An Act to Create the Hurricane Fiona
Salvage Assistance Program

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Hurricane Fiona Salvage Assistance Program Act.

2 (1) The Hurricane Fiona Salvage Assistance Program is established.

(2) Subject to Section 4, the Government shall contribute $5,000,000 to the Program.

(3) The purpose of the Program is to provide financial assistance to woodlot owners so that they may carry out salvage operations and remove trees damaged by Hurricane Fiona.

(4) The Association for Sustainable Forestry shall administer the Program, with oversight provided by the Emergency Management Office and the Department of Natural Resources and Renewables.

(5) A woodlot owner or operator may apply to the Association for Sustainable Forestry in the form and manner prescribed to receive a grant under the Program.

(6) The Association for Sustainable Forestry shall evaluate an application made under subsection (5) and, where the application meets the criteria prescribed by the regulations, shall provide a grant to the applicant.

3 (1) The Minister of Natural Resources and Renewables may make regulations prescribing application forms, processes and criteria.

(2) The exercise by the Minister of the authority contained in subsection (1) is a regulation within the meaning of the Regulations Act.

4 The money required for the purpose of this Act must be paid out of money appropriated for that purpose by the Legislature.
