RESOLUTION NO. 4052

HON. JOHN HAMM (The Premier): Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas HMCS Toronto is finally back in its home port after a six-month deployment in the war on terrorism; and

Whereas the frigate steamed into Halifax Harbour around 11:00 a.m. this morning proudly welcomed by family, friends, naval officials and all Nova Scotians; and

Whereas the last leg home was not the end of the ship's tour of duty as crew came to the aid Sunday, near Sable Island, to assist a 24-year-old Shelburne crew member of a fishing vessel who was complaining of chest pains;

Therefore be it resolved that the members of this House thankfully welcome the safe return of the crew of the HMCS Toronto who sacrificed precious time from loved ones and placed themselves in harm's way in the war on terrorism and thank them also for their quick aid to a fellow Nova Scotian along their way home.

RESOLUTION NO. 4053

HON. JANE PURVES: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas Lieutenant Governor's Education Medal is awarded annually to exceptional Grade 11 students in each Nova Scotia high school; and

Whereas the medal recognizes commendable performance in courses, leadership qualities and service in the school and community; and

Whereas 31 Halifax Regional School Board students received their medals at a ceremony last week and other boards across Nova Scotia will hold events to honour their exceptional students in the coming days;

Therefore be it resolved that the members of this House congratulate the 2002 Lieutenant Governor's Education Medal recipients for their special achievements.

RESOLUTION NO. 4054

HON. JAMES MUIR: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the 92nd Kermesse, an annual event of the auxiliary of the IWK Health Centre, took place last Saturday to raise funds for medical research and service improvements at the hospital; and

Whereas formed in 1946 on the initiative of a small group of dedicated women, the auxiliary now has more than 100 members and its impact on the development of the IWK Health Centre has been substantial; and

Whereas the auxiliary aims to support the IWK Health Centre in its mission and devotes time and money to children, women and families served by the IWK and advocates for the health and wellness of children and women;

Therefore be it resolved that the members of this House thank the members of the auxiliary of the IWK Health Centre for their hard work and dedication to the IWK and congratulate them on another successful Kermesse.

RESOLUTION NO. 4055

MR. JOHN HOLM: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas this House is considering legislation to reduce Nova Scotians' exposure to second-hand smoke; and

Whereas this legislation deals with one of the most severe threats that exists today to the health of Nova Scotians; and

Whereas there should be no artificial or arbitrary barriers to the goals of public health and health prevention;

Therefore be it resolved that this House urges Mr. Speaker and the Committee on Assembly Matters to ensure that enactments regarding second-hand smoke are applied to Province House and its precincts.

MR. MANNING MACDONALD: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas Sydney pediatrician Dr. Andrew Lynk received the Health Promotion Award during the Medical Society of Nova Scotia's annual conference; and

Whereas Dr. Lynk is a passionate promoter of health on many fronts, including bicycle helmet legislation and anti-smoking legislation in all public buildings; and

Whereas his leadership and accomplishments have put him at the forefront of health promotion in Nova Scotian;

Therefore be it resolved that Dr. Andrew Lynk be congratulated upon receiving the first annual Health Promotion Award of the Medical Society of Nova Scotia.

MR. DAVID HENDSBEE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas this past weekend, May 24th to 26th, the RCMP "H" Division, during its Spirit of Unity celebrations, rededicated the Constable Jonathan A. Skeete Memorial Wall of Honour at the Black Cultural Centre for Nova Scotia; and

Whereas this wall of honour depicts all of the African Nova Scotia RCMP officers who were either born or stationed here in Nova Scotia; and

Whereas RCMP Commissioner Guiliano Zaccardilli and the Lieutenant Governor, Her Honour Myra Freeman, were on hand to acknowledge the accomplishments of retired Constable Hartley Gosline, the first RCMP recruit of African-Canadian descent and all those who have followed him since then with a complement of more than 40 Black members strong;

Therefore be it resolved that all members of this House congratulate the RCMP for their endeavours in promoting partnership and unity through its community policing initiatives and cultural diversity within their ranks.

