HON. MARK FUREY « » : I beg leave to make an introduction before reading my resolution.
THE SPEAKER « » : Permission granted.
MARK FUREY « » : I would like to draw my colleagues' attention to the East Gallery, where we're joined today by a number of individuals with United Way. As I call your name, I'm going to ask you to stand - Sara Napier, who is the CEO of United Way Halifax, is not with us this morning. Proud provincial government public servants Mary Lou Burke, who is the executive chair for the provincial United Way campaign; Wayne Woodard, who is the executive co-chair for the provincial campaign; and Karen Forsyth-McNeil is the account executive for the Department of Justice and representing campaign leads for all government departments. Also joining us is Donna Mclean, who loaned her financial skills to this year's campaign; and Michelle Crosby, who contributed her creative marketing skills.
With the support of many deputies, these extremely dedicated individuals helped to lead the province, not only in reaching its fundraising goal but in exceeding it in a very significant way. I ask my colleagues in the House to give them a warm welcome. (Applause)

RESOLUTION NO. 1916
HON. MARK FUREY « » : Madam Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Nova Scotia public servants give generously to the United Way each and every year through the provincial campaign, embracing the opportunity to support vulnerable Nova Scotians, to advance causes and assist charitable organizations in their communities; and
Whereas with the support of many public servants, deputy ministers, and United Way account leads in each department, staff across government answered the call by organizing countless activities to raise funds, from online auctions to bake sales and, of course, the ever so popular and challenging harbour swims; and
Whereas these efforts helped to build team spirit, connected staff to the communities they serve, and helped government exceed its target by raising an impressive $503,967, bringing the total contribution of provincial public servants to over $3.6 million over the past seven years;
Therefore be it resolved that all members of this House recognize the tremendous generosity and leadership shown by our dedicated public servants and thank them for their continued efforts, both in their jobs and in their support for the United Way, to ensure Nova Scotians receive the assistance they need.
Madam Speaker, I request waiver of notice and passage without debate.

BARBARA ADAMS « » : I rise today to recognize St. Peter's Anglican Church of Eastern Passage for opening up to the community most Tuesday mornings during the week for Parent and Tots Group. This is a great opportunity to meet and talk with other parents who live nearby, all with children under the school age. They play and they have snacks together, and the parents get a chance to share information and tips. The drop-in sessions are convenient for all of those who are unable to commit to a long-term program.
Mandy Raftus kindly volunteers her time to coordinate and host this wonderful group. I ask all members of the Nova Scotia Legislature to join me in thanking St. Peter's Anglican Church, as well as Mandy Raftus, for their dedication to giving back to their community.

Cdn. Citizenship Ceremony: Pride in Our Country - Thanks
KEITH IRVING « » : Madam Speaker, last week I had the honour of representing the Province at a Canadian citizenship ceremony held at Acadia University in my home community of Wolfville.
Citizenship Judge Joan Mahoney administered the citizenship oath to 45 new Canadian citizens from 13 countries. The ceremony was highlighted by an unannounced visit from Prime Minister Justin Trudeau, evoking gasps of surprise and cheers from our newest citizens, along with their families and friends.

In delivering my short remarks of welcome to our newest citizens, I couldn't help but be moved looking out at 45 excited and proud faces, many of whom were wearing red. Citizenship ceremonies generate an overwhelming sense of pride in this country because they shine a light on the richness and strength of our country through its newest citizens.
I ask all members of the House of Assembly to join me in welcoming these 45 new Canadian citizens and thanking them for choosing Nova Scotia as their new home.

Acadia Rec. Club: 96 Yrs. of Com. Serv. - Thanks
STEVE CRAIG « » : Madam Speaker, I rise today to thank the members of the Acadia Recreation Club of Lower Sackville.
In 1925, a group of citizens built a modest hall to provide space to accommodate community activities such as fundraising, dances, and card parties. This year, the Acadia Recreation Club marks its 96th year of service.
In the years following, the group also developed the land behind the hall and built a park known as Acadia Park. This allows the community to have an area of enjoyment: a playground, a walking path, flower and vegetable gardens, a mosaic art exhibit, a gazebo, a water fountain, a huge greenspace, and the Charles Fenerty Bandstand.
Madam Speaker, I would ask that all members of the House of Assembly join me in thanking the members of the Acadia Recreation Club for their continued commitment to keeping the club alive for the community of Lower Sackville.

Women in Bus.: Metro Tailors: 50 Yrs. of Bus. - Congrats.
CLAUDIA CHENDER « » : Madam Speaker, I rise today to recognize Ekaterini (Katherine) Keramaris. Katherine is celebrating 50 years in business at Metro Tailors on Queen Street in downtown Dartmouth. She started the tailor shop with her husband, Photios Keramaris, when they immigrated here from Greece in 1970. Photios passed away 21 years ago, and Katherine is still at the shop solo every day working her magic on the machine.
As we celebrate International Women's Day, I'd like to take the opportunity to draw your attention to the fact that Dartmouth has a long history of entrepreneurial businesswomen. Along with Katherine, we have trailblazers like Gloria Fisher of Fisher's Stationery, and Interlude Spa's Ruth Kraushar.
Today Dartmouth is populated by female entrepreneurs like Poet Comeau of Lake City Cider, Renée Lavallée of The Canteen, and Brianna Hagell of Vessel Meats. We have successful business owners like Samantha Dixon Slawter of Styles by SD, and Dorothy Yang of Custom Curves as well as independent artists like Rachel Blair-Johns and Briana Corr Scott.
I ask the House to join me in congratulating Katherine and Metro Tailors' 50-year anniversary and to join me in celebrating the powerful women who have come up in her wake.

McNeil, Theresa: Death of - Tribute
HON. STEPHEN MCNEIL (The Premier): Madam Speaker, yesterday was International Women's Day. Eleven years ago, our family lost our mother, grandmother, and great-grandmother. For many of us - for 13 of her 17 children - she was both our mother and our father.
After the sudden passing of our dad, she raised us with no driver's licence and no job and went on to become the first female sheriff in Canada. She was the rock that we all stood on for many days. When there were blessings of life, she shared them, and with the challenges of life, which come to us all, she absorbed them.
I want her to know that her six daughters are continuing her great tradition of kindness and love and fighting for equality in all its forms and that her 20 granddaughters are continuing to build on her legacy. Her 10 sons who are left - Terry's gone to join her and Dad - and her 21 grandsons are doing all we can to keep up with the girls. I want to let her know that even though she hasn't been here for the last 11 years, she's walked every step of this journey with us. (Standing Ovation)

Coldest Night 2020: Supporting Roots for Youth Soc. - Thanks
KARLA MACFARLANE « » : Madam Speaker, I rise today to thank all the participants, supporters, and donors who made the Coldest Night of the Year 2020 a success.
More than 200 people on 31 teams walked and raised funds for the Pictou County Roots for Youth Society. The society operates Roots House and several other residences for home-insecure youth aged 16 to 24. They also provide guidance, mentorship, and various programs.
The Coldest Night walk is the largest annual fundraiser for the society, with a 2-, 5-, or 10-kilometre option depending on the mobility of the supporter. Fortunately, this year's walk saw calm weather conditions and decent temperatures that hovered around zero.
Once again, I thank everyone who supported the Roots Society by participating in the Coldest Night 2020. The society plays such a vital role in the health and safety of our community and youth.

