An Act Respecting
the Electrification of Transportation

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Electrification of Transportation Act.

2 The Government of the Province shall ensure that, by 2030, at least 50% of the vehicles owned by the Government are hybrid or battery-electric vehicles.

3 (1) The Government of the Province shall ensure that, by 2030, all school buses used to transport students to and from public schools are battery-electric vehicles.

(2) The Minister of Education and Early Childhood Development shall collaborate with education entities, as defined in the Education Act, to meet the goal described in subsection (1).

4 (1) The Minister of Public Works shall create a Workplace Electric Vehicle Charging Station Grant Program.

(2) Subject to Section 8 and the regulations, the Program shall provide a grant of up to $100,000 to governments, businesses and non-profit entities for the installation of Level 1 and Level 2 electric vehicle charging stations at workplaces.

(3) Money from a grant under subsection (2) may be used for planning, purchase, installation and other one-time costs associated with installing electric vehicle charging stations.

(4) The Minister shall base the amount of a grant under subsection (2) on the number of employees at the workplace.

5 (1) The Minister of Public Works shall create a Public Attraction Electric Vehicle Charging Station Grant Program.

(2) Subject to Section 8 and the regulations, the Program may provide a grant of up to

(a) $160,000 for the installation of Level 1 electric vehicle charging stations; and

(b) $56,000 for the installation of Level 2 electric vehicle charging stations,

at locations available to the general public, governments, businesses, non-profit entities, electric utilities and electric vehicle charging equipment providers.

(3) Money from a grant under subsection (2) may be used for planning, purchase, installation and other one-time costs associated with installing electric vehicle charging stations.

6 (1) In this Section, "qualified individual" means an individual whose household income is less than the amount prescribed by the regulations.

(2) The Minister of Public Works shall create a Voluntary Vehicle Retirement and Replacement Grant Program.

(3) Subject to Section 8 and the regulations, the Program shall provide a grant of up to $3,000 to qualified individuals for the retirement and replacement of internal combustion engine vehicles with hybrid or battery-electric vehicles.

(4) An individual may only receive a grant from the Program once.

(5) For greater certainty, a grant under the Program is in addition to any other rebate or incentive for the purchase of a hybrid or battery-electric vehicle.

7 (1) The Governor in Council may make regulations

(a) respecting programs and grants under this Act, including

    (i) eligibility for grants,

    (ii) the form and manner of applications for a grant,

    (iii) the amounts of grants and timing for the payment of grants, and

    (iv) any other matter necessary or advisable to administer a grant or program under this Act;

(b) prescribing a household income for the purpose of the definition of "qualified individual" in Section 6;

(c) defining any word or expression used but not defined in this Act;

(d) respecting any matter the Governor in Council considers necessary or advisable to carry out effectively the intent and purpose of this Act.

(2) The exercise by the Governor in Council of the authority in subsection (1) is a regulation within the meaning of the Regulations Act.

8 The money required for the purpose of this Act must be paid out of money appropriated by the Legislature for that purpose.
