An Act to Expand Energy-efficient Programming
WHEREAS energy poverty, which is defined as spending more than six per cent of household income on home energy, affects households of both low and modest incomes;
AND WHEREAS Nova Scotia Power Incorporated charges the highest power rates of any integrated utility in the country and has applied to raise those rates by 10% within two years;
AND WHEREAS Nova Scotians can save money through deep retrofits and switching to more efficient heating and cooling systems;
THEREFORE be it enacted by the Governor and Assembly as follows:
1 This Act may be cited as the Energy-efficient Programming Expansion Act.
2 The Minister of Natural Resources and Renewables shall review the HomeWarming program created by Efficiency Nova Scotia to expand it and ensure that
(a) persons who have a modest income and meet the threshold of energy poverty are eligible to participate;
(b) the goal of the program is to save up to 50% of each participant's household energy costs; and
(c) people from communities with historic barriers to clear property title are eligible to participate.