Chauvin, Max: Retirement - Congrats.
CLAUDIA CHENDER « » : Madam Speaker, I rise today to recognize Max Chauvin. Max is the current general manager of the Zatzman Sportsplex. I think I speak for the entire Dartmouth community when I say that he will be deeply missed when he retires from his position this Spring.
Max brought his 35 years of experience in recreation facility management and non-profit governance to the table during the redevelopment of the Dartmouth Sportsplex. He helped manifest a vision for a truly inclusive space to serve all of Dartmouth's demographics, which can be felt throughout the new facility and which has made it the best recreation facility in the HRM. I've said this before in this House: the Zatzman Sportsplex is both beautiful and accessible.
Max, your boundless energy is infectious, your sartorial style is unparalleled, and your dedication to Dartmouth will be felt for years to come. You will be missed, but I am sure we will see you on the waterslides.

Remarkable Season - Congrats.
HON. MARK FUREY « » : Madam Speaker, I rise today to congratulate the Park View Lady Panthers Hockey Club on their exciting and successful season, concluding their season as host to the Division 1 Girls Provincial Hockey Championships.
After an exciting shootout win in the semifinals, the Park View Lady Panthers, coached by Ken Foote, earned their place in the championship game. This determined and hard-working team would go on to be silver medallists, making them the first-ever Park View hockey team to win a provincial medal.
I ask members of this House of Assembly to please join me in congratulating the Park View Lady Panthers Hockey Club on a remarkable season.

N. Queens Nursing Home: 25th Anniv. - Thanks
KIM MASLAND « » : Madam Speaker, on March 11th North Queens Nursing Home will celebrate its 25th year of operation in its current facility. This facility is very special to me and to the people of Queens County.
The home first opened in 1938 as the Wright Nursing Home. In 1944 it became the Cottage Hospital, primarily supporting maternity care, and then it eventually evolved into the North Queens Nursing Home.
It not only serves as a long-term care facility for seniors but provides support to non-resident seniors, Meals on Wheels, and intergenerational programs with area schools. It provides clinical training rotations for students from secondary schools, colleges, and universities.
I ask all members of the House to join me in congratulating North Queens Nursing Home on this milestone anniversary and thank them for continuing to provide exceptional care to our residents.

D'Entremont, Simon: Stunning Photos - Bravo
HON. KELLY REGAN « » : Madam Speaker, I'd like to tell the Legislature about a Bedford resident who takes amazing wildlife photos and astrophotos.
Simon d'Entremont takes the most fantastic shots. His Instagram feed is just stunning. In recent weeks I've seen a tiny green-winged teal so close that you're sure you can reach out and touch it, water falling off a duck's back, a male tufted duck which is rarely seen here in Nova Scotia, and a bald eagle raising its wings and ruffling its feathers. Every stunning shot is accompanied by information about the creature we're observing and its name in French - so, bald eagle, pygargue à tete blanche; tufted duck, fuligule morillon; boreal chickadee, mésange à tete brune.
When I check out Simon's photos, I feel like I get a beautiful experience, an ornithology lesson, and a French tutorial all rolled into one post. Simon credits patience and taking hundreds of shots, sometimes thousands, for his success.
His name may be familiar to the members of this House. By day Simon d'Entremont is the Deputy Minister of Energy and Mines, and Seniors, and I suspect that patience plays a role there as well. Bravo, Simon.

Hartlen, Deborah: The Flag Shop - Congrats.
TIM HALMAN « » : Madam Speaker, as yesterday was International Women's Day, I rise to recognize Dartmouth East resident Dr. Deborah Hartlen, an entrepreneur who independently owns and operates the Flag Shop Nova Scotia in Dartmouth East.
The Flag Shop Nova Scotia is quick to adapt in a constantly changing market and is seizing opportunities to serve our community. When there was a lack of services relating to signal flags for the military community, the Flag Shop stepped in and developed a production method to meet their needs.
Not only have they recently celebrated their 25th anniversary, they have also been recognized by the Halifax Chamber of Commerce as a finalist in the Halifax Business Awards.
Madam Speaker, I ask the members of this House to join me in congratulating Dr. Hartlen and the staff at the Flag Shop Nova Scotia for their long-standing business services and for their recognition by the Halifax Chamber of Commerce.

Sia, Valerie: 2019 Young Citizens Award - Congrats.
HON. MARK FUREY « » : I rise today to congratulate Valerie Sia of Bridgewater on winning the 2019 Young Citizens Award. Valerie received her award at the Canadian Museum of History in Gatineau, Quebec, on January 19th.
The Young Citizens program is a contest that sees students across Canada compete for a trip to Ottawa to attend the Canada's History Forum by creating a short video on their heritage fair topic. Valerie's four-minute story, titled Railroaded: How the Chinese Railway Workers in British Columbia were Treated from 1881-1885, took her two months to complete and demonstrates the tireless efforts of Chinese labourers as they overcame discrimination and dangerous conditions to provide a better life for their families.
I would ask members of the House of Assembly to join me in congratulating Valerie Sia on receiving the 2019 Young Citizens Award.

Wessell, Greg: Choking Rescue - Commend
ELIZABETH SMITH-MCCROSSIN « » : Today I rise to recognize Greg Wessell of Amherst. Greg recently took a first-aid course and was able to put his new-found knowledge to great use. While running errands he noticed a person who was choking in a store. After assessing the situation and realizing this person needed help, Greg calmly put his skills to work and was able to stop the person from choking.
Greg is a good Samaritan and a great example of how our communities are stronger when we help each other. I encourage all citizens to learn first aid and CPR, as you never know when you may be in a situation to save another's life.
Today, Madam Speaker, I would like to thank Greg for his act of heroism in helping to save a person's life.

Hawks Minor Hockey: Season's Victories - Congrats.
HON. PATRICIA ARAB « » : I'm always proud to talk about the accomplishments in my local minor hockey association, and this season has been a stellar one so far.
On January 6th, the Halifax Hawks Pee-Wee B Black Team brought home the banner from the David Kelly Memorial Hockey Tournament in Saint John. Although they lost the first two games, the players were able to turn it around with their determination and grit and, as a result, the Pee-Wee B Black Team won both the semifinal and crossover games and penalty shootouts.
In addition to their success, the Pee-Wee AAA Hawks also won the championship at the Valley Winter Tournament on January 19th.
I ask that all members of this House join me in celebrating both teams on their successes and in wishing them the best in the remainder of their hockey season.

Workplace Harassment: Working Toward Fairness - Recog.
LARRY HARRISON « » : I have a constituent who, for 20 years, is feeling the hurt of harassment in the workplace. He was wrongfully dismissed twice from his workplaces and he has suffered the impact of this on his life.
When one goes to work, there's the expectation that there will be fairness with respect to men and women being treated as equal, and that looks should not take precedence over one's mind and ability to do the job. The language we use in our legislation and our workshops should reflect that respect and equality, and we need to remain diligent in our efforts to maintain this.
People, unfortunately, have been hurt by past inequalities and unfair word choices. I can only hope that knowing our standards, policies, and regulations have dramatically changed since then to be more inclusive and encompassing can provide some sense of closure for this gentleman and others who have been hurt.

