MR. KEVIN DEVEAUX: Mr. Speaker, on behalf of the residents of Eastern Passage, I beg leave to file a petition. The operative clause reads, "According to the 'Evaluation of High Schools' report produced by the Department of Education in May, 2000, Cole Harbour District (High School) is the only school whose projected enrollment exceeds the 'theoretical building maximum'. Given the fact that over 50% of that school's population comes from Eastern Passage and the inability, for logistical reasons, to transfer these students to another school with less capacity pressures, it is our opinion that the only alternative is to build a high school in our community." I have affixed my signature.

MR. DARRELL DEXTER: Mr. Speaker, I beg leave to table a petition on behalf of the residents of Truro and the surrounding area. The operative clause reads, "We the undersigned are opposed to the planned cuts to the pediatric nursing staff at Colchester Regional Hospital scheduled to begin on November 2, 2000. We believe that a 50% reduction in nursing staff will put our children at risk of being treated in an unsafe health care environment. We demand that the administration of the Colchester Regional Hospital find alternative funding solutions." This has 1,003 signatures. I have affixed my signature, bringing the total to 6,008 signatures so far.

Whereas By What Right? reminds us all of how lucky we are to live in Canada and how we must strive for basic human rights world-wide;

Whereas this government, through its Sport and Recreation Commission, contributed $45,000 to the restoration of this important facility for women and families;
Therefore be it resolved that all members extend the warmest congratulations of this House to the YWCA's board and staff on today's official launch of its refurbished building, its renovated multi-purpose centre and its newly reopened swimming pool, which adds to the community capacity to foster wellness in the full sense of the word.

Whereas Administrator Charlene Thomas and staff at the Riverview Home in Pictou County have been internationally recognized for developing a special kind of therapy; and
Whereas Ms. Thomas, after submitting this unique model of therapy to an international committee for consideration, has been chosen to make a presentation in March, in Vancouver, at the 50th Anniversary Conference of the International Association for Educational Guidance; and
Whereas the therapy is described as a non-aversive change model, which assists those with mental challenges or mental illness in learning the skills they need to become more independent;
Therefore be it resolved that MLAs commend this fantastic work being done by Charlene Thomas and her staff at the Riverview Home Adult Residential Centre in Pictou County, and wish her all the best when she speaks at the international conference in March.

Whereas when Senator Bernie Boudreau was Finance Minister and Health Minister, he described the loss of 1,250 hospital beds and the freeze on long-term beds as "right-sizing"; and
Whereas the Senator took another step towards "right-sizing" when he fended off a Canada Health Act inquiry into the Liberals' introduction of user fees for such preventive care as Pap smears; and
Whereas Senator Boudreau's "right-sizing" included the elimination of almost 1,000 nursing jobs, the biggest nursing cut in Canada;
Therefore be it resolved that Kevin Little was right when he wrote "it is the total lack of sincerity of this Party when it comes to policy in general, and poverty in particular, that leads me to conclude there is no hope for the Liberals."

Whereas clearly the Tories and the NDP are trying to draw attention away from the fact that they are failing to represent the concerns of their constituents here in the provincial Legislature; and
Whereas valuable provincial resources are being used by the NDP and the Tories for blatant partisan purposes at the federal level;
Therefore be it resolved that if the NDP and the Tories continue to waste the valuable time of this House, they should at least have the decency to ensure their donation of provincial resources is claimed as an election contribution so the taxpayers of Nova Scotia may finally receive a tax break.

Whereas the Bill and Melinda Gates Foundation donated $855,000 worth of computer equipment to public libraries in Nova Scotia to provide low-income earners access to computer resources, as well as the Internet; and
Whereas this grant has allowed the provincial library to establish regional computer centres in Yarmouth, Halifax, Sydney and Truro;
Therefore be it resolved that all members of this House express their gratitude to Bill and Melinda Gates for their generosity, and wish them all the best in the future.

Whereas this government's latest response to the federal government on seeking funding for Highway No. 101 is "please include us in the same program as Quebec"; and
Whereas that appears to be a pretty feeble attempt to secure funding for a highway that is considered the most dangerous in this province; and
Whereas taxpayers in this province pay $125 million in fuel taxes to Ottawa and will get back a mere $20 million over four years;
Therefore be it resolved that the Premier and his Minister of Transportation become a little more forceful in requests to Ottawa and demand instead of begging money to rebuild Highway No. 101.

