Explanatory Note

This Bill requires the Minister to include a mandatory Grade 12 civics course in the public school program and prevents persons from being granted a high school leaving certificate without having completed that course.

An Act to Amend Schedule A
of Chapter 1 of the Acts of 2018,
the Education Act,
Respecting a Mandatory Civics Course

Be it enacted by the Governor and Assembly as follows:

1 Section 9 of Schedule A of Chapter 1 of the Acts of 2018, the Education Act, is amended by adding “(1)” immediately after the Section number and adding the following subsection:

    (2) The Minister shall ensure that

    (a) the public school program includes a mandatory Grade 12 civics course that focuses on political literacy, the importance of civic engagement, the value of diversity and the acceptance of different cultures and governmental systems; and

    (b) no person is granted a high school leaving certificate without having completed the civics course referred to in clause (a).