Daughter, Cait - Birthday Wishes
HON. KELLY REGAN « » : I would like to take the opportunity today to send early birthday wishes to my eldest child.
My daughter Cait is one of the smartest people I know. She's also one of the toughest and the hardest working. Cait is a litigator who deals in corporate and construction law, and in a year where she grappled with some health issues and made some difficult changes, she also had her best year ever professionally.
I wish Cait a happy birthday and a spectacular year ahead. Her dad and I are tremendously proud of her. Strong women - may we be them; may we raise them.

Timmons, Kate: JA Venture, Traveling Sails - Congrats.
BRAD JOHNS « » : Madam Speaker, with yesterday being International Women's Day, I rise today to acknowledge a Millwood High School student, Kate Timmons, and her team. Kate is part of the Nova Scotia Junior Achievement Company Program, an after-school program that helps students start their own business.
Kate and her team's company, Travelling Sails, created a book entitled 52 Nova Scotian Adventures that promotes tourism throughout Nova Scotia. The book won the students recognition in the Junior Achievement program and led to Kate being featured on Global News on December 16th.
Millwood High's after-school Junior Achievement Company program consists of 18 students, but overall about 200 students participate in the program across this province.
Madam Speaker, I'd like to take the opportunity to congratulate the students of Travelling Sails on their book. I'd encourage everyone to visit the Travelling Sails website and maybe even purchase the book.

Working Mothers: Meeting Many Demands - Honour
SUSAN LEBLANC « » : Madam Speaker, on this day following International Women's Day, I want to recognize a special group of women - working mothers.
For all the mothers who work low-paying jobs, or maybe two or three, and who travel on the bus worrying about getting to pick up their kids before the after-school program closes. For all the professional mothers who experience guilt about choosing to have careers and at the same time raising babies. For all the moms who suffer abuse and judgment for working, even when it may not be a choice. For all the moms who work at paid jobs and then also work many hours of unpaid physical and emotional labour at home - cooking, cleaning, planning play dates, dropping off and picking up kids, registering them for summer camps, and the list goes on.
For some of my favourite working moms: Leesa; Claire; Ann-Marie; Genevieve; Alexis; Burgandy; my sisters Gayle, Tanya and Lisa; my own working mom, Barb; and so many more. I am grateful for their inspiration and friendship. I see them in their joy and difficulties, and I honour them and all working mothers.

Ntl. Quilting Day: Patchwork Pals - Thanks
COLTON LEBLANC « » : Madam Speaker, March 21, 2020, is National Quilting Day. It is a day to appreciate and recognize skilled quilt makers. I rise today to commend an exceptional group of women in my constituency, the Patchwork Pals quilters' group.
More than 40 ladies from many communities, have common ties, the love to create, socialize and share their passion for quilting. The ladies look forward to their weekly Wednesday meetings at Club Acadien in Eel Brook. It's a labour of love and skill that goes into the making of a quilt. The quilts are donated either to local nursing homes, individuals in need or various organizations that may use them for fundraising raffles.
I ask all members of the Legislature to join me in thanking the dedicated members of Patchwork Pals for their contributions to their communities and wish all quilters the best on National Quilting Day.

Comeau, Chad: Video Game Designer - Congrats.
HON. GORDON WILSON « » : Chad Comeau, our local video game designer, is spending his Winter break (from the Cologne Game Lab in Germany) in Clare to work on a video game about the area.
Designing video games is a different path than Chad had envisioned for himself when he gradated from high school. He went to Université de Moncton to take translation and started working in this field after graduating. In his free time, he worked on his real passion: designing video games.
After completing games on donairs and Frenchys, he decided to apply to the prestigious Cologne Game Lab and go into a whole different direction professionally. Midway through his course, he returned home to design the Clare video game that will include our local myths and legends and such activities as the Easter weekend canoe trip. He is now in the area to fine tune the game and should be releasing it shortly.
I congratulate Chad Comeau on deciding to follow his passion and use our area as the source of the stories for his games. This is a wonderful combination of technology and our community.

Dining Among the Stacks: Library Fundraiser - Congrats.
HON. PAT DUNN « » : Madam Speaker, it was a pleasure to attend our Pictou-Antigonish Regional Library fundraiser with my colleague for Pictou West.
The 2nd annual Dining Among the Stacks was an enjoyable evening of fine dining, music, a silent auction, prizes, and entertainment. Sheree Fitch, a River John author and no stranger to the publishing world, was the guest speaker. She entertained the large crowd with several readings of poems and short stories.
I'd like all members of this Legislature to join me in congratulating all the members of the organizing committee for an outstanding job. The dinner was awesome, the guest speaker was nothing short of perfect, and the event raised dollars to assist numerous projects in the library system.

Hfx. Northwest Rotary Club: No. 1 Fundraiser - Congrats.

PATRICIA ARAB « » : For those who may not know, the Rotary Club of Halifax Northwest is guided by a mandate to promote peace, fight disease, help mothers and children, support education, and grow local economies. The Rotary Club partners with, and fundraises for, many local organizations that support these initiatives. One of the major fundraisers they sponsor is Chase the Ace at Freeman's Fairview. Proceeds provide ongoing support to projects in the Fairview-Clayton Park communities.
In November, the Rotary Club received the incredible news that their club was No. 1 per capita in the district for annual funds given. Foundation leader Stella Roy presented the board with a banner and certificate from Rotary International in recognition of this outstanding accomplishment.

McIntyre, Michael - Bus Driver: Spirit of Kindness - Thanks
BARBARA ADAMS « » : Madam Speaker, I rise today to recognize a very exceptional Metro Transit bus driver in my community: Michael McIntyre. Michael has been a bus driver with Metro Transit for 25 years and currently works the No. 60 bus route through Eastern Passage. Michael has a contagious smile and a positive attitude. His kindness is what the riders notice.
Michael will wait for you to get to the stop. He'll get out and help with strollers and help seniors get on the bus. He always greets everyone with a smile or a wave. It means so much to the riders to be met with such positivity that they look forward to it every day. They're disappointed if he's not on duty. Whether you are just starting your day, or your day is coming to an end, Michael helps to make your day and he's inspiring.

Tourism operators in our area have been working hard to make Guysborough-Eastern Shore-Tracadie the place to be for your Summer vacations. With our beautiful beaches, provincial parks, museums, historic site, campgrounds, restaurants, and natural features, there is so much to see and do in our area. Once vacation season is upon us the wonderful attractions and activities we have in our area will all be open for business. We're all hoping business will be booming when visitors learn what Guysborough-Eastern Shore-Tracadie has to offer.
Groups in the constituency such as the Sheet Harbour Board of Trade, the Guysborough County Tourism Committee, Sherbrooke Village, Mulgrave, Canso, and Havre Boucher are all working hard to make our area a tourist destination. We would love for you all to come and see it for yourselves.

