An Act to Expand Nova Scotia's Workforce

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Workforce Expansion Act.

2 The Government shall

(a) subject to Section 3, create a fund to invest in industry-led training pathways to increase employment rates for under-employed groups, including Indigenous persons, African Nova Scotians and persons with disabilities;

(b) review procurement regulations and policies to set standards ensuring that large projects require a certain percentage of the work to be performed by apprentices from under-employed groups, including Indigenous persons, African Nova Scotians and persons with disabilities; and

(c) within six months of the coming into force of this Section, develop and table in the House of Assembly a plan to ensure that the employment rate for First Nations and African Nova Scotians is equal to the provincial average by 2035.

3 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
