An Act to Develop a
Multi-Year Funding Framework
Be it enacted by the Governor and Assembly as follows:
1 This Act may be cited as the Multi-Year Funding Act.
(a) "designated non-profit organizations" means those organizations designated by the Minister as those who qualify for receipt of funding under a multi-year funding framework;
(b) "Minister" means the Minister of Community Services;
(c) "multi-year funding framework" means the development of three-year consecutive funding and service agreements between the organizations receiving funding and the Minister;
3 There is hereby established a working group consisting of five members of the Nova Scotia Volunteer Advisory Council designated by that Council and the Minister to develop a multi-year funding framework for designated non-profit organizations funded by the Province.
4 The working group shall consult as needed with the following departments and agencies and with designated non-profit organizations in the development of a multi-year funding framework:
5 (1) On or before December 31, 2010, the working group shall, for the purpose of developing a multi-year funding framework, develop and establish
(a) the qualifications required for receipt of multi-year funding;
(b) a funding application process for designated non-profit organizations;
(c) service agreement templates; and
(2) Subject to Section 7, designated non-profit organizations may receive funding in accordance with the multi-year funding framework.
6 (1) The Governor in Council may make regulations adding additional government departments through which designated non-profit organizations can be funded under a multi-year funding framework that may include, but are not limited to,
(a) the Department of Education;
(b) the Department of Natural Resources;
(2) The Governor in Council may make regulations respecting any matter the Governor in Council considers necessary or advisable to carry out effectively the intent and purpose of this Act.
(3) The exercise by the Governor in Council of the authority set out in subsections (1) and (2) is regulations within the meaning of the Regulations Act.
7 The moneys required for the purpose of this Act shall be paid out of moneys appropriated for that purpose by the Legislature.
