A meeting of the House of Assembly Management Commission was held in the Committee Room of One Government Place on Wednesday, September 27, 2023, at noon.
Present were: Hon. Keith Bain, Chair; Nolan Young; Hon. Kim Masland; Hon. Allan MacMaster; John A. MacDonald (substituting for Danielle Barkhouse); Hon. Derek Mombourquette; Hon. Iain Rankin (substituting for Hon. Keith Irving); Susan Leblanc; and James Charlton, Chief Clerk and Secretary to the Management Commission.

The meeting was called to order by Mr. Bain at 12:04 p.m.
1) Minutes of May 24, 2023, meeting
It was moved by Mr. Young and seconded by Mr. Mombourquette that the minutes of the May 24, 2023, meeting be approved as circulated.

2) Amendments to regulations
The Chief Clerk reviewed proposed amendments to ss. 3, 7, 8, 10-12, 18, 21-24, 24A, 27, 34, 42, 43, 43A, 44-48 and 50 of the House of Assembly Management Commission Regulations.
It was moved by Mr. MacDonald and seconded by Ms. Leblanc that the proposed amendments to the House of Assembly Management Commission Regulations be approved.

3) Political Activity and Impartiality Policy
The Chief Clerk reviewed a proposed Political Activity and Impartiality Policy for the employees and officers of the Assembly offices.
A discussion ensued with Mr. MacDonald, the Chief Clerk and Mr. MacMaster participating.
It was moved by Mr. MacDonald and seconded by Mr. Young that the proposed Political Activity and Impartiality Policy be approved as presented.

4) Appointment of auditor
It was moved by Mr. MacDonald and seconded by Mr. Young that the Auditor General be appointed as auditor of the accounts of the House of Assembly for the fiscal year ending March 31, 2024, pursuant to Section 22 of the House of Assembly Management Commission Act.

5) Annual CPI adjustment
The Chief Clerk advised that this item was deferred from the May 24, 2023, meeting of the Management Commission and reviewed the requirement under s. 52 of the House of Assembly Management Regulations for the Management Commission to approve the annual CPI adjustment to the fixed amounts set out in the Regulations.
A discussion ensued with Mses. Masland and Leblanc and Messrs. Mombourquette and MacMaster participating.
It was moved by Ms. Masland and seconded by Mr. MacDonald that the increase on April 1, 2023, of the fixed amounts set out in the House of Assembly Management Commission Regulations by 4.4%, rounded to the nearest dollar, as provided for under subsection 52(1) of the Regulations be rejected.

6) 2023-24 financial reports – 1st Quarter
The Director of Operations and Administration reviewed the 1st Quarter report for the 2023-24 fiscal year.
The agenda being concluded, the meeting adjourned at 12:39 p.m.
