STATEMENTS BY MINISTERS

MR. SPEAKER: The honourable Minister of Health.

HON. CHRISTOPHER D'ENTREMONT: Mr. Speaker, it gives me great pleasure to rise today to inform the House that Nova Scotia, in collaboration with industry and the federal government, is now in the final stages of successfully negotiating an agreement to support a three-year post-market study of enzyme replacement therapy in Fabry's disease. This agreement will allow patients to meet the guidelines for treatment, who have access to enzyme replacement therapy. This agreement will allow these patients to be entered into a national disease registry that will let us learn more about the therapies over time. But most of all, this agreement will allow Nova Scotians living with the disease to resume therapy, and that means hope for a normal life for these patients and their families.

Mr. Speaker, we are keenly aware of the struggle that these patients have had, and we have met with them several times, and have kept in ongoing contact with their doctor, Dr. Michael West, Head of Nephrology for the Capital District Health Authority. We know the urgency of their situation, and believe me when I say they are the reason and the inspiration that keeps us working so hard to finalize this national agreement.

Federal, provincial and territorial Health Ministers have been collaborating on this since October 2005, when they first agreed to develop an approach to evaluating these therapies. We are committed to reaching an agreement that would allow the study to proceed, and we remain committed to achieving this milestone. The end is now in sight. I would also like to thank the previous Minister of Health for his ongoing dedication to this, the minister from Quebec, and of course the minister from Ontario, who worked so hard as a team to make sure we're here today.

This issue, Mr. Speaker, has become one of the priorities under the national pharmaceutical strategy, where appropriate and longer term solutions should be identified. Our commitment to this agreement is to help fund a three-year post-market study, and by the end of three years we hope to know more about these therapies and the disease and where the country is in relation to a national pharmaceutical strategy. While this agreement is of

particular importance to Fabry's patients, the issue of access to affordable medication is a significant issue for all Canadians.

I can assure you, Mr. Speaker, that we as a province, together with our federal and provincial partners, remain dedicated to our efforts to create a national pharmaceutical strategy for the benefit of all Nova Scotians. I would like to take this opportunity to offer my heartfelt thanks to Dr. West and his colleagues at Capital Health, and the Nova Scotia patients and families impacted by this disease for their patience and faith through this long and difficult process.

This agreement has been months in the making and I can tell you what satisfaction it has given me to finally put my signature on this important agreement. But that satisfaction didn't even come close to the feeling I had yesterday when we had the pleasure of informing Capital Health that they could begin resuming therapy for existing Fabry's patients, that is the greatest accomplishment. Thank you very much, Mr. Speaker. (Applause)

MR. SPEAKER: The honourable member for Halifax Needham.

MS. MAUREEN MACDONALD: Mr. Speaker, I want to thank the minister for providing an advance copy of his statement, and I want to say that this indeed is some very welcome news for those families in our province who are afflicted with this genetic disorder. Over the past two years, members of the NDP caucus have had an opportunity to meet with representatives of the Fabry's association. Many people who had previously been in receipt of enzyme replacement therapies were really distressed about the termination of the treatment that was contributing to much better health and a better prognosis for their long-term lifespans.

Mr. Speaker, this statement tells us that an agreement has been reached and that there will be an ongoing study, I think, of the effectiveness of the drug therapies that have been provided. So as welcome as this statement is, certainly, for people - and I note that people will have to meet certain guidelines, and I'm not sure what that means in terms of people who don't meet the guidelines - it will have to have a look at whether or not everybody will be brought into these ongoing trials. But my understanding is that Nova Scotia has a disproportionate number of people who have Fabry's, and I certainly hope that no one will be left out of treatment as a result of this agreement.

Indeed it's a welcome announcement, and I would like to congratulate the Fabry Society for the excellent job they did in keeping this issue before the public, in educating the members of this Assembly, and undoubtedly the federal Parliament, to make such an agreement possible.

The final thing I would say, Mr. Speaker, is this really does demonstrate the absolute need for a national Pharmacare Program, something that has been a long-standing policy of the federal New Democratic Party. So I welcome and I encourage the government's work toward

establishing a national Pharmacare Program - it's something that's long overdue in this country.

