An Act to Ban Electrical Service Disconnections
during a Cost-of-Living Crisis
WHEREAS Nova Scotians are paying to Nova Scotia Power Incorporated the highest energy rates of any integrated power utility in Canada;
AND WHEREAS many Nova Scotians are spending more than six per cent of their income on home energy;
AND WHEREAS in June of 2022, inflation was at its highest point in four decades, including a 45.8% increase in energy costs in one year;
AND WHEREAS access to energy is essential for health and well-being;
THEREFORE be it enacted by the Governor and Assembly as follows:
1 This Act may be cited as the Banning Electrical Disconnections during a Cost-of-Living Crisis Act.
2 In this Act, "cost-of-living crisis" means any period where the year-over-year increase in the Consumer Price Index for Nova Scotia, published by Statistics Canada, is above three per cent.
3 Notwithstanding any rules and regulations approved by the Nova Scotia Utility and Review Board respecting Nova Scotia Power Incorporated's ability to disconnect electrical service to a customer, during a cost-of-living crisis, Nova Scotia Power Incorporated shall not disconnect electrical service to any customer for a failure to pay any tolls, rates or charges.
