Explanatory Note

This Bill

(a) requires the Emergency Measures Organization to create and maintain a list of vulnerable or elderly persons who would require assistance during an emergency; and

(b) gives the Emergency Measures Organization the authority to require generators to be installed in senior citizens' buildings, make provisions for meals and determine when elderly or frail persons may be moved to a shelter.

An Act to Amend Chapter 8
of the Acts of 1990,
the Emergency Measures Act

1 Chapter 8 of the Acts of 1990, the Emergency Measures Act, is amended by adding immediately after Section 8 the following Section:

8A The Emergency Measures Organization shall

(a) create and maintain a list of vulnerable or elderly persons who would require assistance during an emergency;

(b) require that all senior citizens' buildings must either have a generator or an adequate plan to guarantee the provision of power to the residents during a prolonged power outage;

(c) make plans for the distribution of meals during an emergency;

(d) determine when vulnerable or elderly persons may be moved to a shelter during an emergency.