Whereas the Royal Canadian Legion, Branch 153, in Whites Lake held its annual award ceremony on Saturday, May 25th; and

Whereas the highlight of the evening was the presentation of a Life Membership Award to Comrade Robert Purdy; and

Whereas Robert Purdy has given many years of service to our Legion;

MR. RUSSELL MACKINNON: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the closure of Sir John A. Macdonald High School earlier this year has been a trying time for the students and parents who have to share C.P. Allen High School in split shifts; and

Whereas on Friday, test results came in showing that Sir John A. MacDonald High School's drinking water is contaminated with radioactive lead; and

Whereas the quote of the week will surely go to the Minister of Environment and Labour for saying, "It's not a dramatic exceeding of the Canadian drinking water guidelines for total radioactivity.";

Therefore be it resolved that all members of this House recognize the need for a solution in regard to the split shifts, that the Canadian drinking water guidelines are in effect for a reason and that any radioactive levels above these guidelines are totally unacceptable.

MS. MAUREEN MACDONALD: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the Cannes Film Festival in France wrapped up its 55th annual awards ceremony yesterday; and

Whereas Bowling for Columbine, Michael Moore's documentary about the gun culture in the United States, won a special 55th Anniversary prize at Cannes; and

Whereas Halifax's own Salter Street Films was co-producer of Michael Moore's film, proving that Charles Bishop and Michael Donovan showed vision and wisdom in taking on such a project;

Therefore be it resolved that members of this House congratulate Charles Bishop, Michael Donovan and Salter Street Films on co-producing Bowling for Columbine and on being winners of the special 55th Anniversary prize at Cannes.

HON. MICHAEL BAKER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the Grade 6 students of Bridgewater Elementary School recently celebrated their graduation from the Drug Abuse Resistance Education program, or DARE, as it is commonly known; and

Whereas the program teaches young people about the harmful effects of drugs and alcohol, builds self-esteem and sets the stage for a future free from violence; and

Whereas the Bridgewater Police, staff of Bridgewater Elementary School and community sponsors like Michelin, Lighthouse Publishing, Pharmasave and the local Rotary Club helped make the program possible;

Therefore be it resolved that all members of the House commend this program, the graduates and those who made this very worthwhile project possible.

Whereas May 25th to June 1st marks Access Awareness Week in Nova Scotia; and

Whereas this week we celebrate the work and accomplishments of Nova Scotians to make their communities more inclusive and accessible for persons with disabilities; and

Whereas worthy, not-for-profit groups such as the Partnership for Access Awareness Nova Scotia (PAANS) work tirelessly to achieve their goal of an inclusive, diverse and barrier-free society;

Therefore be it resolved that this House join the Partnership for Access Awareness Nova Scotia in celebrating this week as Access Awareness Week in Nova Scotia.

MR. DONALD DOWNE: Mr. Speaker, first, if I may indulge the House to make an introduction. It is my pleasure to introduce a number of young men in the west gallery who are here from Ontario, and one is formerly from Antigonish. His name is Dr. John Gillis, who is a son of a previous member of this Legislature, Mr. Bill Gillis. Along with him are Mr. Sean Cleary, Wade Gofton, Geoff Mills, Jordan Cheskes and Jason Atlas. I would ask them all to stand and receive the warm welcome of the Legislative Assembly of the Province of Nova Scotia and wish them a good visit while they're here from Ontario. (Applause)

RESOLUTION NO. 4063

MR. DONALD DOWNE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas Erin Selig raised more than $500 for her school's World Vision 30-hour famine; and

Whereas the young woman with a big heart and compassion for those less fortunate is a student at the Bridgewater High School; and

Whereas founded in 1950, World Vision is a Christian humanitarian organization serving the world's poorest children and families in nearly 100 countries;

Therefore be it resolved that members of this House extend their congratulations to Ms. Erin Selig and acknowledge her contribution to help those less fortunate.

