MR. SPEAKER: The honourable Minister of Volunteerism.
RESOLUTION NO. 2747
HON. MARILYN MORE: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas Nova Scotia has a proud history of volunteerism, and more than 450,000 Nova Scotians donate their time and efforts to help support their communities in a wide variety of ways; and
Whereas many of the services that the voluntary sector provides are essential and of great benefit to our communities and those most in need; and
Whereas over the weekend, December 5th marked International Volunteer Day around the world, established by the United Nations General Assembly in 1985, to highlight and celebrate the contributions and value of all volunteers;
Therefore be it resolved that the members of this House recognize December 5th as International Volunteer Day and thank all Nova Scotians, Canadians, and citizens of the world who volunteer their time, for their continued good works.

RESOLUTION NO. 2748
HON. RAMONA JENNEX: Mr. Speaker, on behalf of the Minister responsible for the Advisory Council on the Status of Women, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas across Canada December 6th is known as the National Day of Remembrance and Action on Violence Against Women, and marks the 21st Anniversary of the murder of 14 young women at École Polytechique in Montreal in 1989; and
Whereas today is an opportunity to think of women and girls for whom violence is a daily reality, and to remember those who have died as a result of gender-based violence; and
Whereas at this morning's ceremony in the Red Chamber we remembered women who are missing or murdered in Nova Scotia and renewed our commitment, as a community, to the elimination of violence against women everywhere;
Therefore be it resolved that all members of this House support the elimination of all forms of violence against girls and women.

HON. MANNING MACDONALD: Mr. Speaker, on behalf of the Leader of the Official Opposition, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas each year on December 6th Nova Scotians pause to remember the Halifax Explosion, a day which destroyed Halifax and shocked the world with its devastating impact; and
Whereas this year marks the 93rd Anniversary of the Halifax Explosion, the disaster which took the lives of over 1,900 people immediately and injured 9,000 more, many permanently; and
Whereas the magnitude of the Halifax Explosion brought out the best our province and, indeed, our closest neighbours and friends have to offer when they battled fires, a blizzard, and personal loss, to provide support and send supplies and aid workers to assist with the immediate and ongoing devastation;
Therefore be it resolved that all members of the Legislature honour the lives lost from the Halifax Explosion, and continue to educate our children about this tragedy and the displays of courage that followed.

Whereas today marks the 21st Anniversary of the Montreal Massacre, a terrible act of gender-based violence that left 14 young women dead; and
Whereas violence against women and girls is an unfortunate reality that destroys families and weakens our society; and
Whereas on average, 178 females were killed in Canada every year between 1994 and 2008;
Therefore be it resolved that all members of this House of Assembly observe a moment of silence for the 14 women murdered in the Montreal Massacre and all women who are victims of violence, and work together to end violence against women in our province.

Whereas December 6th marks the National Day of Remembrance and Action on Violence Against Women and the anniversary of the deaths of 14 female engineering students killed at Montreal's l'École Polytechnique; and
Whereas today provides an opportunity for all Nova Scotians to remember women and girls who have died as a result of violence, to support those who currently face violence in their lives, and to consider actions toward eliminating violence against women; and
Whereas violence against women is a serious social problem that negatively impacts everyone - women, men, children, neighbourhoods, workplaces, and communities;
Therefore be it resolved that all members acknowledge December 6th as the National Day of Remembrance and Action on Violence Against Women and encourage everyone to work together to end all forms of violence against women.

MR. CHUCK PORTER: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the 34th Annual Hants County Christmas Angels show, under the new direction and leadership of the Hants County Christmas Angels Society, was held yesterday afternoon at the Hants County War Memorial Community Centre in Windsor, raising more than $30,000 for needy families in Hants County this Christmas; and
Whereas Laurie Murley served as president of the Christmas Angels show for 2010 with significant support from her board of directors, Rose Stevenson-Davidson, Leslie Porter, Dale White, and John Bregante, as they did a job formerly done by the Board of Directors of the Hants County Family and Children's Services; and
Whereas Kristy Walsh did a superb job as the coordinator for the 2010 Christmas Angels show, with extensive support from volunteers such as Janet Anderson and Dale MacDonald and Gloria Shanks;
Therefore be it resolved that all members of this House of Assembly extend their sincere wishes to the 2010 Hants County Christmas Angels Society, who saw a vacancy which could not go unfulfilled and stepped forward to continue making Christmas morning the happy occasion it has been for children and families in need in Hants County.