Holly and Kevin lost their son, Rylee, five years ago to meningitis. Needless to say, their lives were changed forever. For the past three years, Holly and Kevin along with many family members and friends have organized Jammin' on the Lake, a benefit dance to raise funds for the Rylee Sears Memorial Scholarship Fund, which is presented to graduating students from Sackville High School, the school that Rylee would have graduated from.
Madam Speaker, I ask that all members of the House of Assembly join me in thanking Holly and Kevin Sears, along with their family and friends, for turning a devastatingly sad time in their lives into a positive one, allowing Rylee's memory to live on in the Rylee Sears Memorial Scholarship Fund.

Craigmore Voluns.: Com. Spirit - Thanks
HON. LENA METLEGE DIAB « » : Madam Speaker, it's neighbours doing the little things that bring communities together.
The residents of the Craigmore, in Armdale, are a great example. Residents have come together to form the Craigmore Social Committee and have organized fun events for residents throughout the year. From weekly TGIF socials and potlucks to barbecues, pizza night, bridge games, and yoga, there's always something going on in the cozy amenity room thanks to volunteers.
Over the last months, the committee has added team trivia and a new-to-you table for swapping art, décor, and books. In fact, residents are bringing their skills to a variety of activities, with Anne MacPhee organizing a traditional boiled dinner last month and a St. Patrick's Day feast this month, also with artist James Vincent Walsh holding a demonstration of the techniques he uses to create finished pieces.
I want to thank Paula, Valerie, John, Morah, Beverly, and all the social committee volunteers for making life in the Craigmore that much more enjoyable.

Pictou Co. Supporting Charities - Thanks
KARLA MACFARLANE « » : I rise today to recognize the Women's Institute Chapters of Pictou County. Recently, the Municipality of Pictou County declared February 16th to 22nd the Women's Institute Week in Pictou County.
I am proud to say one of the first chapters of the Women's Institute in Nova Scotia began in Salt Springs, a rural community located in Pictou West. There are an astonishing nine Women's Institute chapters in Pictou County, including Abercrombie, Lyons Brook, Caribou, Fox Brook, Springville, MacPhersons Mills, Churchville, Bridgeville, and Garden of Eden. The members support a large number of local and provincial charities.
For this year's Women's Institute Week, the groups collaborated on a common theme of helping local students. They donated items such as socks, hats, mitts, and hygiene products to the schools to support students from grades Primary to 12 with necessities as needed.
Mr. Speaker, please join me in recognizing the amazing work that the Women's Institute members do in supporting local and provincial charities.

Sylliboy, Thomas - Deacon: Milestone Ordination - Congrats.
ALANA PAON « » : Mr. Speaker, Thomas Sylliboy is known to many as a coordinator of the mission to St. Anne on Chapel Island as well as a member of the Grand Council. Mr. Sylliboy is also known for his performances with the Cape Breton band The Relatives.
Mr. Speaker, today I would like to recognize Mr. Sylliboy on his recent personal achievement. On September 20th, Thomas Sylliboy became the first Mi'kmaw to be ordained to any office of the Catholic Church in over 409 years. Working in the field of social work by day and studying often late into the night, his hard work led to this milestone achievement.
It was my great pleasure to congratulate Mr. Sylliboy personally on February 3rd during the installation ceremony for the Most Reverend Wayne Joseph Kirkpatrick, the 10th Bishop of the Diocese of Antigonish. I call upon the members of this House to recognize Mr. Sylliboy's landmark achievement and his ongoing contribution to his community.

Bundy, Tanika: "Loving Our Locks" Workshop - Thanks
LISA ROBERTS « » : Mr. Speaker, I rise to appreciate Tanika Bundy, a constituent who works as an EPA and with the pre-Primary program at St. Joseph's A. McKay School, in Halifax Needham.
She also makes and sells skin and hair care products, with a focus on meeting the needs of Black women. During African Heritage Month, Tanika offered her Loving Our Locks workshop to students at St. Joseph's A. McKay School, where she shared tips on how to tie and use head scarves and dew rags.
The photos and a video that resulted from that workshop show diverse children paying attention, helping each other out, and confidently displaying their new looks.
Tanika also offered her Loving Our Locks workshop at the Southwest Black Beauty Expo at the Black Loyalist Heritage Centre in Birchtown during African Heritage Month, and she's previously offered it at the Needham Community Centre. I appreciate her leadership and entrepreneurship, and the looks.

Boudreau, Jacob: Kindness to Those in Need - Thanks
BILL HORNE « » : Jacob Boudreau is a Waverley teen who has been helping those in need for the last five years through his initiative, The Jacob Project.
This year, when Jacob heard that Hope Cottage was low on stock and reaching out for donations, Jacob knew this was the cause he needed to support. Jacob reached out to the Bedford Coyotes hockey team and they happily joined in the project. The hockey team stepped up in a big way by delivering a well-needed donation for the Hope Cottage program. Jacob was also able to secure a $300 donation from Keller Williams Realty to support his efforts to replenish the Hope Cottage kitchen pantry.
I ask members of the House of Assembly to join me in thanking Jacob Boudreau for his spearheading this project and for displaying kindness to those in need.

Whynot, Emerson: Students' Rainy-Day Box - Congrats.
KIM MASLAND « » : I rise today to recognize a Grade 2 student at Dr. John C. Wickwire Academy in Liverpool.
Emerson Whynot found out about a program called Positive Noise grants, put forth by the NSHA and the SSRCE. The goal of the program is to have young students initiate projects in their schools or communities that help others to feel healthier and more connected. All they need is the support of an adult and a good idea.
Emerson saw a need in his classroom for something to do when students were kept inside during recess breaks on bad weather days. He came up with the idea of creating a rainy-day box to provide students with engaging options and activities. He was awarded the grant and set forth with the $200 to pick out a variety of items such as board games and even pillows for their reading corner.
I congratulate Emerson on taking action and for setting a wonderful example for our youth. Well done, Emerson.

John MacNeil Sch.: Koala Love Fundraising - Thanks
SUSAN LEBLANC « » : I rise today to draw attention to the amazing kids in Grades 5 and 6 at John MacNeil Elementary School who used their artistic talents to raise money for a good cause.
The children drew beautiful pictures of koala bears and then held a sale of their art pieces where they raised $900. The money was donated to animal rescue efforts during the devastating wildfires in Australia. It was estimated that over one million animals died in those terrible fires.
As the students advertised, all the portraits were created with koala love. The generosity of the students inspired other classes in the school, and now they're challenging each other to come up with other ways of helping in their community.
I have said it before, and I will say it again, the generosity of people in Dartmouth North always inspires me. People in our community continually put other people and animals ahead of themselves, and the students at John MacNeil are no different. I ask the House to join me in congratulating and thanking the students at John MacNeil school for their amazing creativity and for their generosity.

BRENDAN MAGUIRE « » : I'd like to take a moment to recognize a tremendous individual from my community, Eddie Hanna.
To say the last five years or so have been difficult for Eddie and his family is an understatement. Eddie had to overcome some very personal family health issues and a death. The whole time, Eddie continued to show strength and be a rock for his family. Eddie is also a huge advocate for the taxi industry, an industry he knows intimately, as he has worked in the industry for decades.
Eddie is a strong personality and one who has always been upfront and straight with me, something I appreciate immensely. Eddie and I don't always agree, but his voice is one that I trust and respect. Thank you for standing up for the taxi industry and your beliefs.