MR. SPEAKER: The honourable member for Glace Bay.

MR. DAVID WILSON (Glace Bay): Mr. Speaker, I would like to thank the minister, as well, for the advance copy of his statement. There's no other way to describe this than good news. That's the only way you can describe this, and I'm very thankful to see this. When we come to this Legislature sometimes we take on portfolios, critic responsibilities and so on, that we are not even familiar with, but you meet the people who are involved and you learn about the various things that are involved.

In this case, Mr. Speaker, I would like to take the opportunity to say congratulations to Ed Koning and the Fabry Society for their tenacity in not letting go of this issue, because they have been tenacious in seeking government after government after government to try to finally get something done. This is especially good news for those who are suffering from this, because enzyme replacement therapy is a worthwhile treatment and it does restore hope to the people who are afflicted with that disease.

Mr. Speaker, having said that though, I will join with my colleague from the NDP in clearly stating there's more to be done. There is more to be done, Mr. Speaker, because there is a time that perhaps this shouldn't have gone on as long as it did and perhaps it could have been settled a lot quicker. In the meantime, we are very thankful on this side of the House that this will take place and that the people who we should be concerned about most will be receiving treatment again, since it has been restored, and for that we thank the government. Thank you.

MR. SPEAKER: The honourable Minister of Human Resources.

HON. ERNEST FAGE: Thank you very much, Mr. Speaker. Before I read my statement, I want to apologize to my critics opposite. I had made arrangements for the Ministerial Statement to be sent over yesterday afternoon and somehow there was a mis-communication, so I apologize for that oversight.

Mr. Speaker, I am pleased to inform this Legislature that a new milestone in emergency preparedness has been achieved in Nova Scotia. The International Emergency Management Group, of which Nova Scotia is the co-chair, through EMOs, CEO and deputy head Craig MacLaughlan has just approved a new guidebook and operational manual. This manual will supplement the July 2000 International Emergency Management Assistance Memorandum of Understanding which was accepted by the Conference of New England Governors and Eastern Canadian Premiers. As we all know, during an emergency, no one acts alone, and the MOU is

developed as a statement of principles upon which the provinces and the States will provide and receive assistance during a major emergency. This agreement was effectively used for coordinating the use of mutual aid resources for New Brunswick and Maine, in response to a February 2004 blizzard in Nova Scotia.

So you can see by this example, Mr. Speaker, how vital it is to have agreements in place before an emergency happens. I am very pleased to see Nova Scotia's Emergency Management Office has continued to work with our partners in Atlantic Canada and the Eastern States to ensure that future developments of our emergency preparedness efforts are taken care of. Thank you.

MR. SPEAKER: The honourable member for Halifax Chebucto.

MR. HOWARD EPSTEIN: Mr. Speaker, thank you very much. I thank the minister for bringing this to our attention, here. On the international scene, the last few weeks have been really terrible ones. We are mindful, of course, of the terrorist attacks on the train system in Mumbai, we're aware of ongoing fighting and new fighting in the Middle East, and any of these disasters can come upon any nation. Canada is not immune. We saw, over the last month, the arrest and charges against people in Ontario who, it is alleged, have been involved in the plot of terrorism activities. We know, just yesterday, that we lost a military helicopter and the lives of three people during a training exercise, and we've heard within the last week or so of the prospect of a very difficult hurricane season to come on the Atlantic Coast.

So we don't have to live in other parts of the world to have disasters come upon us. We have to, as the minister said, be prepared. Nova Scotia actually does have what is fundamentally a very good system, through its EMO. It's a system that requires constant vigilance and upgrading. I am happy to have this announcement from the minister that there has been one additional step taken in the preparation of background materials that will strengthen that function of our provincial government.

On previous occasions, Mr. Speaker, I've noted in this House one or two weaknesses in our EMO system, but I'm glad to say that it is fundamentally sound. I'm glad to say that there is constant vigilance and a constant attempt to upgrade it, and I thank the minister for continuing to ensure that these additional steps are taken to advance it. Thank you.

MR. SPEAKER: The honourable member for Digby-Annapolis.