MS. DIANA WHALEN: Mr. Speaker, before I read my resolution, I would like your permission to do an introduction as well.
MR. SPEAKER: Most certainly.
MS. WHALEN: I'd like to introduce the members of the House to someone who is visiting us in the west gallery. His name is Robert Inglis, and Robert is the only Nova Scotian to actually have had an islet cell transplant, which is a treatment for brittle diabetes, for people whose diabetes is not well controlled. That operation took place recently and has been very successful and we're glad to have him here today. One of the things Robert has wanted to do is to let others know about this treatment and its success. So welcome and maybe you would stand for us. (Applause)
MR. SPEAKER: We welcome all our guests and visitors to the gallery and hope you enjoy today's proceedings.

RESOLUTION NO. 2753
MS. DIANA WHALEN: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas for 20 years Bob Inglis suffered with brittle diabetes, a type of insulin-dependent diabetes characterized by dramatic and recurrent swings in glucose levels for no apparent reason, which affects only about 1 per cent to 2 per cent of diabetics; and
Whereas through the generosity of family support, Bob travelled to Alberta to be the 123rd person in Canada to receive an islet cell transplant, a procedure which involved extracting the islet cells from a donor pancreas and injecting them into Bob's liver where they then thrived and produced enough insulin to control blood glucose levels without insulin injections; and
Whereas Bob's transplant has been so successful that he has gone from taking 40 units of insulin a day to zero and has gone 121 days without insulin - the first time Bob has been insulin free for 25 years;
Therefore be it resolved that all members of the Legislature commend Bob Inglis and his family for their courage and determination in participating in the clinical islet transplant procedure and acknowledge the groundbreaking work of Dr. James Shapiro and his team with support from the Juvenile Diabetes Research Foundation International for their efforts
in achieving insulin independence and creating a better quality of life for persons with diabetes.

MR. KEITH BAIN: Mr. Speaker, I hereby give notice that on a future day I shall move the adoption of the following resolution:
Whereas the East Coast Credit Union continually fundraises and contributes throughout the year to organizations that assist with youth/education, health care, sport and culture organizations within Nova Scotia; and
Whereas in the past three years, East Coast Credit Union has participated in a province-wide food drive during the month of October in conjunction with Credit Union Day celebrations; and
Whereas during the month of October 2010, East Coast Credit Union collected 816.2 pounds of food and $794.28 in monetary donations through a combined effort from 13 branch locations;
Therefore be it resolved that all members of this House thank the East Coast Credit Union and their staff for their volunteer efforts and wish them all the best this holiday season.

Whereas the Lieutenant Governor's Persons with Disabilities Employer Partnership Awards were presented on December 2, 2010; and
Whereas the award honours Nova Scotian companies that have incorporated into their practice the employment, independence, and service to persons with disabilities; and
Whereas the Collaborative Partnership Network administers the awards as they work to create lasting employment opportunities for Nova Scotians living with disabilities and Nova Scotian employers;
Therefore be it resolved that the members of this House of Assembly congratulate the recipients of the 2010 Lieutenant Governor's Persons with Disabilities Employer Partnership Awards and encourage all business throughout Nova Scotia to employ individuals with disabilities.

Whereas the community of Meat Cove endured a tropical rainstorm which damaged community infrastructure and caused potential loss of life on the weekend of August 26, 2010; and
Whereas people in the Nova Scotia Emergency Measures Organization, Department of Transportation and Infrastructure Renewal, the Red Cross, and local volunteers like the Bay St. Lawrence Fire Department came together to make the community new again; and
Whereas this Dexter NDP Government lent a charitable ear to the requests for an additional appropriation of funding to assist the people of Meat Cove with clean-up and employment for those whose income was affected by the loss of tourism as the disaster struck during the tourism season;
Therefore be it resolved that all members of this House of Assembly commend this government for acting decisively and compassionately for the people of Meat Cove and thank
those involved for their spirit of co-operation and support.