HON. MICHAEL BAKER: Mr. Speaker, in my capacity as the Minister responsible for the Public Service Commission, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the Career Starts Internship Program provides 16 post-secondary graduates with an opportunity to work in the Nova Scotia Civil Service in their chosen field; and

Whereas the Career Starts program is in line with the government's overall goal to recruit and attract young people to the Public Service; and

Whereas last year all the interns found gainful employment following their internship in their chosen field in either the private sector or some level of government;

Therefore be it resolved the Nova Scotia Government is looking forward to welcoming the next 16 interns and the energy and enthusiasm they will bring to the Public Service.

RESOLUTION NO. 4065

MR. HOWARD EPSTEIN: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas the Atlantic Writing Awards ceremony, held at Alderney Landing Theatre in Dartmouth on Friday, May 24th, was a highlight of Atlantic Book Week & Festival; and

Whereas at the ceremony Mayor Peter Kelly presented the $1,000 Mayor's Award for Cultural Achievement in Literature to Noreen Smiley; and

Whereas Noreen Smiley acted as the first manager of Word on the Street, has been a member of the board of the Canadian Children's Book Centre, a driving force at the Nova Scotia Children's Literature Round table, past president of the Writers' Federation, and a teacher and writer;

Therefore be it resolved that this House congratulate Noreen Smiley on having received the Mayor's Award for Cultural Achievement in Literature and acknowledge her significant contribution to writing and literature in the Province of Nova Scotia.

Whereas HMCS Toronto spent this last weekend assisting with an offshore medical emergency; and

Whereas this was a fitting return for the frigate that had spent the last six months assisting Canadians and, indeed, the world in the fight against terrorism; and

Whereas many family and friends were waiting this morning to warmly greet the return of the Toronto;

Therefore be it resolved that this House join in that warm greeting welcoming HMCS Toronto and add our thanks to the brave efforts and sacrifices made on all of our behalf.

MR. TIMOTHY OLIVE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:

Whereas I was pleased to attend the 14th annual Dartmouth Book Awards held last week at Alderney Landing during the Atlantic Book Week Festival as part of the larger Atlantic Writing Awards, which celebrates the best works of fiction and non-fiction that have a Nova Scotian flavour; and

Whereas Kate Langan of Dartmouth, a freelance writer and broadcaster who also teaches wooden boat building and works as a fibre artist, won the Dartmouth Book Prize for Non-Fiction for The Art of Worship: The Vision & Craft of Contemporary Nova Scotia Artists; and

Whereas first-time novelist, David Doucette, an English as a second language instructor at St. Mary's University, won the Dartmouth Writing Award for Fiction for Strong at the Broken Places;

Therefore be it resolved that members of this House congratulate all those who won Atlantic Writing Awards last week and thank the organizers of the Dartmouth Book Awards for honouring writers from the four Atlantic Provinces and for increasing public appreciation of literature.

Whereas over the weekend, Cape Breton was host to 1,105 runners from Ontario, Quebec, New Brunswick, Nova Scotia, the New England area of the U.S. and Ireland for the running of the Cabot Trail Relay Race; and

Whereas 65 teams of runners took part with each team member running one of 17 legs of the trail varying from 12 to 20 kilometres in length; and

Whereas in the 14 years since its creation, the Cabot Trail Relay Race has evolved into one of the premier events of the year for runners, with more teams wanting to take part than the organizers could accommodate;

Therefore be it resolved that all members of this House congratulate the organizers and all participants in another successful running of the Cabot Trail Relay Race.

Whereas the role Canadian soldiers played in the liberation of Holland from the Nazi regime was monumental and the Dutch people, young and old, have never forgotten; and

Whereas the Dutch Medal of Remembrance was created by the Kingdom of the Netherlands to formally recognize Canadian soldiers and in a gesture of generosity, the Dutch Ambassador, Jacques van Hellenburg Hubar, has brought these medals to veterans or their spouses living in the Maritimes; and

Whereas with the help of the coordinating efforts of Henry Van Berkel, the Nova Scotia campaign has included seven ceremonies across the province, where in Cape Breton alone nearly 550 medals were presented to veterans and their survivors;

Therefore be it resolved that all members of this House sincerely thank the Dutch people for their remembrance of our Canadian soldiers and acknowledge the members of the Royal Canadian Legion who have made sure our veterans receive their due recognition.