MR. HAROLD THERIAULT: Thank you, Mr. Speaker. I'm pleased to stand and speak about the Emergency Management Office, and I also accept the minister's apology for letting me know about this about two minutes ago, but that's all right, I'm always prepared, too, for an emergency. (Laughter)

As a fisherman, I always was prepared for an emergency, because when you're out on the water alone, there is no one else to help you so you have to prepare for all emergencies. I always said you prepare for the worst and you hope for the best and usually you come through it.

That's the way the Nova Scotia Emergency Management Office has to work, too. You always prepare for the worst and hope for the best - and that's good and if it's good for the people of Nova Scotia it's good for us all in the House of Assembly here. So I'm pleased that Emergency Measures is acting and making things better, because everything can be made a little bit better; no matter what it is, you can make it all a little bit better.

That's what we're doing in this House of Assembly today, making things a little bit better for the people of this province, and with that, Mr. Speaker, I will take my seat and I thank you very much. (Applause)

Whereas in the early 1990s I had the pleasure of gaining Ms.Crooks' acquaintance, and eventually friendship, serving with her on the Residential Tenancies Board;

Whereas the family of Edgar and Elizabeth (Grant) Johnston of Cherry Brook, Nova Scotia, is hosting a family reunion August 4 to August 7, 2006, and events such as a meet and greet and talent show on August 4^th at 6:00 p.m., and a gospel concert on August 5^th at 7:00 p.m., will take place at the Black Cultural Centre in Dartmouth; and

Whereas a car parade will take place the morning of August 5^th in and around the Cherry Brook community and, following this, a barbecue will be held at the Johnston house property, which is the oldest house in the community, located at the end of Johnston Road in Cherry Brook; and

Whereas on August 6^th at 3:00 p.m. there will be a special worship service held at the Cherry Brook United Baptist Church with Pastor Blair Grosse officiating, and on August 7^th, following the Natal Day Parade in Dartmouth, there will be a barbecue and other activities to wrap up the Johnston family reunion at the Johnston house property;

Whereas Private William O'Neil Johnson served as a gunner with the Canadian Army in Canada, Britain, the central Mediterranean area, and northwest Europe from 1939 to 1946; and

Whereas Private William O'Neil Johnson received the 1939-45 Star, Italy Star, France and Germany Star, Defense Medal, Canadian Volunteer Service Medal with Clasp, and the War Medal 1939-45;

Therefore be it resolved that all the members of this House acknowledge the service and dedication that Private William O'Neil Johnson has shown to the Canadian Army.

RESOLUTION NO. 325

Whereas Reverend Wayne K. Desmond has provided volunteer service for many organizations over the years; and

Whereas Ruth Wells, author, is writing a children's book through the eyes of a cat named Chibley, who has just returned from her third trip around the world on the sailing vessel, the Picton Castle; and

Whereas Chibley was adopted from the SPCA in Lunenburg, Nova Scotia, home port of the Picton Castle, by the ship's captain, Daniel Moreland; and

Whereas Chibley receives more fan mail than any of the crew members of the Picton Castle and is well-known by children as far away as South Africa, where donated educational materials - and this year 400 teddy bears, handmade by a group of women in Lunenburg - were delivered to underprivileged areas by the captain and crew of the Picton Castle;

Therefore be it resolved that all members of this House congratulate Chibley on the incredible job she is doing as the ambassador of the Picton Castle, the captain and crew of the Picton Castle on their humanitarian voyages around the world, and Ruth Wells for bringing the story of the Picton Castle to children and adults, as well as for her donation of the future proceeds of the sale of her book to keep the Picton Castle on course for their very important mission.

RESOLUTION NO. 327

Whereas this weekend St. Andrew's Presbyterian Church, The Kirk, in New Glasgow, is celebrating the 150^th Anniversary of the first worship service in the current structure - one of the oldest buildings in Nova Scotia still in current use; and

Whereas construction of St. Andrew's Church began in 1853 and was completed in 1856 on Frasers Mountain; later in 1832 the log church was rolled down the mountain to the present site; and

Whereas the July 14^th to July 16^th Anniversary celebrations include an old hymn sing, pump and pipe organ music, a coffee party, walking tours of the church history, horse and carriage rides, a street festival, and a Sunday worship service;

Therefore be it resolved that the members of this House congratulate the parishioners of St. Andrew's Presbyterian Church on the 150^th Anniversary of their congregation and commend them on their successful efforts to preserve this unique and important piece of Pictou County's history.

