An Act to Establish
a 2SLGBTQIA+ Bill of Rights

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the 2SLGBTQIA+ Bill of Rights.

2 The purpose of this Act is to reaffirm the rights of 2SLGBTQIA+ Nova Scotians under the Canadian Charter of Rights and Freedoms by establishing

(a) a working group to address 2SLGBTQIA+ health inequities; and

(b) a 2SLGBTQIA+ equity directorate.

3 In this Act,

(a) "directorate" means the 2SLGBTQIA+ equity directorate established under Section 5;

(b) "Minister" means the member of the Executive Council charged with the administration of this Act;

(c) "working group" means the working group to address 2SLGBTQIA+ health inequities established under Section 4.

4 (1) Subject to Section 6, the Minister shall establish a working group to address 2SLGBTQIA+ health inequities.

(2) The working group shall consider, and make recommendations to the Minister respecting

(a) coverage of medication and gender-affirming care in accordance with the World Professional Association for Transgender Health's Standards of Care for the Health of Transgender and Gender Diverse People;

(b) improved training for health care providers;

(c) funding for community health and sexual health organizations; and

(d) any other matter the working group considers relevant to addressing 2SLGBTQIA+ health inequities.

5 (1) Subject to Section 6, the Minister shall establish a 2SLGBTQIA+ equity directorate.

(2) The directorate shall

(a) regularly consult with the 2SLGBTQIA+ community respecting legislation and policy development;

(b) develop strategies to improve 2SLGBTQIA+ equity; and

(c) report to the Minister on progress in improving 2SLGBTQIA+ equity, including with respect to

    (i) housing,

    (ii) education,

    (iii) employment,

    (iv) government services,

    (v) justice, and

    (vi) any other matter the directorate considers relevant to 2SLGBTQIA+ equity.

6 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