MR. DONALD DOWNE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the Finance Minister is finally going to recalculate the 1993 Buchanan/LeBlanc deficit using Generally Accepted Accounting Principles after promising to have his figures ready over a year ago; and
Whereas unfortunately a whole year has passed and Nova Scotians have been left with the impression that a valid comparison between the 1993 deficit and the 1999 deficit is real; and
Whereas it is understandable that the task of recalculating the 1993 deficit would take time considering the archaic accounting methods of the Buchanan/LeBlanc era;
Therefore be it resolved that last year's failure of the minister to recalculate the 1993 deficit using GAAP can only be seen as an attempt to misrepresent the truth about the evolving financial situation in Nova Scotia, and that the minister should take immediate steps to correct the false impressions now.

Whereas Dr. Bernie MacLean of Inverness graduated from Dalhousie University in 1961, and came to Inverness Consolidated Memorial Hospital in 1962 with plans to stay for a period of six months; and
Whereas thankfully, Dr. Bernie went on to serve the community of Inverness County and surrounding area for 39 years, going beyond the call of duty, selflessly helping those with medical needs; and
Whereas this well-respected Nova Scotian physician will be honoured at a testimonial dinner in Port Hood on Saturday, November 18, 2000;
Therefore be it resolved that the members of this House acknowledge Dr. Bernie's contributions to the health of his community and wish him and his wife, Jean, continued health and prosperity.

Whereas Education Partners in Nova Scotia have planned a national conference from November 16th to November 18th, titled Children, Poverty and Education: Meeting the Challenge, during this very significant month for children; and
Whereas this national conference will increase awareness at all levels in the education system with regard to the difficulties faced by children living in poverty; and
Whereas this conference will offer practical and effective strategies for addressing issues related to poverty and education;
Therefore be it resolved that we congratulate the education partners on their initiative to stage this national conference and that we extend wishes for a successful event.

Whereas the Minister of Health broke his promise to staff of the Colchester Regional Hospital by allowing the complement of experienced paediatric nurses to fall below the agreed to level; and
Whereas the minister seems to think everything is fine despite the fact there have been four shifts with only one nurse on the unit and seven shifts with just a float nurse and a paediatric nurse; and
Whereas the minister's negligence has even prompted one doctor to level the very serious charge that the minister "misled the House" of Assembly on the issue;
Therefore be it resolved that the Minister of Health apologize to the dedicated care providers at the Colchester Regional Hospital for dismissing their concerns and breaking his side of a bargain that was made in good faith.

Whereas the parents of these brothers, Ken and Evelyn, first opened the family clothing outlet in 1949, with the sons having taken over the operation of the store in the early 1970's; and
Whereas customers always spoke of the special friendly service they received whenever shopping at Marshall's;
Therefore be it resolved that the MLAs extend our sincerest and best wishes to Blair and John Marshall and the Marshall family for providing western Kings County with a first-class shopping experience for the past 51 years.

Whereas Ms. Johnson has ensured the children at Tallahassee have access to computers, books and other materials and also does morning and lunch duties and book fairs;
Therefore be it resolved that this House congratulate Marguerita Johnson for her service to the students of Tallahassee Community School and the people of Eastern Passage and extend our thanks for her contribution to education.

Whereas when the provincial flood relief program was announced it only covered damages that happened after November 1st; and
Whereas the damage in Neil's Harbour is a result of flooding over several days starting on October 29th;
Therefore be it resolved that the Minister responsible for the Emergency Measures Act make sure that the people of these communities have fair and equal access to this program for flood damage that began on October 29th.

Whereas Truro doctors say the Colchester Regional Hospital has been unable to live up to a commitment to adequately staff the paediatric unit; and
Whereas Obstetrician Dr. Nicholas Clague says the hospital and the Northern Regional Health Board have broken their promise to have two paediatric nurses in the unit for all shifts until an external review is completed; and
Whereas 6,008 citizens of the Colchester area have signed a petition demanding adequate staffing be maintained in the paediatric unit of the Colchester Regional Hospital;
Therefore be it resolved that the Minister of Health explain to this House and the people of Colchester why he has allowed this hospital and health board to break his word to the people of the area.

