Explanatory Note
This Bill requires the Minister of Municipal Affairs to ensure that the NS 911 service is able to receive calls related to mental health crises and refer them to a mental health response team. It also allows for the Governor in Council to make regulations respecting mental health response teams, including their geographic areas, required training and professions and the role of peace officers on teams.
An Act to Amend Chapter 4
of the Acts of 1992,
the Emergency "911" Act
1 Section 5 of Chapter 4 of the Acts of 1992, the Emergency "911" Act, as amended by Chapter 10 of the Acts of 1999 (Second Session) and Chapter 15 of the Acts of 2019, is further amended by adding immediately after clause (b) the following clause:
- (ba) ensuring that the NS 911 service is able to receive calls related to mental health crises in all areas of the Province and refer such calls to a geographically appropriate mental health response team, in accordance with the regulations;
- (ba) respecting mental health response teams, including
- (i) the areas of the Province in which different teams operate,
(ii) requirements for mental health response teams, including the professions which are eligible or required to be on a team,
(iii) the role of peace officers on teams, including requirements or preferences for peace officers to not be in uniform while acting as part of a team, and
3 The Minister of Municipal Affairs shall, within 30 days of the coming into force of this Section, advise the members of the House of Assembly of the time required for the implementation of this Act, including the creation of mental health response teams in all areas of the Province.
