An Act to Establish Vocational
Training in Schools

WHEREAS we recognize the dignity in our trades;

AND WHEREAS the Ivany report recognizes the importance of improving the productivity and competitiveness of the manufacturing industry as a part of the long-term turnaround plan for Nova Scotia's economy;

AND WHEREAS vocational training will help to meet the current and future needs of the manufacturing industry and prepare students for its labour force;

AND WHEREAS the employment of young people will help to maintain the social, cultural and economic fabric of Nova Scotia;

THEREFORE be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Vocational Training Act.

2 In this Act,

(a) "Minister" means the Minister of Labour and Advanced Education;

(b) "Nova Scotia Community College" means the Nova Scotia Community College established under the Community Colleges Act.

3 (1) Within 100 days of the coming into force of this Act, the Minister shall commence a public consultation process to allow persons in the Province to make recommendations for and comment on options with respect to establishing vocational training in the Nova Scotia Community College.

(2) The public consultation process must include no fewer than six and no more than nine public meetings during which students, teachers and parents and representatives of labour, industry and the Nova Scotia Community College may provide recommendations and comments.

(3) The public consultation process must be completed within 18 months of the coming into force of this Act.

4 (1) Within 30 days of the completion of the public consultation process, the Minister shall cause a report to be prepared summarizing the recommendations and comments received during the public consultation process.

(2) The Minister shall table the report referred to in the Assembly if the Assembly is then sitting or, where the Assembly is not then sitting, file it with the Clerk of the Assembly.
