Explanatory Notes
(a) adds a definition of a bicycle traffic control signal;
(b) requires cyclists to follow a bicycle traffic control signal where there is one for the lane the cyclist is traveling in; and
(c) permits the Minister to prescribe a bicycle symbol by regulation.
Clause 2 adds a definition of cross-ride and provides for its use by cyclists.
Clause 3 requires
(a) the driver and any occupant of a vehicle to check for and yield to an approaching bicycle before opening a vehicle door; and
(b) the driver of a vehicle to check for and yield to an approaching bicycle before making a right turn.

of the Revised Statutes, 1989,

Respecting Cyclists
1 Chapter 293 the Revised Statutes, 1989, the Motor Vehicle Act, is amended by adding immediately after Section 93 the following Section:
- 93A (1) In this Section, "bicycle traffic control signal" means a traffic control signal that displays a bicycle symbol prescribed by the regulations.
(2) Notwithstanding Section 93, where a traffic control signal that is not a bicycle traffic control signal and a bicycle traffic control signal apply to the same lane, a cyclist riding a bicycle in that lane shall obey the bicycle traffic control signal.
(3) The Minister may make regulations prescribing a bicycle symbol for bicycle traffic control signals.
(4) The exercise by the Minister of the authority contained in subsection (3) is regulations within the meaning of the Regulations Act.
2 Chapter 293 is further amended by adding immediately after Section 170B the following Section:
- 170C (1) In this Section, "cross-ride" means a portion of a roadway, clearly indicated for cyclist crossing by lines or other markings on the surface, connecting bicycle lanes on either side of an intersection for cyclists that connects two roadways.
(2) A cyclist may remain on his or her bicycle when using a cross-ride.
3 Section 171B of Chapter 293, as enacted by Chapter 59 of the Acts of 2010, is amended by adding immediately after subsection (2) the following subsections:
- (3) The driver and any occupant of a vehicle shall check for and yield to an approaching bicycle before opening a vehicle door.
(4) The driver of a vehicle shall check for and yield to an approaching bicycle before making a right turn.