Building Landmarks in HRM - Thanks
TIM HALMAN « » : I rise today to recognize Dartmouth East resident Richard Earle and his successful career as an architect.
Traces of Richard's architectural work can be found all throughout HRM, and I guarantee that every member in the House has seen his finished products. From working on One Government Place to designing Alderney Gate and base headquarters at CFB Stadacona, Richard has helped build HRM as we know it today.
Richard comes from a line of architects who have built our city, including his great-great-grandfather who developed historic houses, such as Evergreen House, and his great-great uncle who also helped design City Hall. After beginning to work more independently in 1993, Richard is slowly making his way to retirement.
Mr. Speaker, I'd like to thank Richard Earle for his hard work in the field of architecture and his efforts on buildings that are landmarks in Dartmouth and Halifax.

Allen, Jon: Dedication to S. Shore Players - Recog.
SUZANNE LOHNES-CROFT « » : Mr. Speaker, without numerous volunteers over the years, both on stage and behind the scenes, the South Shore Players would likely not have recently celebrated their 25th anniversary.
Of those many volunteers, Jon Allen is one who stands out in the crowd and deserves recognition. Jon was a founding member and the original treasurer. He has remained active at the executive committee level, most frequently as president throughout the South Shore history. His guidance and leadership have been invaluable. However, his talents do not end there. Jon is an actor, writer and musician, as well as a producer and director.
It seems fitting that The Caterpillar Tales, a musical written by Jon, including all original songs, was directed by him in December 2018 on the official 25th anniversary. Despite his many accomplishments, Jon remains humble yet is always willing to mentor new or less experienced actors. Jon is definitely one of a kind.
Mr. Speaker, I would ask that you and the members of this House of Assembly please join me in recognizing Jon Allen for his dedication to the South Shore Players.

Both of these coaches taught the girls by demonstrating themselves and setting a perfect example of respect, fair play and the importance of being a team.

RAFAH DICOSTANZO « » : Mr. Speaker, in honour of International Women's Day yesterday, I would like to recognize Tracey Keigan, an outstanding pharmacist at the Rockingham Guardian in Clayton Park West.
Tracey has received training for the Bloom Program, a program that is offered only at select pharmacies in the province. This community pharmacy initiative works to improve mental health care for Nova Scotians by allowing patients to receive individual support and care. Additionally, Tracey has continued to give back to the pharmacy community by volunteering as a mentor to pharmacy students in order to help them develop the necessary skills they will need in their future career.
Mr. Speaker, I ask that the members of this House join me in commending and thanking Tracey for her outstanding work in the pharmacy industry.

Lohr Women: Legacy of Competence - Salute
JOHN LOHR « » : Mr. Speaker, yesterday on International Women's Day we had the privilege of having four generations of Lohr women in our home for Sunday brunch, three by marriage.
First my mother, Jacoba, who was born in Holland and liberated by Canadians in the Battle of the Scheldt in 1944, and emigrated to Canada in 1958 and built her life here with my father, as potato farmers; my wife Heather, an accomplished businesswoman who is currently the chair of the Valley Regional Hospital Foundation and vice-chair of the Kentville Rotary Club; my two daughters-in-law, Emily and Julie; and, for the first time ever in our home, my granddaughter, Abigail Noreen, who is now two weeks old. She's the first girl born in our family here in Canada in 60 years. It's a real privilege to have her, and looking forward to the contributions she will make to our world.

KEITH IRVING « » : Mr. Speaker, it's an honour to stand in the Chamber today to congratulate Gary Morse of Morse Construction and Royal LePage Atlantic on receiving the 2019 Annapolis Valley Chamber of Commerce Lifetime Achievement Award.
Gary Morse has been a successful entrepreneur in the Annapolis Valley for 25 years, in real estate, construction and self-storage businesses. Gary has served as a member of the Eastern Kings Chamber of Commerce, president of the Annapolis Valley Real Estate Board, chair of the Valley Business Leaders' Initiative, and president of the New Minas Rotary Club. He has been instrumental in raising money for Rotary Club, Big Brothers and Big Sisters, and Chrysalis House, as well as coaching minor hockey and baseball throughout the Annapolis Valley.

ELIZABETH SMITH-MCCROSSIN « » : On the weekend we found out the news that the International Ice Hockey Federation cancelled the 2020 Women's World Hockey Championship here in Nova Scotia following a recommendation by public health experts, due to the spread of the COVID-19 virus. The IIHF are looking forward to scheduling it to 2021.
Today I am thinking of all the players who are impacted by that decision. I would also like to publicly thank all the organizers of 2020 Women's World Hockey Championship, and especially the Legacy Committee and their efforts to leverage the event as a platform to grow the game of hockey for women and girls in this province: Amy Walsh, Andrea Coish, Stacie Rimmer, Leija Wilton, Danielle Wilkin, Andrew Bougeois, Devin Hartnell, Morgan Greek, Fiona Smith Bell, and Laine Smith.
You can still support female hockey in Nova Scotia by attending the IIHF Female Leadership Summit, which is still going ahead on March 31st, Tuesday from 9:00 a.m. to 5:00 p.m. at the Halifax Convention Centre.

We had her birthday yesterday and all she wanted for presents was cash. So, she's like her dad, Mr. Speaker. She'll spend it wisely, just like her dad, as well.

Graves, Ryan: NHL Plus-Minus Ldr. - Congrats.
HON. ZACH CHURCHILL « » : Mr. Speaker, Yarmouth's Ryan Graves, who is in his second season with the NHL's Colorado Avalanche, is currently the NHL's leader in plus-minus with a plus 43. For those members like me who might not know what that means, plus-minus represents the difference between a player's team total scoring versus their opponent's scoring when that player is in the game.
Ryan recently put on a hockey school in his hometown of Yarmouth, generously giving his time and leadership to our community's younger hockey players.
I ask this House to join me in congratulating Yarmouth's Ryan Graves on his current standing as the NHL's plus-minus leader. This is an amazing accomplishment and his hometown is so proud and excited for him.

Supporting the Special Olympics - Congrats.
HON. GORDON WILSON « » : Mr. Speaker, last Valentine's Day, the Clare Lions alumni played the young ESDC Clare Loups in a special hockey game to raise funds for the Clare Special Olympics.
Although this was not the first time the Clare Lions were involved in such a fundraiser, it was for Clare Loups the first of many for its young players. Adrien Comeau, ESDC's Athletic Director first introduced the area's Special Olympians and then presented them with a $1,000 cheque from the Royal Bank. Then Special Olympian Jody Thibodeau, who will soon participate in the Winter Special Olympics in Thunder Bay, dropped the first puck.
The rink was packed with everyone from players to supporters, and they all had a great time. The game raised an impressive $3,615 in funds. I want to congratulate and thank the organizers for such an event which, by all accounts, was a resounding success.
I also want to recognize the players, and I'm pleased to hear they vowed that this first fundraiser would not be their last. These young players had a great time and learned that it's all about the importance of giving back to your community.

