An Act to Establish a Public Travel Nurse
Incentive Program

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Public Travel Nurse Incentive Act.

2 In this Act,

(a) "incentive program" means the program developed under Section 5;

(b) "Minister" means the Minister of Health and Wellness;

(c) "Council" means the Nova Scotia Council of Nursing Unions and includes the Nova Scotia Nurses' Union, the Nova Scotia Government and General Employees Union, the Canadian Union of Public Employees and Unifor in their capacity as representatives of acute care nurses.

3 (1) The Minister shall establish a committee composed of representatives from the Council.

(2) The Council may nominate three members to serve on the committee.

4 The committee shall consider the following incentives for nurses to help address staff shortages:

(a) wage incentives;

(b) premium rates of pay;

(c) payment of travel and accommodation expenses;

(d) mileage rates;

(e) per diems; and

(f) such other incentives as the committee decides.

5 Subject to Section 6, the Minister shall consult with the committee and incorporate its recommendations to develop and implement an incentive program on or before November 20, 2023, to facilitate nursing coverage in areas of staff shortages.

6 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
