An Act to Create the Nova Scotia
Advisory Council on Mental Health
Be it enacted by the Governor and Assembly as follows:
1 This Act may be cited as the Advisory Council on Mental Health Act.
2 In this Act, "Advisory Council" means the Nova Scotia Advisory Council on Mental Health established by this Act .
(a) two professional educators with a specialization in mental-health issues;
(b) two psychiatrists who are members pursuant to the Medical Act;
(c) two mental health consumers; and
(d) two family member representatives,
to be the Nova Scotia Advisory Council on Mental Health.
4 The Governor in Council shall designate one of the members of the Advisory Council to be Chair and one of the members to be Vice-chair.
5 A member of the Advisory Council holds office for such term as the Governor in Council determines.
6 Subject to Section 9, the members of the Advisory Council shall be paid such remuneration as is determined by the Governor in Council and actual and reasonable expenses incurred by them in the discharge of their duties.
(a) advise the Minister of Health and the Government on policies, programs and priorities aimed at addressing the mental-health needs of all Nova Scotians, including recommending an implementation plan; and
(b) consult with all relevant stakeholder organizations in the development of policies, programs and priorities aimed at addressing the mental-health needs of all Nova Scotians.
8 (1) The Governor in Council may make regulations respecting any matter the Governor in Council considers necessary or advisable to carry out effectively the intent and purpose of this Act.
(2) The exercise by the Governor in Council of the authority contained in subsection (1) is regulations within the meaning of the Regulations Act.
9 The moneys for the purpose of this Act must be paid out of moneys appropriated for that purpose by the Legislature.
