Explanatory Note

This Bill amends the Education Act and the Education (CSAP) Act to include in the public school program for students in grades 7 to 9 instruction in healthy living, including instruction on the dangers of human trafficking and sexual exploitation.

An Act to Amend Schedule A of Chapter 1
of the Acts of 2018, the Education Act,
and Chapter 1 of the Acts of 1995-96,
the Education (CSAP) Act

Be it enacted by the Governor and Assembly as follows:

1 Schedule A of Chapter 1 of the Acts of 2018, the Education Act, is amended by adding immediately after Section 8 the following Section:

    8A (1) In this Section, "specific curriculum outcomes" means the statements identifying what students are expected to understand and be able to do at the end of a particular grade level.

    (2) A regional centre shall provide, as part of the public school program for students in grades seven to nine, inclusive, in every school under the regional centre's jurisdiction, instruction in healthy living.

    (3) The healthy living courses referred to subsection (2) must include instruction on the dangers of human trafficking and sexual exploitation.

    (4) The specific curriculum outcomes for the healthy living courses must include an expectation that students will be able to demonstrate, at the end of grade nine, an understanding of

    (a) the risks of human trafficking through social media;

    (b) the warning signs associated with a person being trafficked;

    (c) the methods perpetrators use to traffic persons; and

    (d) how to identify sexual exploitation.

2 Chapter 1 of the Acts of 1995-96, the Education (CSAP) Act, is amended by adding immediately after Section 5 the following Section:

    6 (1) In this Section, "specific curriculum outcomes" means the statements identifying what students are expected to understand and be able to do at the end of a particular grade level.

    (2) A school board shall provide, as part of the public school program for students in grades seven to nine, inclusive, in every school under the school board's jurisdiction, instruction in healthy living.

    (3) The healthy living courses referred to subsection (2) must include instruction on the dangers of human trafficking and sexual exploitation.

    (4) The specific curriculum outcomes for the healthy living courses must include an expectation that students will be able to demonstrate, at the end of grade nine, an understanding of

    (a) the risks of human trafficking through social media;

    (b) the warning signs associated with a person being trafficked;

    (c) the methods perpetrators use to traffic persons; and

    (d) how to identify sexual exploitation.