Penney, Jacob: Deployment, Australian Wildfires - Thanks
SUZANNE LOHNES-CROFT « » : I rise today to recognize Jacob Penney of Cornwall for participating in the ongoing effort to battle wildfires in Australia.
Jacob is a Nova Scotia Lands and Forestry worker and is an employee of the Lunenburg office. He was one of the five personnel heading to the Commonwealth on February 5th of this year. Jacob's deployment is 30 days in length and will see him directly involved in the suppression of wildfires.
In 2006, Jacob was also deployed for two weeks in British Columbia. There his daily hours were 14-hour shifts spent trying to put out wildfires.
Mr. Speaker, I ask that you and members of this House of Assembly please join me in thanking Jacob Penney for being willing to contribute his firefighting skills for these ongoing fires in Australia.

The government's budget and business plans are one of the most important activities for which a government is responsible.

STEVE CRAIG « » : For the very first time in being a member here (Laughter) it is a pleasure for me to take a few minutes to talk about the government's proposed 2020-21 budget and business plans. The government's business plans and budget are one of the most important activities a government is responsible for and held accountable to. A plan on a page is nothing unless it is carried out and promises delivered on. The government produces their budget and talks about all the great things going to be achieved.
I acknowledge that when you spend $11.5 billion, some good things will happen. It is all members of the Legislature who vote on the budget and business plans after a mere 80 hours and two concurrent 40-hour sessions of questions and answers, trying to understand the details. However, in the end it is the members of the Legislature who make up the government - Premier, ministers - managing the day-to-day operations of the bureaucracy, who are charged with delivering programs and services to Nova Scotians that they are committing to.
The Budget Address states, "Budget 2020-21 supports Nova Scotians who may not have been feeling the success of the province." Well, Mr. Speaker, there are a lot of Nova Scotians who have not been feeling the success of the province. Regardless of what side of the House you're on, we know this from our constituents and others when they talk with us, or visit our constituency offices, about health care concerns, housing affordability issues, and child, youth and family realities, and more. In my office, the greatest concerns have been regarding health, the need for more affordable housing in Sackville, and income assistance through the Department of Community Services. There will be Nova Scotians who will not benefit from this budget, in spite of what this government commits to.
It is not surprising that the government is leading with "We are presenting our fifth consecutive balanced budget with Budget 2020-21 Better Together." Running surpluses, money left on the table, and the question is, did the previous commitments, simply put, not make us better together? Health care, education, housing and poverty are tough issues for Nova Scotians. Many other issues fall under one of these.
I serve at the pleasure of the voters of Sackville-Cobequid. It is indeed an honour and a privilege, an awesome responsibility that I do not take lightly. I uphold their trust placed in me to the very best of my ability. This, as evidenced earlier, is my first budget deliberation, and I certainly have a lot to learn about the government and the way they manage all Nova Scotians.
Most of my time has been getting to know about housing, homelessness, Community Services, and social assistance. It is quite a learning curve and I feel as though I am just getting acquainted.
In the next few minutes I will tell you a few of my 2020-21 budget observations in general and as they relate to Sackville. This is by no means complete or comprehensive in the 15 minutes allotted. I will talk about housing and homelessness, social assistance, health care, and debt.
According to the Canadian Housing Survey for 2018: "In Nova Scotia, there were 410,800 households, of which 31.1 per cent (127,700) were renters, 61.7 per cent (253,600) were homeowners who did not purchase their first home within the previous 5 years while there were 29,500 first time homebuyers (7.2 per cent), meaning they had purchased their first home within the last 5 years. Nova Scotia has a higher share than the national average of long-term homebuyers and a lower share of renters and first time home-buyers."
These long-term homeowners are getting older. They need to maintain their properties as their incomes effectively decline, and eventually look to sell and move into other housing, whether downsized homeownership, renting, or long-term care. There have been substantial increases to rental supply. However, the demand for affordable rental housing continues to outpace that supply.
In addition to people downsizing, other factors include renovictions, short-term rentals, immigration, in-migration, and international students. Today the overall vacancy in Lower Sackville is an unthinkable 0.5 per cent. That's 1.1 per cent for a one-bedroom at $931 per month; 0.1 per cent for two bedrooms at $1,100 per month; and 1.3 per cent for three bedrooms at $1,300 per month. Since 2010, vacancy rates have been steadily trending downward and rents steadily and increasingly going upward.
In the 1950s, Sackville had fewer than 1,000 people. Around 1969, the population was about 7,000. In the late 1980s, the population was around 35,000.
The former Progressive Conservative Leader Robert Stanfield recognized the need way back then for affordable housing. You may or may not know it, but in Halifax-Dartmouth at that time, the vacancy rate was probably 0.4 per cent, and the government of the day decided that we required more affordable housing.
They had an assembly that they called the Sackville Lakes Land Assembly. It was a planned community for about 30,000 or so people. It even had church campuses. Successive Progressive Conservative and Liberal governments, through the Nova Scotia Housing Commission, expanded the serviced land availability. That led to very rapid growth. Sackville was one of the fastest-growing communities in all of Canada back in the late 1960s and early 1970s.
Maybe we can take advantage of some learnings from what was done back then to create and increase affordable home ownership. Maybe we can take advantage of what we have now and increase that capacity that we already have in place.
We all recognize that affordable housing and homelessness are important issues, but we need to start looking at different strategies to address them. Having adequate funding is important, but to provide safe and sustainable housing for as many people as possible we also need the right expertise at the table to properly manage public properties and investments.
In addition, we need to engage the non-profit and profit housing sectors to increase emergency and transitional housing, supportive housing, subsidized housing, rental housing, and home ownership. There are more than 11,500 units of affordable non-market housing owned by the Province - not enough, and there are many struggling families and individuals looking to the government for help to get into so few housing units that are owned by the Province.
The National Housing Strategy, along with the Canada Mortgage and Housing Corporation, makes investments in affordable housing, but more work needs to be done to address the core issues of not being able to afford rent and homeownership. We need to help those in non-market and market housing achieve success in time on their own. We need to make it easier rather than tougher.
Often, investments in affordable housing do not go as far as they need to. Significant portions of funding are required for critical repairs and maintenance on existing units - deferred maintenance versus keeping assets in a state of good repair. The government's approach to affordable housing must go beyond just maintaining essential repairs for non-market housing. It's time to start to look at affordable housing through the lens of property management in order to provide safe and sustainable housing.
To help those who are homeless or near homelessness is wonderful. Government and related agencies have a concept called Housing First. However, it falls short of recognizing that people who are homeless may not have access to shelters. For the most part, identification of the homeless has been assigned to established shelters or street navigators, funded here in HRM by non-profits and the municipality itself. Homelessness is not only an urban Halifax-centred issue.
In Lower Sackville, community-grown initiatives have created the Sackville Area Warming Centre, Community Outreach Meal Event, and Freedom Kitchen & Closet in response to the growing awareness of the hidden homeless, those not in urban Halifax. These groups need government support to better help the homeless. This support I have not seen in the budget.
Poverty and family circumstances are realities for many Nova Scotians, like the 1,000 or so youth who are under the protection of Community Services and those of low income on income assistance. When we talk about youth poverty being among the highest right here in Nova Scotia, that means the parents or guardians are in poverty too. We need to address it now over the next number of years.
Community Services' budget is over $1 billion, equal to what it takes to run the Halifax Regional Municipality, yet the Canada Pension Plan Children's Benefits have been used to reduce a family's income assistance payment. It also appears as though the Workers' Compensation Board dependant-child benefit is deducted from a family's income assistance payment. We need to examine areas that give with one hand and take with the other.
We need to address youth mental health. How do we address the challenges that youth have today? What significant steps can we take? We are legislators. We need to be able to make sure that we have people both in the government and in organizations to step up to the many challenges that are out there for our youth today. They need to be able to have an education. They need to be supported when bullied. They need to be given medical treatment when required. They need to be in affordable and adequate housing. They need to be able to eat nutritious food.
Shirley Freer and Carol Crosby were two nurses who advocated for the community Cobequid Multi-Service Centre, now called the Cobequid Community Health Centre. What was unique about that was that it was the first freestanding emergency centre in Canada. It was very innovative at the time. It brought together emergency, lab imaging, IWK mental health, rehab, physio, cancer care programs, and others. The cancer clinic located at Cobequid was implemented probably about five years ago.
The Cobequid Community Health Centre is a wonderful facility with room to increase infrastructure and services. I'm sure that there is so much more that Cobequid can be used for to help improve the health care system. However, I have not seen anything in this budget.
When we talk about closures of emergency rooms, Sackville does not have a 24-hour emergency, and it is for good reason. In my opinion, it is the best-functioning emergency room in the province, so much so that we take and service people from all around. With no hospital beds, you must be very careful in how you treat the people and move them off to the QEII, the Halifax Infirmary, and the Dartmouth General. Now people are going to the ER who ought not to be there.
We need to attract and retain new doctors. I will tell you that my physician is, if not the oldest in the province, darned close. I have not abandoned him. I continue to go to Dr. Chui, who has been a family friend and physician for close to 50 years now. He is going to retire soon. I haven't even put my name on the waiting list. I do know that once he goes, a lot of people in Sackville will be looking for another physician. Dr. Chui is holding on as best he can for his patients.