Whereas the NDP has not elected a federal member in Ontario since the debacle of the Bob Rae provincial government and stands on the brink of wipe-out in Saskatchewan and B.C.;
Therefore be it resolved that Nova Scotians voters should get with it, ignore the NDP and give full support to the Liberal Party of Prime Minister Jean Chretien which provides the leadership needed to keep our country united, strong and free.

Whereas HRM Council has taken a progressive step in adopting a by-law to control the use of pesticides in residential neighbourhoods; and

Whereas HRM Council was able to do so because of provisions in the Municipal Government Act that give it specific regulatory powers; and
Whereas other municipalities in Nova Scotia do not have equivalent regulatory powers respecting pesticides;
Therefore be it resolved that the government consider making amendments to the Municipal Government Act to extend that greater range of powers to all municipalities in the province.

Therefore be it resolved that the members of this House recognize that the Red Tape Reduction Task Force Sunday shopping recommendation will hurt Nova Scotia small business instead of helping them, especially in the riding of Kings West.

Whereas the province is selling its 8.4 per cent of the Sable gas project that could mean Nova Scotians are denied access to their own natural gas; and
Whereas the bulk of the NSRL debt was rung up under the Donnie Cameron Government, a government that the Finance Minister was part of;
Therefore be it resolved that the Minister of Finance be condemned for his convenient memory loss that makes him unable to remember the Tory Governments he was part of, including the government that racked up over $600 million of NSRL debt with no benefit to Nova Scotia.

Whereas yesterday the Department of Community Services issued a news release saying that recipients will not be forced to sell their family home before they apply for social assistance; and
Whereas it would be equally reassuring to promise that one will not lose one's head before it is placed in the guillotine;
Therefore be it resolved that the Minister of Community Services should either keep the law protecting family homes from forced surrender or else have the courage to tell the whole truth about what he is doing and why.

Whereas people in the area serviced by the Colchester Regional Hospital feel their own MLA is not representing their concerns here in this Legislature and with the provincial government; and
Whereas the Minister of Health, the MLA for Truro-Bible Hill, refuses to listen to the very people who elected him;
Therefore be it resolved that the Minister of Health reconsider his ill-conceived and ill-planned cuts at the Colchester Regional Hospital and restore full paediatric care nursing to the hospital as demanded by the residents.

Whereas the Highland Village in Iona is one of the finest community museums in Nova Scotia, if not Canada; and
Whereas for the first time in several years, tourism numbers at the Highland Village are down despite the existence of a full-time Tourism Minister; and
Whereas the minister pointed to new jobs at the Highland Village as proof this government is working to promote tourism, even though the funding for these jobs came from Ottawa;
Therefore be it resolved that the federal Liberal Government of Jean Chretien deserves to be thanked for funding new jobs at the Highland Village because this Tory Government is doing nothing to help tourism in Cape Breton.

Whereas the Premier and his colleagues have moved into full-throttle damage control to try to explain why they are repealing the protection of family homes of social assistance recipients; and
Whereas the one step that would best reassure Nova Scotians is the announcement that the law protecting homes from forced surrender will remain on the books; and
Whereas so far the government has not agreed to any such amendment, choosing instead to issue news releases and false assurances;
Therefore be it resolved that this House urges the Premier to follow his Tory predecessors and leave in place the 1988 law by which this House made sure that no regulation or arbitrary action could result in the forced surrender of a family home to pay for social assistance.

Whereas the member for Bedford-Fall River is taking offence to the former Town of Bedford being referred to as Bedrock; and
Whereas the fictional Town of Bedrock has provided 40 years of entertainment for children and adults alike, where the good citizens of Bedrock lead productive lives, keep nice homes and share a strong sense of community; and
Whereas any comparison to Bedrock should be seen as a compliment rather than a slur, especially to the current Community Services Minister because as far as we know, everybody had a job in Bedrock;
Therefore be it resolved that the members of this House urge the Minister of Community Services to lighten up a little and realize that while Bedrock is not perfect, it could be a model for Tory social assistance reform considering both ideas share the same Stone Age origin.

