An Act Respecting at-Home Testing
for Human Papillomavirus

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Expanding HPV Testing Act.

2 In this Act,

"at-home test" means a self-swab test for HPV that may be used by an eligible person at home;

"eligible person" means a resident of the Province who has a cervix and is at least 25 years of age;

"HPV" means human papillomavirus;

"Minister" means the Minister of Health and Wellness;

"program" means the at-home HPV testing program established under subsection 3(1).

3 (1) Subject to Section 5, the Minister shall establish an at-home HPV testing program.

(2) The program must ensure that every eligible person is provided with an at-home test at least once every five years.

(3) The Minister shall implement the program no later than September 1, 2024.

4 Subject to Section 5, the Department of Health and Wellness shall fully fund and manage the program, including providing and processing at-home test results.

5 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
