An Act to Provide for
Defraying Certain Charges and Expenses of
the Public Service of the Province

Be it enacted by the Governor and Assembly as follows:

1 This Act may be cited as the Appropriations Act, 1999.

2 The several sums of money hereinafter stated are granted to His Honour the Lieutenant Governor for the purpose of defraying the undermentioned several charges and expenses of the public service for the fiscal year ending March 31, 2000:

3 The sum of $5,289,000 is granted to His Honour the Lieutenant Governor for the purpose of defraying charges to the Canada-Nova Scotia (Offshore) Development Fund established by Part V of the Canada-Nova Scotia Oil and Gas Agreement Act (Canada), either before or after the expiration of the said fiscal year, but such payments may not at any time exceed the funds available pursuant to said Part V.

4 The said several sums shall be paid by the Minister of Finance subject to the provisions of the statutes in that behalf out of the moneys that are applicable to the several purposes for which the said several sums are granted.

5 The Governor in Council is authorized to borrow or raise by way of loan on the credit of the Province, either before or after the expiration of the said fiscal year, for purposes of Sections 46 and 52 and for borrowing for a term of greater than three hundred and sixty-seven days pursuant to Section 47 of the Provincial Finance Act and in addition to borrowings authorized by other enactments, the sum of $1,500,000,000 for the public service.

6 This Act supersedes and replaces Order-in-Council #1999-400, dated August 19, 1999, and, for greater certainty, the amounts authorized to be spent pursuant to that Order-in-Council and the Special Warrant issued pursuant thereto are included in, and are not in addition to, the amounts authorized to be spent pursuant to this Act.

7 This Act has effect on and after April 1, 1999.