Whereas lacrosse is a sport showing tremendous growth in Nova Scotia, especially in the Halifax Regional Municipality, along with other regions such as Kingston, Lunenburg, Truro and the Eastern Shore, where the number of youth players has increased over the past five years from about 100 to around 2,000 players today; and

Whereas the Halifax Regional Municipality will play host to the 2007 World Indoor Lacrosse Championships between May 14^th to May 20^th next year; and

Whereas teams from Australia, the Czech Republic, Scotland, the United States, the Iroquois Nation and Canada have confirmed their entries with two other teams yet to be determined;

Therefore be it resolved that all members of this House extend our warmest wishes to World Tournament Event Manager Mike LeLeune and the Chair of the Halifax Host Organizing Committee who is also President of Lacrosse Nova Scotia, Bill Bryden, along with all of the executive members of Lacrosse Nova Scotia for their dedication in the promotion of the sport, while putting the Halifax Regional Municipality once again at the forefront of the world stage, in the hosting of another world championship sporting event.

Whereas the North Nova Education Centre Gryphons Division I boys rugby team is a dynamic group of young athletes led by coach Andrew Bell and four members of last year's Nova Scotia Canada Games bronze medal winning rugby squad: Matthew Dunn, Evan Cameron, Andrew Kirkendall and Brian Rushton; and

Whereas the North Nova Education Centre boys rugby team won the Rothesay, New Brunswick Invitational Boys Rugby Tournament in April 2006; and

Whereas the team continued its winning ways by taking the Division I Nova Scotia School Athletic Federation Rugby Championship in June 2006;

Whereas as the area MLA, I want to commend the quick action of those in the community, those who have become one of our first responders in maritime disasters - our fishermen - who not only saved four of the men on board, but also rallied together to recover those who did not survive, along with local RCMP;

Whereas the Cape Breton Fiddlers' Association has been in existence since 1973, with its mandate to preserve and promote traditional Cape Breton fiddle music, and as a result of its dedication, Cape Breton fiddle music is alive and flourishing both on the Island and throughout the world; and

Whereas the Cape Breton Fiddlers' Association was invited to perform at the 2006 Royal Nova Scotia International Tattoo, where 14 of its members, ages 11 to 65, entertained audiences with eight separate performances from June 30 to July 8, 2006; and

Whereas the members of this association do their respective communities and the whole of Cape Breton Island proud, for their love and promotion of Cape Breton music and tradition;

Therefore be it resolved that all members of this House recognize Alicia MacLeod of Richmond County for her excellent performance at the 2006 Royal Nova Scotia International Tattoo and her exemplary conduct in being an ambassador of her community and Cape Breton Island as a whole.

QUESTION NO. 1

To: Hon. Christopher d'Entremont (Minister of Health)

(1) Over the past six weeks, two doctors have left the community of Berwick. This is causing concern to patients without a family doctor, placing considerable pressure on the Western Kings Memorial Health Centre and the remaining doctors in the community.

Are you aware of this loss of doctors in Berwick and have you asked the recruitment team to give this area immediate attention?

(2) The province has been slow to approve nurse practitioners generally and for health centres in particular which has proven in some areas to divert about 20 per cent of patients in need of health care which is certainly both cost saving and means timely delivery for patients.

Are you working with the DHA to give the necessary approval for a nurse practitioner position in the Berwick area to help alleviate the immediate problem of doctor shortages?

(3) This is certainly a situation that is begging for immediate resolve. The area is experiencing population growth, and military transfers are selecting the Berwick community because of its amenities. However, families are informing me that their most pressing need is to obtain a family doctor. The area has already seen the closure of the emergency room at Soldier's Memorial Hospital which, again, highlights the problem of doctor shortages in the region.

Will you, Mr. Minister, take a personal hand in assisting the search committee in Berwick to help bring doctors to the area, and also work with the DHA in establishing a nurse practitioner at the Berwick Health Centre?
