Explanatory Note

This Bill amends the Public Procurement Act to

(a) require the Minister of Internal Services to develop a policy respecting the location of facilities and structures that provide Government services to the public; and

(b) allow public-sector entities to apply a preference for facilities and structures that accord with the policy.

An Act to Amend Chapter 12
of the Acts of 2011,
the Public Procurement Act

Be it enacted by the Governor and Assembly as follows:

1 Chapter 12 of the Acts of 2011, the Public Procurement Act, is amended by adding immediately after Section 13 the following Section:

    13A (1) The Minister shall, in consultation with the Licensed Professional Planners Association of Nova Scotia, develop a policy respecting the location of facilities and structures where Government services to the public are provided.

    (2) A policy developed under subsection (1) must

    (a) include the purchase, construction or leasing of facilities and structures;

    (b) take into account the objective of locating Government services in places that are accessible by active and public transportation; and

    (c) promote the improvement of the social, economic, environmental and cultural connections of the communities in which facilities and structures are located.

    (3) Public-sector entities may apply a preference for facilities and structures that accord with a policy developed under subsection (1).