The government is adding the largest single-year capital investment in the history of the province. Provincial debt is projected to end 2019-20 at $15.18 billion equivalent to 33 per cent of the GDP or 15.6 per Nova Scotian. The debt has come down in the past couple of years and some debt financed at higher yields will likely be retired or re-financed at lower rates.
This can be good news. Contrast that with Nova Scotia consumers who are not experiencing the same environment when it comes to their debt. In December, Equifax reported that the average Canadian holds $72,500 in total debt; in HRM, $23,500 without mortgage; and in Nova Scotia, $26,000. More Nova Scotians have been borrowing for some time to make ends meet with health care, rents, food, clothing, utilities, employment and other expenses.
Mr. Speaker, they require help. The province will go on for 100 years and can afford debt. Consumers cannot afford to keep increasing their debt.

GARY BURRILL « » : Last week in debate on second reading of the Financial Measures (2020) Act, the Minister of Finance and Treasury Board, in her closing remarks, suggested that I had taken a cavalier attitude toward the facts with respect to some remarks and comments I had made about the significance of numbers pertaining to population growth.
What I had said is that it is without foundation for the minister, or for the Premier, to speak about our populations - as they often do - being at an all-time high as though this provided some proof of economic vitality. I said in every decade since Confederation, with one exception - 1921 to 1931 - our population in Nova Scotia has always, decadedly, been at such a high. This was the figure to which the minister took exception.
I want to table the Statistics Canada data that demonstrates that what I had said in that debate at that time is, in fact, so. Population growth figures, to be meaningful, need to be measured in multiple years not in single years or even in units of two or three years. That is why throughout Canadian history, the Dominion Bureau of Statistics - and more recently, Statistics Canada - have always brought forward figures of population growth on a decadal basis and only in more recent years on a semi-decadal basis.
My point on the basis of the figures that I've just tabled is that it is not meaningful - it is not sound or even truthful - to speak about the fact that our population is at an all-time high as a demonstration of economic health, for the reasons that I have explained. I believe the figures that I have tabled substantiate this point, Mr. Speaker.

BRIAN COMER « » : Thank you, Mr. Speaker, for the opportunity to speak in Supply. As we move forward, the issues facing the province are real and complex. As elected officials, we have the responsibility to work together to tackle these issues head-on, to collaborate, to advocate and to continually make this province a better place to live.
Lack of access to primary health care, significant change in health care delivery, and uncertainty of what the future looks like have caused many Nova Scotians great stress and anxiety. Cape Breton has not reaped the benefits of this government's self-proclaimed success, with unemployment rates double that of Halifax, some of the highest childhood poverty rates in the country, and tax rates that make affordability of living for the middle class extremely difficult.
The health care redevelopment that is many years away causes me grave concern. With the current state, I do not know how we will get to that point. People in Cape Breton and within my constituency just want equitable treatment and for their voices to be heard. They want local health boards with local decision-making power. They want local school boards that can shape policy educating our children. They desperately need help in Cape Breton to make economic development a reality. Most of all, the people just want an honest dialogue and to know that their voices are being heard.
The centralization of economic development, health care, education, population growth, and decision-making processes have left many feeling apathetic towards the political processes in Nova Scotia and especially in Cape Breton. What about rural Nova Scotia? What about Cape Breton?
As this session winds down, I encourage all of us to act in the spirit of collaboration and respect, and with the intent to improve all of Nova Scotia as we move forward.

Before we move on to more government business, I want to take this opportunity to deliver a ruling on a point of order.
SPEAKER'S RULING:
Part 1: To allege that another member is not a good human being is
unparliamentary.

No point of order.
It was brought up on Friday, March 6th , when the member for Sackville-Cobequid rose on a point of order alleging that the Premier during Question Period the previous day implied that the Leader of the Official Opposition "was not a good human being," and later that day in Question Period told the member to "imagine his motive."
The member alleges that these were two examples of unparliamentary language and that I, as Speaker, should request that the Premier withdraw the comments and apologize to the House and the Leader of the Official Opposition.
In Bosc and Gagnon, 3rd edition, 2017, Page 624: "In dealing with unparliamentary language, the Speaker takes into account the tone, manner and intention of the Member speaking, the person to whom the words at issue were directed, the degree of provocation, and most important, whether or not the remarks created disorder in the Chamber. Thus, language deemed unparliamentary one day may not necessarily be deemed unparliamentary on another day."
There have been many Speaker rulings in this House underlining the importance of looking at the context in which words are spoken to determine whether words used are unparliamentary or not. To illustrate how important the context is, I further quote from Bosc and Gagnon at Page 624: "Expressions which are considered unparliamentary when applied to an individual Member have not always been considered so when applied 'in a generic sense' or to a party."
On the first part of the member for Sackville-Cobequid's assertion, I have reviewed Hansard of the question and the answer given by the Premier on March 5, 2020.
The Premier stated: "We will continue to ensure that he stays in treatment, whatever his political future may be. I can tell you for certain, no one in this caucus, under my leadership, will try to gain political points on someone else's suffering. That is just a reality. It's what is called being a good human being."
It appears that the Premier was referring to the expected actions of the members of his caucus under his leadership. He did not allege or state that the Leader of the Official Opposition was not a good human being. While the words if directed to an individual member may be found to be unparliamentary, they are not in this case, as they were directed in a generic sense to members of the Party caucus and not the Leader of the Official Opposition.
Accordingly, the words were not unparliamentary language in this case, and there is no point of order.

