan must include a strategy for the recruitment of staff for the regional hospital.

    (5) The Minister shall consider local, regional and provincial needs when determining whether to approve a clinical health-services plan submitted under subsection (3).

    (6) A clinical health-services plan must be made public upon approval.
