Explanatory Note

This Bill

(a) requires the Minister of Finance and Treasury Board to table a report on supplemental warrants and appropriations made in a fiscal year; and

(b) requires the report to be referred to Committee of the Whole on Supply in the House of Assembly for approval.

An Act to Amend Chapter 2
of the Acts of 2010,
the Finance Act

Be it enacted by the Governor and Assembly as follows:

1 Chapter 2 of the Acts of 2010, the Finance Act, is amended by adding immediately after Section 29 the following Section:

    29A (1) Where warrants are issued or appropriations are made under Section 26, 27, 28 or 29 during a fiscal year, the Minister shall table a report on the warrants issued and appropriations made in the House of Assembly when the House first sits after the end of the fiscal year.

    (2) A report under subsection (1) must contain information respecting the warrants and appropriations equivalent to that ordinarily included in the Estimates under Section 54.

    (3) Where a report is tabled under subsection (1), the Speaker of the House of Assembly shall refer the report to the Committee of the Whole on Supply and, subject to this Section and with necessary changes, the rules respecting the consideration of the Estimates apply to the consideration of the report.

    (4) The Committee of the Whole on Supply shall consider a report referred under subsection (3) for a maximum of twelve hours and for not more than four hours on any day.

    (5) Upon the Committee of the Whole on Supply reporting back to the House of Assembly, the Speaker shall forthwith put a motion to concur in the report of the Committee before the House.
