Explanatory Note
This Bill requires the disclosure on a regular basis of all lump-sum, pay-for-performance and bonus payments to deputy heads, members of the Civil Service, employees of Crown corporations and departments, agencies, boards and commissions of Government and persons with personal-service contracts with Crown corporations and departments, agencies, boards and commissions of Government, including by publication in the Public Accounts of the Province, and prohibits such payments without the prior approval of the Governor in Council.
An Act to Amend Chapter 365
of the Revised Statutes, 1989,
the Provincial Finance Act
1 (1) Section 9 of Chapter 365 of the Revised Statutes, 1989, the Provincial Finance Act, is amended by adding immediately after subsection (1) the following subsection:
(2) Subsection 9(2) of Chapter 365 is amended by adding immediately after clause (c) the following clause:
2 Chapter 365 is further amended by adding immediately after Section 10 the following Section:
3 Chapter 365 is further amended by adding immediately after Section 22 the following Section:
(b) "deputy head" has the same meaning as in the Civil Service Act.
(2) No lump-sum, pay-for-performance or bonus payment may be made to a deputy head, a member of the Civil Service, an employee of a crown corporation or department or a person with a personal-service contract with a crown corporation or department without the prior approval of the Governor in Council.