Whereas pins flew at the Digby Bowling Alley during a bowl-a-thon held November 6th, raising awareness and $1,500 for the ALS Society; and
Whereas ALS, also known as Lou Gehrig's disease, causes nerve cells to die and leaves muscles paralyzed with the average age of onset in middle age and has no cure; and
Whereas bowl-a-thon participant Wanda VanTassell's father was diagnosed and died from ALS seven years ago and bowl-a-thon organizer Marilyn Robinson's cousin was also diagnosed with this debilitating and fatal disease;
Therefore be it resolved that the members of this House congratulate Wanda VanTassell, Marilyn Robinson, and all the participants in this bowl-a-thon for ALS and wish them all the best in their future fundraising endeavours.

Whereas on December 6, 1917, the French cargo ship SS Mont Blanc, loaded with wartime explosives, collided with the Norwegian SS Imo in Halifax Harbour; and
Whereas the collision caused what is considered the world's largest non-nuclear explosion, collapsed buildings and devastated the city; and
Whereas more than 9,000 people were injured and 2,000 people killed in the Halifax Explosion, causing more deaths of Nova Scotians than World War I;
Therefore be it resolved that all members of this House pause to remember those killed and injured in the explosion, recognize the bravery and heroism exhibited that day, and marvel at the resilience of Nova Scotia's capital city.

Whereas last week the Minister of Immigration stated, "We will be seeing the immigration strategy launched in the winter, I would say at the end of the wintertime period.";

Whereas during this state of emergency, Harold Richardson, coordinator of
Yarmouth's Emergency Management Organization, played a vital leadership role and did an exemplary job overseeing the response of the flood damage and the protection of the affected families;

Whereas the report placed Nova Scotia second to last in an overall ranking of the provinces in terms of investment climate with a score of 4.3 out of 10;

Whereas volunteers are very important to the social fabric and well-being of Nova Scotian life; and
Whereas on September 11, 2010, the Community Involvement of the Disabled held their general meeting and dance at St. George's Hall in Sydney; and
Whereas the newly-elected board of Community Involvement of the Disabled consists of president Michael Stapleton, vice-president Donald House, executive secretary David Kerr, and treasurer Earl Flynn;
Therefore be it resolved that all members of this House of Assembly congratulate and thank the new Executive for their worthwhile work on behalf of the disabled people in our community.

MR. ANDREW YOUNGER: Mr. Speaker, I rise on a point of order with respect to Section 37(a) of the Rules of Procedure of the House of Assembly. As I'm sure you're aware, the government introduced Bill No. 99, an Act Respecting Conflict of Interest. According to Rule 37(a), any matter which can or may deal with the Constitution Act of 1867, in fact, requires the House to suspend all other business and only debate that for five days. Now, we have a ruling from the Supreme Court of Canada, which notes that the Constitution Act requires a separation of both the legislative functions and the judicial branch of the House.
Unfortunately, as you're probably aware, Section 32 (5) (f) (g) actually delegate an authority to the judicial branch to remove a member from the Legislative Assembly. It is our opinion that this may, in fact, conflict with the Constitution Act of 1867 and therefore requires that this House debate that bill for five days before proceeding with any further business. Further, because this matter actually deals with the progress of the House, it is my
recommendation that you would recess the House while a decision is reached.

Whereas violence against women takes on many forms, including assault, rape, murder, discrimination and silencing; and
Whereas campus and community members are invited to take part in the Ceremony of Remembrance to be held today, December 6 at 4 p.m. at Just Us! Coffee Merchants;
Therefore be it resolved that the members of this House of Assembly congratulate the Women's Committee of the Acadia University Faculty Association and remember this day - December 6th - and that the fight for women's equity continue to be an important part of creating a just society.

