An Act to Create
a Medically at-Risk Registry
Be it enacted by the Governor and Assembly as follows:
1 This Act may be cited as the Medically at-Risk Registry Act.
(a) "medically at-risk person" means a person who uses, in the person's residence, medical equipment that requires electricity to function properly;
(b) "Minister" means the Minister of Health and Wellness;
(c) "Registry" means the Medically at-Risk Registry created under Section 3.
3 (1) The Minister shall create a Medically at-Risk Registry for the purpose of ensuring that, in the event of a power outage, medically at-risk persons are prioritized in re-establishing electricity connection.
(2) Any medically at-risk person, or a family member or substitute decision-maker on the person's behalf, may apply to the Minister to have the person and the person's residence entered into the Registry.
(3) The Registry must include, for each medically at-risk person and residence entered into the Registry,
(a) contact information for the person;
(b) contact information for a designated emergency contact; and
(c) the address of the residence.
4 The Nova Scotia Health Authority shall
(a) maintain and update the Registry;
(b) on a regular and continuing basis, share the updated Registry with Nova Scotia Power Incorporated and the Emergency Management Office; and
(c) ensure that all information contained in the Registry is securely encrypted and only used for the purpose described in subsection 3(1).
5 (1) Nova Scotia Power Incorporated shall, in coordination with the Emergency Management Office, ensure that in the event of a power outage, medically at-risk persons and residences entered into the Registry are prioritized in re-establishing electricity connection.
(2) Nova Scotia Power Incorporated shall, at the request of the Minister, report to the Minister on its compliance with subsection (1).
