Explanatory Note

This Bill adds regulation-making authority to make regulations respecting the delivery of

(a) a Provincial hearing screening program for newborn children; and

(b) a Provincial pre-school speech-language assessment and intervention program,

as insured professional services.

An Act to Amend Chapter 197
of the Revised Statutes, 1989,
the Health Services and Insurance Act

Be it enacted by the Governor and Assembly as follows:

1 Subsection 17(2) of Chapter 197 of the Revised Statutes, 1989, the Health Services and Insurance Act, as amended by Chapter 20 of the Acts of 1992, is further amended by adding immediately after clause (k) the following clauses:

(l) respecting the funding of a hearing screening program for all newborn children in the Province;

(la) respecting the funding of a Provincial pre-school speech-language assessment and intervention program;

2 Subject to Section 3, regulations made pursuant to clause 17(2)(l) or (la) of the Health Services and Insurance Act shall be implemented on or before April 1, 2005.

3 The moneys required to implement a regulation made pursuant to clause 17(2)(l) or (la) of the Health Services and Insurance Act shall be paid out of moneys appropriated for that purpose by the Legislature and, for greater certainty, no such regulation may be implemented until the moneys are appropriated by the Legislature.