RESOLUTION NO. 2785

Whereas Nova Scotia is one of only three Canadian provinces with its own 911 system; and
Whereas Nova Scotia's well-trained 911 call-takers handled 1,096 calls in the year ending in March 2010, or an average of 537 calls a day; and
Whereas about 98 per cent of the calls were answered within 20 seconds, or less than three rings, ensuring Nova Scotians received timely access to emergency response people and resources;
Therefore be it resolved that all members of this House acknowledge and commend the callers and the call-takers for making this outstanding service both effective and efficient.
RESOLUTION NO. 2786

Whereas the Emergency Management Office (EMO) this year completed two backup 911 call-taking terminals in HRM and Truro to ensure continuity of service in emergencies; and
Whereas the EMO also constructed a new call-taker training facility and introduced an updated 911 training curriculum; and
Whereas 71 new 911 call-takers were trained to help bring the 911 service to virtually 100 per cent redundancy or backup service for emergencies;
Therefore be it resolved that all members of this House acknowledge and commend our 911 service leaders, trainers, and trainees for these outstanding contributions to the safety
of Nova Scotians during emergencies.

Whereas the Duke of Edinburgh's Award was founded in 1958 by His Royal Highness, Prince Philip, the Duke of Edinburgh, and the award came to Canada in 1963 and currently runs in 126 countries around the world; and
Whereas the program encourages youth to be active, to participate in new activities and to pursue current interests in four different areas: community service, personal skill development, physical recreation, and adventurous journeys; and
Whereas 16-year-old Cameron Mason of Cole Harbour received the Bronze Duke of Edinburgh Award on September 27th of this year;
Therefore be it resolved that the members of this House congratulate Cameron Mason on being among the more than six million young people around the world who have challenged themselves by participating in the bronze, silver, and gold levels of the Duke of Edinburgh Award.

Whereas Indian Point Marine Farms in Indian Point received $12,000 toward developing technology to recover mussel seed from synthetic mesh used to protect against predation from sea ducks;

Marine Farm in Indian Point, Lunenburg County, for receiving funding through Nova Scotia Fisheries and Aquaculture and the Community Development Trust Fund to develop new technologies for mussel cultivation.

Whereas Snyder's Shipyard has been an integral part of Nova Scotia's boat-building heritage, with roots going back over 135 years with an established reputation for quality ship-building, making it a natural choice for the refurbishment of the Bluenose II; and
Whereas Snyder's Shipyard - part of the Lunenburg Shipyard Alliance - has done major restorations and annual refits on the Bluenose II since 1994 and is now working on the vessel's most important component, the keel, using traditional building methods; and
Whereas Snyder's Shipyard is one of six companies to receive funding through the Boat Builders' Marketing Assistance Program in an announcement made by Fisheries and Aquaculture Minister Sterling Belliveau on November 5th to help shipbuilding companies improve marketing and promotion efforts;
Therefore be it resolved that this House of Assembly commend Snyder's Shipyard for their long history of quality boat building and recognize their important work on the Bluenose II reconstruction project.
RESOLUTION NO. 2790

Whereas the South Shore Regional School Board reached a milestone this year with Grade 3 students attaining the best results in the province on the 2010 Grade 3 early elementary math literacy assessment; and
Whereas this is the first time that the South Shore Regional School Board has surpassed all other boards in Nova Scotia on any assessment, with 81 per cent of local students meeting expectations on the June standardized tests, compared to 75 per cent province-wide; and
Whereas these results highlight the great work being done in South Shore elementary classrooms by skilled educators and on-site math mentors and the efforts by the board to create an environment where mathematics is fundamentally important and valued by everyone while focusing on early intervention strategies to ensure success at higher grades;
Therefore be it resolved that this House of Assembly recognize the results achieved by the Grade 3 students of the South Shore Regional School Board in the math literacy assessment and commend the teachers, staff, students, and board members who have worked so hard to achieve these results.

Whereas walking has proven to be an easy and attainable form of fitness that provides benefits for the body and mind, is easy and inexpensive to do, and has proven health benefits; and
Whereas Second Story Women's Centre has taken the initiative to motivate seniors to get involved in a regular walking program by starting Stepping Out, a six-week walking program for female seniors that involves walking and information sessions about health and wellness, presented through the Nova Scotia Department of Seniors Positive Aging Initiative; and
Whereas Second Story's Stepping Out program featured collaborators like the Heart and Stroke Foundation, the YMCA, and South Shore Health, and took place in locations such as the Lunenburg Trail system and the track at the Gus Vicker's Memorial Field using multiple resources in the community;
Therefore be it resolved that this House of Assembly commend Second Story Women's Centre on their successful walking program, Stepping Out, which provides opportunities for healthy lifestyles, physical activity, and socializing for female seniors in Lunenburg County.

