An Act to Establish
a Provincial School Lunch Program
Be it enacted by the Governor and Assembly as follows:
1 This Act may be cited as the School Lunch Program Act.
2 (1) Subject to Section 3, the Government, in collaboration with Nourish Nova Scotia, shall create and implement a permanent program providing optional lunches to all public school students in grades primary to nine in the Province by May 1, 2024.
(a) objectives and measures aimed at eradicating youth food insecurity in the Province;
(b) guidelines and measures to promote the sourcing of fresh, locally produced food products for the program;
(c) measures to ensure that the administrative aspects of the program, including meal delivery, are conducted by the Government or non-profit organizations;
(d) objectives, measures and review processes to ensure the integration of the program and its aspects, including issues of agriculture, food, nutrition and well-being, into the existing or a new public school curriculum in the Province; and
(e) measures to ensure that the Government conducts regular and comprehensive reviews of the program.
(3) For the purpose of clause (2)(a), food insecurity must be measured using the Canadian Community Health Survey published annually by Statistics Canada.
3 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
