An Act to Create
a Registry of Vulnerable Persons
1 This Act may be cited as the Vulnerable Persons Registry Act.
(a) "Minister" means the Minister responsible for the Office of Emergency Management;
(b) "registry" means the registry of vulnerable persons created under Section 3.3 (1) The Minister shall create a registry of vulnerable persons.
(2) Any person may apply to the Minister to be included in the registry.
(3) A substitute decision-maker may apply on behalf of a person for the person to be included in the registry.
(a) contact information for the person;
(b) contact information for a designated friend or relative of the person;
(c) the person's address or usual place of residence;
(d) a description of any disabilities or relevant challenges the person might face in an emergency; and
(e) a personalized emergency plan for the person.4 (1) The Minister shall design a program under which first responders may access the information in the registry for the purpose of identifying persons in need of help in an emergency situation.
(2) Information in the registry may not be used or accessed except in accordance with the program designed under subsection (1).
(3) The Minister shall ensure that all information contained in the registry is securely encrypted.
