Explanatory Note

This Bill amends the Assessment Act to require that the notice of assessment inform the property owner that he or she is entitled to request all relevant information used to determine the property assessment regardless of whether an assessment appeal is filed by the property owner.

An Act to Amend Chapter 23
of the Revised Statutes, 1989,
the Assessment Act

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Transparency for Homeowners Act.

2 Section 53 of Chapter 23 of the Revised Statutes, 1989, the Assessment Act, as amended by Chapter 48 of the Statutes of 2008, is further amended by adding immediately after subsection (1A) the following subsection:

(1B) The notice of assessment must clearly state that the person is entitled to all relevant information directly used by the Director, assessor or any person to determine the assessment of the property as authorized in Section 87A regardless of whether an assessment appeal is filed by the person.
