An Act to Establish
a 2SLGBTQIA+ Advisory Committee

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the 2SLGBTQIA+ Advisory Committee Act.

2 In this Act,

"2SLGBTQIA+" means identifying as two-spirit, lesbian, gay, bisexual, transgender, intersex, asexual or gender diverse;

"Committee" means the 2SLGBTQIA+ Advisory Committee established under Section 3.

3 (1) The Governor in Council shall establish a 2SLGBTQIA+ Advisory Committee no later than May 1, 2027.

(2) The Committee is composed of members appointed by the Governor in Council.

(3) The Governor in Council shall, in making appointments to the Committee, ensure that the Committee includes

(a) members of 2SLGBTQIA+ communities; and

(b) other members who the Governor in Council believes will make useful contributions to the Committee's work.

(4) The Governor in Council shall make all reasonable efforts to ensure that the majority of the members of the Committee are members of 2SLGBTQIA+ communities.

(5) Subject to Section 5, the Governor in Council may determine the remuneration and reimbursement for expenses of any person appointed under subsection (2).

4 (1) The Committee shall make recommendations to all relevant members of the Executive Council, including the Minister responsible for the Office of Equity and Anti-Racism.

(2) Without limiting the generality of subsection (1), the Committee shall provide relevant oversight and progress monitoring respecting the implementation of the Province's 2SLGBTQIA+ Action Plan, including monitoring of progress towards

(a) enhancing access to healthcare, including access to gender-affirming care, for members of 2SLGBTQIA+ communities;

(b) enhancing access to safe and affordable housing for members of 2SLGBTQIA+ communities;

(c) improving student safety in public schools for members of 2SLGBTQIA+ communities; and

(d) increasing economic security amongst members of 2SLGBTQIA+ communities.

(3) When the Committee reports its recommendations under subsection (1), each member of the Executive Council who receives a recommendation shall, within 90 days of receipt, table the recommendation in the House of Assembly if the Assembly is then sitting or, where the Assembly is not then sitting, file the recommendation with the Clerk of the Assembly.

5 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.

6 This Act has effect on and after January 1, 2027.