On the second part of the member for Sackville-Cobequid's assertion, I have also reviewed Hansard.
In his point of order the member for Sackville-Cobequid alleges that the Premier used unparliamentary language when he told the member "to imagine his motive." I assume from his point of order that the member for Sackville-Cobequid meant to raise that the Premier was "imputing bad motives" of the Leader of the Official Opposition rather than using unparliamentary language.
In a ruling on April 4, 2013, Speaker Gosse spoke at length about "imputing motives" of a member. I want to quote from portions of that ruling. Speaker Gosse stated: "Beauchesne goes on to say on Page 142 that . . . 'a member will not be permitted by the Speaker to . . . impute to any members or members unworthy motives for their actions in a particular case.'"
The meaning of the phrase, "impute bad motives," as used in parliamentary context is sometimes questioned. Often it is not clear that the imputation being complained of is one of bad motives when a complaint is raised that another member is "imputing motives." It is assumed when that phrase is used that the motives are bad or different from any motives that may have been acknowledged.
The Parliament of Canada publishes a Glossary of Parliamentary Procedures, which defines "to impute motives" as to ". . . ascribe objectionable motives or motives to a member different from those acknowledged by the member." Their underlying principle is that one member should not allege that another member has said or done something for an unworthy or hidden purpose.
It is well-established in this House that it is not acceptable to impute improper motives to another member.
On March 5th, the Premier responded to the Leader of the Official Opposition's question as follows: "He has not brought one idea to the floor of the Legislature about improving the lives of Nova Scotians. What he has attempted to do is try to tear down the reputations of others, people sitting on this side of the House or people who have challenging things in their lives. Imagine your motive. What goes through an individual's mind when you're going to build your own reputation on the backs of those who are suffering?"
Accordingly, in relying on the authorities and the rulings of this House, I find the words used by the Premier to have imputed motives to another member, that being the Leader of the Official Opposition.
However, in response to the member for Sackville-Cobequid's point of order on Friday, March 6th, the Premier rose and spoke and apologized by stating: "Let me say on behalf of you and the members in this gallery, if anyone was offended by anything I said yesterday, I apologize to them."
He later said: "If in any way that offends anybody in this House, I want to apologize to them . . ."
There was an immediate apology at two separate points in the Premier's response to the member for Sackville-Cobequid's point of order. The apology was directed to "anybody in the House for anything I said yesterday." This reference was wide and broad and all-encompassing.
According to Bosc and Gagnon on Page 625 if an apology is given by a member in the House, it is accepted in good faith and the matter is considered closed.
Therefore, I am satisfied that when the Premier apologized twice during his response to the member for Sackville-Cobequid's point of order that the matter was dealt with, and accordingly, I find the point of order to be closed.

I want to thank the members opposite for their comments during second reading. Although we had no presenters at Law Amendments Committee on this bill, I do want to thank Theresa Scratch and Paul Smith of the Uniacke Trails Association for their comments, by way of letter to the committee, regarding this legislation.
As I stated previously, our amendments to the Railways Act will improve government's oversight of the province's provincially regulated railways. Railway companies will clearly understand their obligations under the Act. Rail transportation is important to our economy and so it is important that it be well-regulated.
The passage of this bill will provide appropriate oversight to promote public safety. It will help ensure that railway companies maintain and repair their infrastructure for discontinued, abandoned, non-operational, or unlicensed railroads in the province. We will also now have the authority to intervene and repair railway infrastructure when public safety is put at risk and the owner fails to act. It will give the Province the authority to step in to recover costs when government has to make repairs in the interests of public safety. Also of significance, the legislation now brings the Sydney Coal Railway under provincial legislative and regulatory oversight.
Mr. Speaker, this bill will further clarify the roles and responsibilities of the Utility and Review Board, which is the licensing body under the Railways Act.
One final point: the Act will become effective subject to an Order in Council, which will provide the opportunity for some additional consultation before enactment and prior to the development of any regulations empowered by the amendments.
With those brief remarks, Mr. Speaker, I'll take my seat and look forward to hearing from my colleagues. Thank you.

PAT DUNN « » : Mr. Speaker, the current Act contained gaps and deficiencies in the legislation which made it challenging for the Province to ensure small railways maintain and repair their infrastructure. These amendments will change this. As a result, there will be an increase of obligations on the railway owners to accept more responsibility for their rail infrastructure.
Based on that, Mr. Speaker, our caucus will support this bill.

I would say that with some confusion during Committee of the Whole House on Bills around the amendment that was brought forward on this bill, it would be very good to have amendments given in advance so that the Opposition can look at the amendments before we are in the Committee of the Whole House on Bills so that we have a chance to digest them.
We appreciate that when a usual six-week legislative session is crammed into three weeks, it is possibly because of the rush of doing that that these kinds of details get passed over. I understand that in the busyness of a three-week session giving amendments to the Opposition in advance would be forgotten. I can see how that would happen.
In any case, I'm glad we've solved all of the issues of this bill. We will support it. Thank you, Mr. Speaker.

I do want to thank the members of the Opposition for their support during second reading. Nova Scotians deserve to have their life insurance protected, and we are making changes to protect both the insurance consumer and the insurance company. With these amendments, third party companies will no longer be able to buy life insurance policies from seniors and critically ill Nova Scotians, eliminating the risk to both.
Most importantly, this bill will help protect vulnerable consumers from predatory practices and from financial schemes targeting their life insurance policies. Nova Scotians are our priority. It's our responsibility to protect them. These amendments do just that.

Whereas he was, in addition to his work in the church and education, an unwavering advocate for human rights recognized by certificates of merit from the Nova Scotia Human Rights Commission as well as being named Newsmaker of the Year by the Chronicle Herald newspaper;

Whereas Mary-Anne Gallant Davis was diagnosed with breast cancer in December 2017 requiring a double mastectomy and six rounds of chemotherapy; and
Whereas Mary-Anne was inspiring and resilient in her fight and is now cancer free, serving as an ambassador at the CIBC Run for the Cure by being a guest speaker and participant in 2019; and
Whereas Mary-Anne was in the top 10 individual fundraisers for the event and clocked her personal best time of 27:26 in the 5-kilometre run:

Whereas Elmsdale mourned the loss of Dennis Coupar, the founder of Elmsdale Landscaping, a business he started as a one-man operation and turned it into the thriving company it is today with over 100 employees; and
Whereas Dennis could still be found picking rocks in the sod fields that covered over 1,500 hectares of land well in to his 80s; he was a true example of what you can accomplish with hard work, grit and good business sense; and
Whereas Dennis was also a large benefactor in his local communities, enjoying time spent with his family, friends and those in his community:

Whereas Ryan has volunteered in many capacities, including but not limited to coaching, president of minor hockey, development coordinator, a member of the East Hants Arena, and one of the organizers that were responsible for reviving past pitch in East Hants; and
Whereas Ryan has many accolades in is coaching career including winning a banner at this year's memorial hockey tournament that was hosted at the East Hants Sportsplex with his Bantam A team;

Whereas Mr. Sampson ran the canteen at Sunrise Manor (which he fought long and hard to keep open) and supplied food and beverages to social activities organized by residents; and
