Explanatory Note

This Bill amends the Public Service Act to confirm by statute the previous change in name of the Department of Economic Development to the Department of Economic and Rural Development, and correspondingly updates the list of ministers in the Executive Council Act.

An Act to Amend Chapter 155
of the Revised Statutes, 1989,
the Executive Council Act, and
Chapter 376 of the Revised Statutes, 1989,
the Public Service Act

WHEREAS the Government of Nova Scotia is committed to keeping rural, urban and suburban communities both vibrant and stable;

AND WHEREAS our rural communities serve as stewards of many of our important natural resources and ecosystems;

AND WHEREAS this Government is intent on enhancing current social and economic health in urban, suburban and rural Nova Scotia;

AND WHEREAS many of our urban, suburban and rural communities have been built by Nova Scotians whose roots extend from all parts of the globe, including our First Nations peoples, Acadians and African Nova Scotians;

AND WHEREAS it is vital that Government makes investment decisions across many departments in a co-ordinated way and understands the connections required between rural, urban and suburban development;

AND WHEREAS the change of the Department's name to Economic and Rural Development reflects this renewed commitment to sustainable prosperity in rural and urban Nova Scotia;

THEREFORE be it enacted by the Governor and Assembly as follows:

1 Section 3 of Chapter 155 of the Revised Statutes, 1989, the Executive Council Act, as amended by Chapter 14 of the Acts of 1992, Chapter 21 of the Acts of 1993, Chapter 19 of the Acts of 1994, Chapter 1 of the Acts of 1995-96, Chapter 8 of the Acts of 1996, Chapter 25 of the Acts of 1996, Chapter 4 of the Acts of 2001 and Chapter 4 of the Acts of 2008, is further amended by adding "and Rural" immediately after "Economic" in the first line of clause (f).

2 Section 2 of Chapter 376 of the Revised Statutes, 1989, the Public Service Act, as amended by Chapter 14 of the Acts of 1992, Chapter 38 of the Acts of 1993, Chapter 31 of the Acts of 1994, Chapter 1 of the Acts of 1995-96, Chapter 8 of the Acts of 1996, Chapter 25 of the Acts of 1996, Chapter 4 of the Acts of 2001, Chapter 2 of the Acts of 2006, Chapter 44 of the Acts of 2006, Chapter 4 of the Acts of 2008, Chapter 28 of the Acts of 2008, Chapter 29 of the Acts of 2008 and Chapter 30 of the Acts of 2008, is further amended by adding "and Rural" immediately after "Development" in the first line of clause (c).

3 The heading immediately before Section 33 of Chapter 376 is amended by adding "AND RURAL" immediately after "ECONOMIC".

4 (1) Subsection 33(1) of Chapter 376, as enacted by Chapter 30 of the Acts of 2000, is amended by adding "and rural" immediately after "economic" in the fifth line.

(2) Subsection 33(2) of Chapter 376, as enacted by Chapter 30 of the Acts of 2000, is amended by

(a) adding "and rural" immediately after "economic" in the third line of clause (a);

(b) adding "and rural" immediately after "economic" in the second line of clause (e);

(c) adding "and rural" immediately after "economic" in the fourth and fifth lines of clause (f); and

(d) adding immediately after clause (f) the following clause:

(fa) keep rural communities vibrant and stable;

(fb) enhance the social and economic health of rural areas:

and

(e) adding "and rural" immediately after "economic" in the third line of clause (h).