Whereas HRM Council has taken a progressive step in adopting a by-law to control the use of pesticides in residential neighbourhoods; and
Whereas the federal government process for the registration of pesticides involves estimates of the impact on human health based on extrapolations from lab-animal testing measured on what will happen when an adult, healthy male is exposed to a limited dosage; and
Whereas a one-size-fits-all approval leaves out of account cumulative exposures to multiple chemicals and the sensitivities of children;
Therefore be it resolved that the Acting Minister of Environment and Labour take action to press the federal government to change its process for the registration of pesticides to take account of the special vulnerability of children.

Whereas the Nova Scotia Poverty Report Card indicates that in 1989 Nova Scotia's poverty rate was the fourth lowest in Canada, as of 1998 Nova Scotia was the second highest; and
Whereas the report also states, "Concerned observers should look at the poor performance of governments in protecting Nova Scotia's families from poverty and are prompted to ask: 'Why are the needs of our nation's children being neglected and why are Nova Scotia's children worse off than their counterparts in other provinces?'"
Therefore be it resolved that the Premier rise in this House today and answer the question, ". . . why are Nova Scotia's children worse off than their counterparts in other provinces?"

Whereas the Nova Scotia Student Advocacy Coalition is launching a province-wide campaign to draw attention to post-secondary issues; and
Whereas the Nova Scotia Student Advocacy Coalition recommends that the government replace the cancelled Loan Remission Program with a Nova Scotia student grant program;
Therefore be it resolved that this government heed the request of the Nova Scotia Student Advocacy Coalition and consider taking steps to initiate a Nova Scotia student grant program.

Whereas the Maritime Centre of Excellence for Women's Health has recently published a trilogy featuring a selection of 22 research profiles from studies it has sponsored; and
Whereas this trilogy aptly reflects the centre's mandate and the role it plays in this region by filling a void in health research pertaining to women; and
Whereas the centre's "Call to Action" asks governments, federal and provincial, for their support of policy-based health research here in Atlantic Canada;
Therefore be it resolved that this House congratulate the Maritime Centre of Excellence for Women's Health staff, research associates and partners for their important contribution to the health and well-being of women in Atlantic Canada.

Whereas in an e-mail - which I will table - sent to the MLA for Kings South, he is accused of telling Mrs. Joyce Griffin to shut up and then slamming the receiver down on her; and
Whereas this type of behaviour cannot be tolerated by Tory MLAs who face tough questions by their constituents;
Therefore be it resolved that the Premier direct the member for Kings South to make a public apology to Mrs. Joyce Griffin for this unwarranted treatment, and I suggest an anger management course for this member as well.

Whereas the current PC Government's tourism numbers are 13 per cent ahead of where the previous Liberal Government was in 1998; and
Whereas one of the reasons is our newest Nova Scotia museum, the Highland Village in Iona; and
Whereas the Savage/MacLellan Liberals didn't have the intestinal fortitude to make them part of the Nova Scotia Museum even after many continued promises;
Therefore be it resolved that the members of this House remind the Liberals of this promise which they made but did not keep, and encourage the MLA for Victoria to congratulate this government publicly for doing what his government could not do.

Whereas Warrant Officer Laura Steeves is a member of the 1859 Springhill Cadet Corps and the daughter of Drew and Robin Steeves of Springhill, Cumberland County; and
Whereas Laura was chosen by the Royal Canadian Cadet Corps as 1 of 12 in Canada and the only one from Nova Scotia to join other cadets from across Canada to experience northwest African life in Morocco; and
Whereas this opportunity for Laura will be one from which she will carry many memories with her for the rest of her life as a result of the preparatory training and experience of a 10 day trek in the mountains and desert of Morocco;
Therefore be it resolved that all members of this Legislature congratulate Laura on representing the Springhill Cadet Corps, the Province of Nova Scotia and all Canadians for her tour of Morocco and wish her all the very best in the future.

Whereas at this time the department will recognize Bob Doncaster, who has retired after 24 years of service, a number of which he served as Chief, and Ken Hickman, who will be recognized as Firefighter of the Year; and
Whereas the two founding members of the Ladies' Auxiliary, Rouie Rushton, with 30 years service and Betty Stewart, with 30 years service, and Mary Doncaster, with 20 years service, will receive recognition for their exemplary service;
Therefore be it resolved that all members of this Legislature congratulate all the members of the Oxford Fire Department and the Ladies' Auxiliary for their hard work, dedication and commitment to the people of Oxford and area and wish them all the very best in the future.
