Explanatory Note

This Bill requires the Government of Nova Scotia to provide financial assistance to municipalities for any increased policing costs attributed to the legalization of cannabis.

An Act to Amend Chapter 302
of the Revised Statutes, 1989,
the Municipal Grants Act

Be it enacted by the Governor and Assembly as follows:

1 Chapter 302 of the Revised Statutes, 1989, the Municipal Grants Act, is amended by adding immediately after Section 36 the following Section:

    36A (1) Subject to subsections (2) and (3), the Minister shall provide financial assistance to a municipality sufficient to cover any increased policing costs attributed to the legalization of cannabis.

    (2) No such financial assistance may be provided until the municipality has filed with the Minister proof satisfactory to the Minister that

    (a) the increase in policing costs was the result of the legalization of cannabis; and

    (b) the Province has not already provided funding in respect of those costs.

    (3) The money required for the purpose of this Section must be paid out of money appropriated for that purpose by the Legislature.