Whereas the Mahone Bay Farmers' Market has opened for the winter season with a new location in Mahone Bay Centre, providing access to local foods throughout the winter months; and
Whereas the Mahone Bay Centre is hoping to encourage more producers, vendors, and customers to come to the new winter Farmers Market in Mahone Bay through increased signage to create a successful winter market that provides produce, baked goods, meats, and crafts;

Whereas the Portia White Prize is the provincial government's largest arts prize, valued at $18,000 and awarded annually at the Creative Nova Scotia Awards gala to an outstanding Nova Scotian artist who embodies artistic excellence and innovation in the spirit of Portia White and selects an emerging artist or organizer to receive a $7,000 protégé prize; and
Whereas this year's Portia White Prize was awarded to Mary Jane Lamond, a singer and Gaelic cultural ambassador from Glendale, Inverness County, who has attracted new audiences and strengthened the tradition of Gaelic music, including youths and Mary Jane selected the Commun Feis an Eilein, a community Gaelic festival in Christmas Island to receive the Protégé Prize;

Whereas oysters from Eel Lake Oyster Farm are found in restaurants across Canada and have been talked about in the Globe and Mail and Châtelaine magazine and featured at festivals such as the 10th Anniversary of the Grand-Pré Winery, the Ice Wine Festival and Expo Acadie 2008 in Halifax; and
Whereas Mr. d'Eon made his business more efficient when he adopted floating-bag technology which has reduced labour costs and proven phenomenal for oyster growth and appearance;

Whereas Aaron Nickerson posted five, top 10 finishes in NSGA sanctioned events during the 2010 season to accumulate the most points in the NSGAs point system for the award; and
Whereas Aaron Nickerson was a member of the Nova Scotia mid-amateur team that completed at the Canadian mid-amateur championships in Ottawa in August where Nickerson finished in the top 25 per cent;

Whereas Jim Hewitt was recognized as a much-valued community leader for his contributions and service to his community, which time and again went beyond what is strictly defined as business; and
Whereas the community of Port Hilford and surrounding area expressed their appreciation to Jim Hewitt and his family by holding a well-deserved retirement celebration at the Indian Harbour Lake Community Centre on November 6, 2010;

Whereas Nova Scotia's Top Employers is an annual competition, sponsored by MediaCorp Canada Inc., which identifies the companies and organizations that lead their industries in attracting and retaining employees; and
Whereas Kevin MacDonald, CEO for the Guysborough Antigonish Strait Health Authority, accepted this award for the third consecutive year; and
Whereas nurse practitioner Lena MacDonald credits GASHA for creating the necessary positive atmosphere by encouraging employees, such as those in the Cardiovascular Hearts in Motion (CCHIM) program to work independently, think critically, practice problem solving, and work as a cohesive team;
Therefore be it resolved that the members of this House of Assembly congratulate GASHA and CEO Kevin MacDonald on achieving the Top Employer in Nova Scotia award for the past three years and wish them continued success in their future health endeavours.

Whereas the Strait Area Transit received approval for assistance under the Nova Scotia Transit Research Incentive Program; and
Whereas the Strait Area Transit continues to move forward and plans to expand their
routes to include Inverness County; and
Whereas this valuable service will now be available to more citizens in the greater Strait area;
Therefore be it resolved that the members of this House of Assembly congratulate the board, as well as the management and staff teams of the Strait Area Transit, for the leadership shown by extending their service to include more of the greater Strait area and wish them every success in their future endeavours.

Whereas Councillor Myles MacPherson has been a municipal councillor for 25 years, serving the residents of the Municipality of the District of Guysborough; and
Whereas Councillor MacPherson received a Scroll of Recognition from the Union of Nova Scotia Municipalities (UNSM) at the regular meeting of Municipal Council on November 10, 2010; and
Whereas Councillor MacPherson was also presented with a certificate from the Municipality in recognition of his service to the citizens of the District of Guysborough;
Therefore be it resolved that the members of this House of Assembly congratulate and extend our appreciation to Councillor Myles MacPherson for his 25 years of service to the citizens of the Municipality of the District of Guysborough and the Province of Nova Scotia.
